Abstract

This paper deals with the early beginnings and subsequent history of the secret, or political, police in nineteenth‐century Europe, whose task was to tame and terrify the masses, appeal to fear, and to root out revolutionary groups and secret societies, including even revolutionary attitudes. As pointed out here, the origins of such police forces, specializing in counter‐terror, go back to the French Revolution and the Ministry of Police headed by Fouche. Autocratic governments not being unusual, the history of counter‐terrorism displays many practitioners and techniques during the nineteenth century. A true heir of Fouche was Louis Andrieux, a Chief of Police of the Third Republic in France, who gave advice to Tsar Alexander III that has since been followed by many agents provocateurs and counter‐revolutionaries. The Russian Okhrana and the role played by Plehve in containing the revolutionary movement are discussed as are also the alliance between Degayev and Sudeykin, in addition to the Zubatov system and the Azef affair. Throughout, the struggle between revolution and counter‐revolution illustrates the fact that the physical blows that were the results of provocation were not always decisive; the exposure of provocation was often more harmful than anything that provocation itself could achieve. Moreover, the author concludes, the role played by the Russian secret police served to perpetuate terrorism and made all other state authorities a domain for the machinations and intrigues of the leaders of the secret police.  相似文献

This study examines the strategic and tactical logic of Israel's limited uses of force against Arab states and against substate actors. It evaluates the effectiveness of these policies, and their political and strategic ramifications. The study is based on a historical survey of these policies and on quantitative analysis of a dataset of the use of limited force by Israel over the 1949–2003 period. The findings suggest, first, that limited force strategies were occasionally used to foster escalation. In other cases, the mismanagement of limited engagements resulted in inadvertent escalation to full-blown wars. Second, domestic political and social considerations had important effects on the nature and intensity of Israeli uses of limited force. Third, Israeli reliance on offensive strategies has not only consistently failed, but produced adverse military and diplomatic side effects. Defensive and preventive measures have shown a much greater degree of success. The study concludes that a combination of military and diplomatic measures produces far more effective results than strictly military ones.  相似文献

Political organizations make use of culturally resonant symbols to bring their message to the public. In response to a political organization's use of a culturally resonant symbol, competing political organizations attack the connection between that organization's message and the symbol. Rochon and Wolfsfeld propose a process for the movement of policy justification symbols from interest groups and social movements to governments. This article examines this process in the context of the struggle among the Israeli nationalist movement, the Israeli peace movement, and the Israeli government, identifying a typology of tactical frames applicable to research beyond the Israeli context: denial, incorporation, and end run. Press releases by these political competitors show a specialization of tactical frames by social organization. Nationalists prefer to deny the validity of competing resonant symbols. Peace activists prefer to invent or search for new symbols, in an end run. Governments tend to absorb and redirect symbols initially used by the competing movements to justify government actions. An analysis of the political opportunity structures and organizational conditions that determine a political organization's tactics for attacking resonant frames is conducted.  相似文献

This study determines a clinical cutting score for the 29-item Abuse Behavior Inventory (ABI) developed by Shepard and Campbell (1992) to measure both physical and psychological abuse experiences. The authors report on a sample of 392 White and African American women from primary care waiting rooms, who completed the ABI and the revised Conflict Tactics Scale (CTS2). An ABI cutoff score of 10 maximizes validity and produces a sensitivity of 77% and a specificity of 81% compared to the CTS2. Cronbach's alpha is .92 for the entire scale, .91 for the psychological subscale, and .86 for the physical subscale. Correlation between the ABI and CTS2 is .76, with subscale correlations of .74 between ABI psychological and CTS2 verbal aggression, and .71 between ABI physical and CTS2 physical aggression, injury, and sexual coercion.  相似文献

Most policy-relevant work on climate change in the social sciences either analyzes costs and benefits of particular policy options against important but often narrow sets of objectives or attempts to explain past successes or failures. We argue that an ??applied forward reasoning?? approach is better suited for social scientists seeking to address climate change, which we characterize as a ??super wicked?? problem comprising four key features: time is running out; those who cause the problem also seek to provide a solution; the central authority needed to address it is weak or non-existent; and, partly as a result, policy responses discount the future irrationally. These four features combine to create a policy-making ??tragedy?? where traditional analytical techniques are ill equipped to identify solutions, even when it is well recognized that actions must take place soon to avoid catastrophic future impacts. To overcome this tragedy, greater attention must be given to the generation of path-dependent policy interventions that can ??constrain our future collective selves.?? Three diagnostic questions result that orient policy analysis toward understanding how to trigger sticky interventions that, through progressive incremental trajectories, entrench support over time while expanding the populations they cover. Drawing especially from the literature on path dependency, but inverting it to develop policy responses going forward, we illustrate the plausibility of our framework for identifying new areas of research and new ways to think about policy interventions to address super wicked problems.  相似文献

This paper examines the institutional dynamics of the Israeli developmental state, focusing on its transformation since the mid-1980s, when a deep and far-reaching process of liberalization began. In contrast to the conventional stance concerning the withdrawal of the state from the economy and the decline of its political and institutional capabilities to shape the structure of economic relations, our analysis suggests that the state has not retreated from the economic sphere. The important shift in state?Ceconomy relations lies not in the extent of the state??s involvement in the economy, but rather in the mode of its involvement. That is, institutional changes have to do first and foremost with the definition of the state??s objectives in the management of the political economy and the way it uses particular institutional instruments to attain those objectives. As we show, state agencies continue to play a crucial role in the economic arena. While certain institutional traits and practices of the classic developmental state have indeed vanished, there are also very significant lines of continuity in place that keep imprinting on state?Ceconomy relations. It is this combination of change and continuity that determines the modes of action of developmental states under conditions of neoliberal globalization.  相似文献

Several oil paintings, suspected of being stolen, were found in the possession of an art dealer in Tel-Aviv, Israel. The authors were asked to determine if these paintings were the stolen ones, based on photographs, stretchers, and frames submitted by the alleged owners in France. A physical match was found between two of the questioned paintings and two stretchers. Another painting was identified as being previously affixed to the original frame by several nails. The fourth painting was identified as being the one photographed by the alleged owner. This identification was done by comparing micro-topography marks revealed by the illumination conditions of that photograph and of the questioned painting.  相似文献
