Several scholars have suggested that ASEAN's institutionalization can be attributed to the EU's influence as a ‘model power’. The notion of the EU as a model power is premised on the assumption and belief that Europe's history of regional cooperation presents a viable blueprint for other regions. This article argues that the EU exerts some power over ASEAN—but merely as a ‘reference point’. The EU's influence is not an active one; the organisation essentially serves as a passive reference point for ASEAN. The obvious and arguably most important example of this referencing is the framing of the ASEAN Charter in 2007. This article disagrees with scholars who reduce ASEAN's institutionalization to an imitation of the EU form without the substance. Instead, it shows how ASEAN has innovated as a regional organization through its Charter and Intergovernmental Human Rights Commission. 相似文献

Corruption is pervasive, rampant, enduring, and above all else a tolerated and taken for granted social problem in China. Still, corruption is a major concern for the political leaders, general public and foreign observers. Foreigners complained about the corruption cost of doing business in China. Students took to the street and peasants staged violent protest against government corruption. The consensus is that corruption challenges CPC's legitimacy and threatens China's stability.A systematic review of literature uncovers no investigation on the Chinese people's reception and reaction to the corruption, in the net. This is a first attempt to do so.This is a research into the “feelings” and “thinking” of Chinese internet users (e-public) on (anti)corruption in China. Abstract A study is described which characterised the female population of Broadmoor Special Hospital on a scale (Robertson et al., 1987) which rates violence associated with the index offence and previous episodes of violence both in terms of prosecuted violence and unprosecuted incidents. This scale has been applied recently to the male population of Broadmoor (Wong et al., 1993). The findings here confirm the notion that the female population of a Special Hospital are less violent than the males in terms of rating of violence associated with the index offence and in previous convictions for violent offending. The females contain a larger proportion of patients convicted of the offence of Arson (index offence) and patients transferred from other hospitals because of being unmanageable in these settings (under Section 3 of the Mental Health Act). Extreme ratings of violence amongst the females is associated with a diagnosis of personality disorder rather than schizophrenia or psychosis. 相似文献

In the mid-2000s, Beijing made a series of unilateral trade concessions with respect to agricultural trade with Taiwan. This move distressed the then incumbent party of the Republic of China, the Democratic Progressive Party (DPP), because Beijing’s offers might weaken the DPP’s rural support. This article offers the first empirical assessment of Beijing’s trade concessions. Using an original and highly disaggregate dataset at the township-product level, it examines what types of regions were more likely to be the beneficiary of the trade concessions, whether the concessions caused any production change, and the extent to which these changes undermined the DPP’s electoral support. It is found that while the benefit of tariff concession was not confined to pro-DPP regions, the townships that grew tariff-reduced products were no less likely to vote for the DPP. The result suggests a limit of Beijing’s economic enticement. 相似文献

Abstract: Correct species identification is critical when dipteran larvae are used for inference of the postmortem interval. To facilitate DNA‐based identification of forensically important flies of the genus Lucilia in the continental United States, we develop a vouchered reference collection and DNA sequence database. A total of 122 specimens were collected for nine of the 10 species of Lucilia reported to occur in the continental United States. Using the polymerase chain reaction and DNA sequencing, data were obtained for an 1100‐bp region of the mitochondrial gene encoding cytochrome oxidase I (COI). We consider a species suitable for DNA‐based identification if it is exclusively monophyletic in >95% of bootstrap pseudoreplicate phylogenetic analyses. Seven of the nine species meet that criterion. Two species (Lucilia coeruleiviridis and Lucilia mexicana) share COI sequence and cannot be distinguished using our reference database. We conclude that DNA‐based identification is likely to be successful for the other seven species. 相似文献

This article examines the approach taken by courts in Trinidad and Tobago when analysing the Parliament’s power under section 13 of the Constitution to derogate from constitutionally guaranteed rights protected under section 4.
