This article focuses on one of the assumptions of corporate social responsibility (CSR), namely its usefulness as a tool for eradicating poverty. The claims that business and CSR strategies can be effective in fighting poverty face major challenges, in particular the wide divergence of understandings about the notion and implementation of CSR, and the absence of clear understanding of underlying ideological bases concerning business and poverty. The authors find that, although usually considered as ideologically neutral, the CSR discourse requires the introduction of ideological debate if it is to meet the goal of poverty eradication.  相似文献

The adoption of techniques to elicit community participation in development practice is an important step forward. The question remains whether this is sufficient for development outcomes that accord with the aspirations of ‘participants’. Community perceptions are somewhat different, as our own conclusions demonstrate. We have developed a ‘methodology of inclusiveness’, based on community institutions which embed collective social action in everyday life. We use the analogy of funerals as collective action in which activities are planned, roles are demarcated, responsibilities are assigned, and desired outcomes are realised. We ask the question: why can't development be managed more like a funeral?  相似文献

When and why are cabinet ministers forced out of office? We argue that ministerial resignations cannot be understood as mechanistic consequences of serious personal or departmental errors as the classical responsibility hypothesis implies. Rather, they follow a systematic political logic. Cabinet ministers have to resign whenever the prime minister perceives the political costs of a minister staying in office to be higher than the benefits of keeping the status quo. We test this argument with resignation events in Germany in the period 1969 to 2005. Based on detailed data collection, we find 111 resignation events, i.e. serious public discussions about a cabinet minister's future, 14 of which ended in resignation. These data are analysed employing statistical as well as Qualitative Comparative Analysis based on Boolean algebra to detect patterns of ministerial resignations.  相似文献

Abstract</b></p> Power's book examines how organizations are designed through risk-based science, law and managerial techniques. As organizations have come to think of, reform and govern themselves through the vague but powerful notion of risk, both the fortunes of the managers who conceive of these designs and the behaviour of the organizations themselves have been affected. Power develops four themes as he analyses the consequences of these moves towards risk management as governance. First, he notes the tensions that have emerged as risk management systems take in information about uncertainty in the operational environment and process it into risk, while simultaneously producing yet more uncertainty. Second, he offers an account of developments in the system of professions as the abstractions of mathematical risk analysts have lost ground to managerial approaches to the processing and uses of risk. Third, he applies neo-liberal notions of the individual to organizational behaviour in an analysis of the conflict between risk-embracing profit motives and risk-averse precautionary instincts. Fourth, he argues that the uptake of risk management techniques and discourses in organizations has fundamentally changed the way they view themselves and operate in the world. As better risk management through internal self-control has become the obvious solution to every problem, enterprise values and trust have imploded. We close our review with a critique of this implosion thesis, suggesting directions for future research for socio-legal, governance and organizational behaviour scholars.  相似文献

After 58 years in the position of dominant political party, the Christian Democrats suffered from an electoral defeat in the Baden-Württemberg state election of 27 March 2011 and, as a result of the election, the first Green prime minister was elected and headed a state government formed by the Green and the Social Democrat parties. The main reasons for this political landslide were the unique constellation of political issues and the voters' attitudes towards the candidates for the office of prime minister. Instead of economic issues traditionally ‘owned’ by the Christian Democrats, the nuclear catastrophe in Fukushima and the bitter conflict over the reconstruction of the Stuttgart railway station brought ‘new politics’ issues to the top of the agenda. Moreover, never before in the history of German state elections was a prime minister running for re-election as unpopular as the leading candidate of Christian Democrats. Finally, many voters were convinced that it was just time for a change.  相似文献

This paper discusses how urban informality in the developing world has been understood in the West, and how it has been incorporated in the discourse of urban architects and planners in the developed world. It proposes a genealogy of this understanding through the identification of discourses with major ideological currents. It explains the evolution of the relationship between the understanding of urban informality and anarchism; the empowerment of the urban poor and finally the role of this understanding as a neoliberal discourse against state intervention. It finds that, although the incorporation of urban informality in urban architectural discourses is presented as a relative novelty, it is in reality at least 60 years old, dating from John Turner’s writings about the</i> barriadas of Lima. From a progressive and empowering understanding of how the grassroots are able to take their lives into their own hands, it has become a tool for neoliberal discourses defending the dismissal of the state as a valid articulator of urban development.</i>  相似文献

Abstract</b></p> One of the central elements in a sustainable democracy is an informed and independent voters’ corps who is knowledgeable regarding democratic values and the policies of different parties, and who participates in democracy. The literature suggests that voters who are more heavy media users are also more politically knowledgeable. It follows that the media have an important informational role in a democracy. Against this background, the media usage patterns, media usage perceptions and political knowledge of the students of the North-West University on the Potchefstroom, Mafikeng and Vaal Triangle campuses were investigated during May 2009. This was done in the form of a quantitative survey that allowed students to report their real perceptions, experiences and knowledge levels. Questionnaires were administered in a self-administered style to avoid interviewer bias and to increase truthful self-reporting. Trained field workers used certain guidelines to ensure that the sample was representative of NWU students. The study found that students on all three campuses had poor levels of political knowledge. It was furthermore established that they were light users of media and did not often engage in political discussions with peers. On all three campuses, for political information television was the preferred medium, followed by radio. Although there were only weak correlations, it would seem that the students who were heavier users of media, were also more politically knowledgeable.  相似文献

Abstract</b></p> This paper objects to certain forms of punishments, such as supermax confinement, on grounds that they are inappropriately contemptuous. Building on discussions in Kant and elsewhere, I flesh out what I take to be salient features of contempt, features that make contempt especially troubling as a form of moral regard and treatment. As problematic as contempt may be in the interpersonal context, I contend that it is especially troubling when a person is treated contemptuously by her political community's institutions—such as by certain forms of punishment. Punishment is contemptuous if it fails to respect offenders as moral persons, who as such are always capable of moral reform. Respect for offenders therefore requires, at least, that punishment not tend to undermine the prospect of offenders’ reform. I flesh out this constraint by considering various ways in which punishments may tend to undermine offenders’ reform. In particular, I discuss ways in which supermax confinement tends to violate the reform-based constraint. Finally, I address several potential objections to my account.  相似文献

Starting from 2004, China's trading partners, in particular the United States, have increasingly utilized the World Trade Organization (WTO) dispute settlement system (DSS) to challenge China's trade-related measures. As a major player in world trade, how China responds to adverse rulings is not only important to its trading partners, but also for the future of the international trade regime. China has thus far held a relatively good compliance record when facing adverse panel and/or Appellate Body rulings, except for the recent delay in full compliance in China—Publications and Audiovisual Products. Through examining the factors affecting China's decision making when targeted in a WTO dispute, this article finds that, in general, China is highly motivated to comply with the WTO DSS due to the reputational costs of noncompliance. Nevertheless, the recent delay in compliance in China—Publications and Audiovisual Products also demonstrates that successful implementation could be impeded by certain politically influential interest groups, especially when the measure at dispute is politically sensitive.  相似文献

Studies explaining the timeliness and correctness of the transposition of EU directives into national legislation have provided rather inconclusive findings. They do not offer a clear-cut prediction concerning the transposition of the patients’ rights directive, which is one of the first that concerns the organisation and financing of national healthcare systems. This article applies the perspective of bounded rationality to explain (irregularities in) the timely and correct transposition of EU directives. The cognitive and organisational constraints long posited by the bounded rationality perspective may affect the commonly employed explanatory factors of administrative capacities, misfit and the heterogeneity of preferences among veto players. To prevent retrospective rationalisation of the transposition process, this paper traces this process as it unfolded in Denmark and the Netherlands. As bounded rationality is apparent in the transposition processes in these relatively well-organised countries, future transposition studies should devote greater consideration to the bounded rationality perspective.</i>  相似文献
