Abstract

It is wonderful to receive so much careful attention. But it’s also frustrating. Each paper poses important questions, and between them they cover a wide range of issues. It is challenging, on such big topics, and in so few words, simultaneously to set the record straight, to identify the various objections posed by our critics, and to respond to them in a way likely to advance our collective understanding of the issues. Regulatory agencies in the United States and Europe have well‐deserved reputations for fixating on the total benefits and costs of proposed and final regulatory actions, without doing any more than anecdotally mentioning the subpopulations and individuals who may bear disproportionate costs or reap disproportionate benefits. This is especially true on the “cost” side of the cost–benefit ledger, where analysts exert little effort to even inform decisionmakers and the public that the costs of regulations might be distributed either regressively or progressively. Many scholars and advocates have observed that regulation can increase the efficiency of market outcomes, but caution about its untoward (or suboptimal) effects on equity. Here, we argue that without considering distributional information about costs and benefits, regulatory policies in fact can also cause violence to notions of efficiency, for two reasons: (i) society cannot hope to approach Pareto‐efficient outcomes without identifying those who must lose so that others can gain more; and (ii) because the harm experienced by involuntary risks and by imposed regulatory costs is likely non‐linear in its magnitude (at the individual level), efficiency is, in fact, a strong function of the shape of the distribution of these effects. This article reviews evidence about the distribution of regulatory costs and benefits, describes how agencies fail to incorporate readily available distributional information, and sketches a vision for how they could analyze costs and benefits to promote more efficient regulatory choices and outcomes.  相似文献

Social ecological theories and decades of supporting research suggest that contexts exert a powerful influence on adolescent delinquency. Individual traits, such as impulse control, also pose a developmental disadvantage to adolescents through increasing risk of delinquency. However, such individual differences may also predispose some youth to struggle more in adverse environments, but also to excel in enriched environments. Despite the prominence of impulse control in both developmental and criminological literatures, researchers are only beginning to consider impulse control as an individual characteristic that may affect developmental outcomes in response to environmental input. Using a racially diverse (Latino 46?%; Black 37?%; White 15?%; other race 2?%) sample of 1,216 first-time, male, juvenile offenders from the longitudinal Crossroads Study, this study examined key interactions between baseline impulse control and the home, school, and neighborhood contexts in relation to delinquency within the following 6 months. The results indicated that even after accounting for prior delinquency, youth in more negative home, school, and neighborhood contexts engaged in the same amount of delinquency in the following 6 months regardless of their level of impulse control. However, the effects of positive home, school, and neighborhood contexts on delinquency were stronger for youth with moderate or high impulse control and minimally affected youth with low impulse control. The findings suggest two risk factors for delinquency: low impulse control as a dispositional vulnerability that operates independently of developmental context, and a second that results from a contextual vulnerability.  相似文献

Fraud, waste, and abuse damage public administration. Responding involves law enforcement and best practice administration. Many jurisdictions create watchdog agencies to perform this role. A model, which includes seven dimensions of jurisdiction and authority that policymakers should consider when creating an oversight entity, is presented. The model goes beyond the simple functional jurisdiction, i.e., who is overseen and how oversight occurs. Four subnational watchdog agencies in two countries are examined to demonstrate the trade-offs that occur in each dimension when the agencies are designed. This analysis demonstrates there are significant balancing issues at stake, which impact watchdog effectiveness.  相似文献

This article contributes to the current discussions concerning an adequate framework for intelligence ethics. The first part critically scrutinises the use of Just War Theory in intelligence ethics with specific focus on the just cause criterion. We argue that using self-defence as justifying cause for all intelligence activities is inadequate, in particular in relation to the collection and use of intelligence for preventive purposes. In the second part of the paper, we tentatively suggest an alternative moral framework for preventive intelligence, understood as intelligence activities with no specific suspicion or aggressor. We suggest that the moral permissibility of such activities requires a civilised moral framework, in which openness, transparency and informed consent constitute crucial elements.  相似文献

This study analyzes reinforcing spirals between news media use and two manifestations of political engagement: political interest and participation intention. Drawing on a three-wave panel study among adolescents, we test the Virtuous Circle Thesis (VCT) in both an online and an offline setting, by distinguishing between selection effects and media effects as key ingredients of the VCT. Overall, the findings lend mixed support to the general argument. While the relationship between specific forms of news media use and political interest appears to be driven primarily by selection effects, reciprocal relations were found mainly between television news and participation intention. The VCT assumption of reciprocal influences was supported most clearly when adolescents’ total news media use was considered. Taken together, virtuous circles appeared to operate rather similarly online and offline.  相似文献

Ghana’s National Health Insurance Scheme, introduced in 2003, aims to remove financial barriers to health-care access and bridge the inequality gaps in health care. This paper reports on a study of the implementation process in four local government areas in southern and northern Ghana. The paper profiles key institutional actors and draws on qualitative interview data from 33 in-depth interviews. Findings highlight the gaps and challenges that have emerged in the implementation process. Issues of managerial capacity, inadequate and uneven distribution of medical facilities and health-care professionals, cost escalation, fraud and abuse, and reimbursement of providers threaten the sustainability of the scheme.  相似文献
