This article develops and tests a parliamentarian‐centred decision model of the collaboration between interest groups (IGs) and parliamentarians. We posit that parliamentarians face a trade‐off when deciding on IG ties that offer them either political (policy support and votes) or financial benefits (additional income). We theorise the balance in this trade‐off to be moderated by ideology and tenure because both introduce variations in IG ties’ utility across politicians. Using Swiss longitudinal data from 1985 to 2015 on 743 parliamentarians and their 5,431 IG board positions, we show that parliamentarians become more financial benefit‐seeking over time. This holds in particular if they belong to right‐leaning parties. We also find self‐imposed restrictions for new and left‐leaning parliamentarians on seeking financial benefits. This highlights that parliamentarians are responsive to their partisan constituents when building their IG tie portfolio.  相似文献

This study examines recent changes in performance-based appraisals of Russian regional governors, key criteria used in the decision-making process regarding the reappointment or dismissal of top regional executives, the role of non-governmental organizations in their performance evaluations, and existing problems in this area. This study evaluated the impact that Freddie Gray’s death on April, 19, 2015, had on homicides within Baltimore, Prince George’s County, and the rest of Maryland. The numbers of these deaths were compared in the 2 years prior and after his death. The average number of homicide per month in Baltimore and Prince George’s County, but not the rest of Maryland, showed a statistically significant increase in the 2 years after his death, with a sudden spike in homicides in Baltimore immediately following his death. Spatial density (“heat”) maps of homicides showed an increase in clustering of deaths after Freddie Gray’s demise in portions of Baltimore, particularly near his arrest site. Hot spot maps showed a massive expansion of statistically significant clusters of homicides in areas of West and East Baltimore after his death. An emerging hot spot analysis revealed consecutive hot spots in large areas of West Baltimore with new hot spots prominent along the southern edge of this area. A review of the history of Baltimore, as well as discussions with Baltimore homicide detectives, revealed that prior socioeconomic and political trends likely primed Baltimore for the protests and violence that occurred after Freddie Gray’s death. It is probable that a perceived “overcharging” of officers involved in his death by the State’s Attorney resulted in a “pullback” from policing that directly led to increased homicides in Baltimore.  相似文献

University–industry knowledge transfer is an important source wealth of creation for all partners; however, the practical management of this activity within universities is often hampered by procedural rigidity either through the absence of decision-making protocols to reconcile conflicting priorities or through the inconsistent implementation of existing policies. This is problematic, since it can impede operational effectiveness, prevent inter-organisational knowledge-creation and hamper organisational learning. This paper addresses this issue by adopting a cross-discipline approach and presenting meta-rules as a solution to aid organisational decision making. It is proposed that meta-rules can help resolve tensions arising from conflicting priorities between academics, knowledge transfer offices and industry and help facilitate strategic alignment of processes and policies within and between organisations. This research contributes to the growing debate on the strategic challenges of managing knowledge transfer and presents meta-rules as a practical solution to facilitate strategic alignment of internal and external stakeholder tensions. Meta-rules has previously only been applied in a computer intelligence context however, this research proves the efficacy of meta rules in a university–industry knowledge transfer context. This research also has practical implications for knowledge transfer office managers who can use meta-rules to help overcome resource limitations, conflicting priorities and goals of diverse internal and external stakeholders.

基于当下外交政策研究领域所呈现出的理论有效供给不足的局面,国际关系理论界围绕外交政策能否建立简约系统的理论以及结构现实主义外交政策理论是否可行展开了争论。本文对既有争论进行了回顾和梳理,剖析了结构现实主义外交政策理论的必要性与可行性。在此基础上,深入评估了进攻性现实主义、防御性现实主义与新古典现实主义等现实主义理论分支在外交政策理论探索中的进展与不足。同时,本文对结构现实主义外交政策理论的拓展进行了尝试,试图开拓出更加纯粹、有力的理论发展路径,完善结构现实主义外交政策理论的解释力。最后,运用结构现实主义外交政策理论剖析了中国外交存在的规律性现象,并剖析了其在未来外交政策构建中可能得到的体现与拓展。  相似文献
