By the late 1960s, the Democratic Party had fallen into crisis. Vietnam, urban riots, and declining electoral fortunes marked a crossroads in the history of the party, raising questions about the meaning and trajectory of postwar liberalism. Amid the political chaos and economic crisis of the 1970s, a distinct political tendency running through the civil rights, feminist, labor, and antiwar movements demanded a new politics. The New Politics movement attempted to reform and realign the Democratic Party to the left. Reformers perceived party rules and structure as constraining progressives’ influence on public policy. Their project to democratize the Democratic Party began in the wake of the 1968 party crisis, and it ended ten years later with the failure to compel a sitting Democratic president and Democratic Congress to implement the party’s program for full employment. While faced with organized intraparty resistance, the failure of the New Politics movement hinged on the contradictory consequences of its struggle to open the party. The successes and failures of the New Politics movement suggest the limits and possibilities confronting progressive forces in the United States today. The New Politics episode can help clarify the goals and tactics involved in realigning American politics in a more progressive direction.  相似文献

During the past decade, academic attention to the role of private foundations in international development cooperation has greatly intensified. The largest foundations have increased their global giving and moved towards strategic social impact, but we do not know if such processes have also occurred at a more micro level. This article explores this issue by studying the international activities of Danish foundations. It finds that grant-making on global issues is increasing, and that several foundations have undergone transformations in their approach to grant-making, making them surprisingly similar to established development organisations.  相似文献

Public mass shooters are often assumed to be an exceptionally American problem, but little is known about what proportion of global offenders attack in the United States, or how America’s offenders compare to those in other countries. The present study offers the first quantitative analysis of all known offenders from 1966 to 2012 who attacked anywhere on the globe and killed a minimum of four victims. The results suggest that public mass shooters in the United States are significantly more likely to arm themselves with multiple weapons and attack at school and workplace settings, while offenders from other countries are more likely to strike at military sites. These differences may be partially attributable to America’s national gun culture and its particular set of social strains.  相似文献

The difference in official crime statistics between women and men is a constant fact in criminology, but has yet to be explained in a satisfactory way. There are few studies addressing the issue of why this gender gap is larger in registered crime than it is in self-report studies. The study at hand comprises a survey among Greek and German students to examine whether this gap could be attributed to a gender-specific reporting of crime. Participants’ self-reported experiences of victimisation and their rating of the seriousness of offences depicted in case vignettes were used to gain insight into varying tendencies to report a crime depending on the offender’s gender. With growing numbers of female staff in correctional settings, issues relating to promotional fairness are certain to occur. Historically, female detention staff held perceptions of being discriminated against in the promotional process due to gender biases. However, there is almost no recent examination of these perceptions. The current study addresses this shortcoming in the literature by using a sample of 362 sworn detention deputies ranked Sergeant and below at a large southern-central United States jail. Contrary to the data from a generation ago, more male detention staff perceive gender biases in the promotional process than females, and report that promotional decisions are based on arbitrary and informal factors. Women are more likely to perceive promotions to be fair and based on merit. Results are discussed in relation to two theoretical perspectives: the importation-differential experiences model, and the work-role prisonization model.  相似文献

We present a new generation of three‐dimensional (3D) measuring systems, developed for the process of crime scene documentation. This measuring system facilitates the preparation of more insightful, complete, and objective documentation for crime scenes. Our system reflects the actual requirements for hierarchical documentation, and it consists of three independent 3D scanners: a laser scanner for overall measurements, a situational structured light scanner for more minute measurements, and a detailed structured light scanner for the most detailed parts of tscene. Each scanner has its own spatial resolution, of 2.0, 0.3, and 0.05 mm, respectively. The results of interviews we have conducted with technicians indicate that our developed 3D measuring system has significant potential to become a useful tool for forensic technicians. To ensure the maximum compatibility of our measuring system with the standards that regulate the documentation process, we have also performed a metrological validation and designated the maximum permissible length measurement error EMPE for each structured light scanner. In this study, we present additional results regarding documentation processes conducted during crime scene inspections and a training session.  相似文献

Though the “old conventional wisdom” explained delay as the product of too few resources and staff, the “new conventional wisdom” posits court efficiency is largely due to the cultural makeup of the court. Adapting the Court Culture Assessment Instrument developed by Dr. Ostrom and colleagues at the National Center for State Courts, this research study examines judicial perceptions of culture in the Kentucky Court of Justice general and family circuit court. Results indicate circuit courts are predominantly autonomous but desire to be more structured (hierarchical). In addition, bivariate analyses showed a significant, but weak, inverse relationship exists between perceptions of a predominantly hierarchical culture orientation and the presence of delay. In other words, judges who perceived their circuit to be predominantly hierarchical in nature were less likely to perceive delay as a problem.  相似文献

The identity card for foreign nationals - now known as the Biometric Residence Permit (BRP) - was first introduced in November 2008. Following the May 2010 UK general election, the newly formed Conservative-Liberal Democrat Coalition government announced that the scheme would not be extended to UK citizens. To date, over 300,000 BRPs have been issued to UK foreign nationals - a group of non-EEA migrants that include international students, visiting scholars and entrepreneurs. In this paper, we draw on findings from interviews conducted with policymakers, advocacy groups, Higher Education administrators and foreign nationals - between March and December 2010 - to highlight some policy issues arising from the continued roll-out of the BRPs to this migrant group. We conclude by arguing that, although interviewees raised few objections to the BRPs in principle, cardholders were concerned about being unfairly ‘targeted’ for additional surveillance and remained unclear about the true purpose of the BRP. We identify a number of areas for further policy development.  相似文献
