The reaction of authorities to terror attacks or threats has the potential to attract both support and criticism. The current study aims to examine the international media's discourse surrounding authorities' reaction to sporting events that have suffered from terror attacks or terror threats. A comparison is made between events that are canceled and events that take place as planned despite the attack or threat. Our findings indicate no significant differences between the coverage of events that are canceled and those that continue as planned. The evidence actually exhibits greater levels of support rather than criticism of authorities in international media coverage.  相似文献

Whether or not it will be possible to relocate settlers from the "territories" depends not just on the willingness of the relevant Israeli officials to authorize evacuation of some or all of the West Bank and Gaza given the violence it may cause, but especially on the thinking and the changing attitudes of the settlers themselves. Only by understanding the views of the current settlers — their motivations, their beliefs, and the differences among them — will it be possible to formulate a sensible relocation strategy. Modern terrorist attacks are usually characterized by intentionally extreme public displays of massive violence to get wide propagation, courtesy of the media. This article uses large-scale, world sporting events, from the 1972 Munich massacre to the 2013 Boston Marathon bombing to document and analyze how terror acts grew and acclimatized into a reality in which the symbiotic, massive linkage between two gigantic entities—sports and the media—allows terrorism to prosper.  相似文献

This article argues that powerful organizations at the margins of government (i. e,, contractors, franchisers, quangos, state-owned corporations, etc.) which provide vital public services are able to impose public policy on the electorate and elected officials in democratic countries. These organizations' enormous resources, including not only their tangible assets, but also freedom from accountability and dependent clientele, constitute both a source of power and vital vested interests. Illustrating with the example of the Kupat Holim Sick Fund of Israel, it shows how when these interests are significantly jeopardized, the organizations impose veto power: a preventive veto at the policy making stage or an obstructive veto at the policy implementation stage. Both types of veto enable them to appropriate the major instruments of policy making - allocation, regulation, and restructuring - from elected government. This ability undermines the traditional relationship between the electorate and elected and raises questions about the risks to democracy inherent in the proliferation of such bodies on the margins of government.  相似文献

Although improvisation stands outside of conventional models for rational policy making and Weberian administration, it is nonetheless prevalent in public life. This article argues that improvisation is both a natural consequence of bounded rationality as well as a product of cultural and personal predilections and environmental circumstances. Drawing on a number of instances of improvisation in public administration and policy making in Israel, it attempts to shed light on its uses, motives, and implications, as well as on the issues involved in considering its utility.  相似文献

`Haifa al-Jadida` (New Haifa) was erected in 1761 by order of the Bedouin ruler Daher el-Omar, governor of the Galilee. As part of the process of building the city, a wall was constructed to encircle it, with a tower overlooking it from above. After its establishment the ‘New Haifa’ became the urban core for the emergence of modern Haifa while the new city was gradually solidified and its characteristic outlines were moulded. From the end of the Ottoman period in 1918 until 1948, the urban expanse remained practically unchanged. In 1948 ‘New Haifa’ was almost destroyed except for the few ruins that were left. In spite of the centrality of the new city in the history of Haifa, very little is known about this area. This article reconstructs the image of ‘New Haifa’ by portraying the location of the city walls and the urban expanse. For the purpose of reconstruction, an 1841 sketch of the city is superimposed on an aerial photograp of the area taken in 2008, and a map of the old city dated to 1937.  相似文献

Globalization challenges the ability of contemporary public administration to encourage citizen participation in collective action through behaviors such as tax compliance and contributions to public goods. The authors introduce a new individual‐level approach to globalization, arguing that people vary in the extent to which they are globalized and that an individual's level of globalism (ILG) reflects attitudes and dispositions that influence the way he or she resolves the social dilemma of participation in collective action (i.e., the decision to contribute versus follow a “free‐ride” strategy). Using a four‐country sample, the article examines the relationship between ILG and collective action participation decisions in three behavioral experiments. Findings support the hypothesis that regardless of country‐level globalization, a more globalized individual complies less willingly with tax codes, donates less to local nongovernmental organizations, and prefers to adopt a free‐ride strategy in a public goods game. The consequences for public administration are discussed.  相似文献
