The Provisional Irish Republican Army's announcement of a ceasefire at the end of August 1994 prompted widespread comment around the world. A notable feature of the commentaries was the frequency with which reference was made to the transition in South Africa and the peace process in the Middle East. The South African analogy derived additional credibility from the fact that nationalist leaders in Ireland themselves made constant reference to it, both at the time of the ceasefire and in the months leading up to it. Comparison with South Africa became a major theme of Sinn Fein's rhetoric during the 1980s, when comparison with the African National Congress (ANC) was used to legitimise the IRA's ‘armed struggle’. It is argued that the analogy itself became an influence on developments in Northern Ireland in the mid‐1990s, when South Africa underwent fundamental change, putting pressure on Sinn Fein leaders either to drop the comparison or to justify it through establishing an Irish peace process. 相似文献

The paper examines the conception, implementation and abolition of the GP fundholding scheme, all within 10 years, for evidence of a changed style of health care policy-making. A health care policy community, in which the interests of the medical profession were prominent, existed between 1948 and the mid-1980s. The paper highlights the important factors in the breakdown of the policy community and traces the effect through to the negotiation, implementation and abolition of the GP fundholding scheme. In particular, the role of evidence in health care policy-making has changed significantly. A consequence of the collapse of the policy community has been that a 'folk psychology' rather than evaluative evidence has guided some aspects of health care policy since the 1990s. 相似文献

Path dependency is an important notion in diachronic approaches to understanding social and political processes. The first section of this paper examines the application of path dependency to policy studies; the advantages of the concept in understanding policy development are highlighted by examples from pension policy and social housing policy in the UK, and the EU budget. The next section considers several criticisms of path dependency: (1) it is a fashionable label for the intuition that 'history matters' without a clear and convincing account of decision-making over time; (2) it explains only stability and not change; (3) its normative implications are confused and mostly left unexplored. The final section concludes that path dependency, despite being theoretically inchoate and difficult to operationalize empirically, is a valid and useful concept for policy studies. However, its proper application demands sensitivity from scholars to other temporal dynamics that may operate in policy development. 相似文献

Evidence‐based policy making has been criticised as a revival of the ‘rationality project’ in which democratic politics is regarded as rent‐seeking and a deadweight loss to society. In response, the evidence‐based policy movement has failed to articulate a defence in which the rationality animating the policy process is situational and contextual rather than unique and authoritative. This article traces the movement's motto –‘what works?’– to the American pragmatist movement, whose influence on Harold Lasswell and New Labour in the UK was substantial. This article argues that the ambition for evidence‐based policy‐making should be seen in terms of the transition from a single, unique and universal rationality toward multiple rationalities that vary according to different policy making contexts. Interpreted in such terms, evidence‐based policy making can avoid several of the main criticisms, and offer strong potential to contribute to solving policy problems. 相似文献

Reflected ultraviolet imaging techniques allow for the visualization of evidence normally outside the human visible spectrum. Specialized digital cameras possessing extended sensitivity can be used for recording reflected ultraviolet radiation. Currently, there is a lack of standardized methods for ultraviolet image recording and processing using digital cameras, potentially limiting the implementation and interpretation. A methodology is presented for processing ultraviolet images based on linear responses and the sensitivity of the respective color channels. The methodology is applied to a FujiS3 UVIR camera, and a modified Nikon D70s camera, to reconstruct their respective spectral sensitivity curves between 320 and 400 nm. This method results in images with low noise and high contrast, suitable for qualitative and/or quantitative analysis. The application of this methodology is demonstrated in the recording of latent fingerprints. 相似文献

ABSTRACTPassive support for terrorism refers to expressions of sympathy for acts of terrorism and/or the justifications (ideology) used by terrorist groups to legitimise their beliefs and actions. One form of passive support is whether Muslims feel terrorists have valid grievances. Appealing to a sense of grievance is a key way that violent Islamists attempt to recruit fellow Muslims to their cause. Using survey data collected from 800 Muslims living in Australia, this paper examines factors that lead Muslims to believe that terrorists have valid grievances. Factors examined include beliefs in jihad and attitudes towards counterterrorism policing and laws. Other variables included in the analysis are social identity, age, gender, income, religious denomination (Sunni vs. Shia), religious commitment, i.e., Mosque attendance, and recent contact with police. The most significant predictor of passive support for terrorism was found to be particular beliefs in jihad. The perceived legitimacy of counterterrorism laws and trust in police were also important. Implications for countering extremist ideology and generating community cooperation in counterterrorism will be considered. 相似文献

A quarter of a century after the fall of the Berlin Wall, the role of the Bundesrepublik in Europe is once again the focus of international scrutiny and academic debate. Having long been seen as a “reflexive multilateralist” and “tamed power”, with a “leadership avoidance reflex” and a “civilian power” strategic culture, the Eurozone crisis has pushed the Berlin Republic into the role of “reluctant hegemon”. At the same time, however, Germany has been widely criticized by its EU and NATO partners for its half-hearted commitment to the Afghan war and its failure to support its allies in the Libyan intervention. Prompted by a call by Federal President Joachim Gauck in 2013 for Germany to live up to its international responsibilities, new themes in foreign and security policy have recently emerged. At the Munich Security Conference in February 2014, a more active and engaged approach was outlined by both the Foreign and Defence Ministers. This paper will examine recent shifts in the discourse of German foreign and security policy, and considers the extent to which these have been accompanied by significant shifts in policy outcome and implementation – particularly in the light of the Ukrainian crisis. 相似文献

This paper examines the connection between China's domestic governance and its involvement in global governance in environmental protection by studying the major actors and issues involved in the interaction between the domestic and international spheres of activities. These actors include international institutions, national and local governments, nongovernmental organisations, and others. The paper demonstrates that China has made some substantive progress in protecting its environment, but much more needs to be done. Internationally it seems to lack the will or the capability to make much contribution towards global environmental governance. However, because of its huge aggregate size, what it does or does not do to avert environmental degradation at home could have a significant impact on collective efforts to protect the environment at the global level. 相似文献
