社会转型背景下的立法者--从1980-2004年人大常委会公报看立法理念的发展变化

改革开放以来,我国立法者对法律的功能经历了从专政工具到治国方略的转变过程,在立法理念关于法律的稳定性和法律的“粗”、“细”等方面都有了新的认识。社会转型时期的立法如何在维护法的稳定性和适应社会现实的变动之间谋求平衡是时代对立法提出的新的挑战。

中国传统军队福利制度的矛盾有： 分配不公与福利公平原则的矛盾， 政府化与社会化的矛盾， 供给刚性与需求弹性的矛盾，公共福利边际成本与个人福利边际成本的矛盾。军队福利制度创新的思路是实现福利的工资化、货币化和社会化。     

Is the Assessment of Dental Age by the Nolla Method Valid for Eastern Turkish Children?

The aim of this study was to investigate whether or not the Nolla method is appropriate for Turkish children for the determination of the dental age (DA). A group of 719 children between the ages of 6 and 18 years were included in the study. DAs from orthopantograms by the Nolla method were estimated. The results obtained were compared with chronologic age (CA). Paired t and the Wilcoxon tests were performed. Both genders were underestimated in dental maturity when compared with the reference samples in total (-0.3 years) (p<0.01). The differences in girls were statistically significant in total and in all groups except for 7-7.9. The differences in boys between the CAs and DAs were not statistically significant in total and in all groups except for 7-7.9 and 8-8.9. Although the accuracy of this method was suitable for boys, according to our findings, it was not suitable for girls.     

Simultaneous Homicide–Suicide: A Case Report of Double Drowning

Homicide–suicide is a tragic phenomenon which typically does not result in a criminal charge or trial. However, correct diagnosis and classification of homicide–suicide cases are important to determine the perpetrators and dynamics of each category properly. The deaths in the homicide–suicide acts can be divided into two categories with respect to the number of involved individuals: dyadic deaths and triple or multiple deaths. These two categories can also be divided into two subgroups according to the chronology of the incidents: simultaneous deaths and consecutive deaths. Herein, a simultaneous homicide–suicide case of a father and daughter where both deaths occurred through drowning which was not found in the selected literature review and where the victim was a child is presented. The article aims to clarify the term discrepancies about multiple death cases in the literature and to discuss the pathological and psychosocial characteristics of the simultaneous dyadic death cases.     

Measurements of the Foramen Magnum and Mandible in Relation to Sex Using CBCT

The purpose of this study was to evaluate pre‐existing CBCT images of a large sample of adult females and males to provide data on foramen magnum and mandibular measures of sexual dimorphism for use as a reference sample in cases of establishing identity in unknown fragmentary skulls. The study group consisted of 161 adult patients. 3D images of the patients were assessed retrospectively. FM measurements were obtained from reformatted axial sections. Six mandibular measurements were taken. According to the results, the study identified four mandibular measurements as final predictors of sex which are as follows: the gonial angle (G‐angle) and ramus length (Ramus‐L), gonion–gnathion length (G–G‐L) and bigonial breadth (BG‐Br). It was found that the cross‐validated grouped overall predictive accuracy was 83.2% for FM and mandible measurements. It could correctly identify males in 77.3% and females in 87.4% of the cases. To assess sexual dimorphism, the gonial angle and ramus, gonion–gnathion lengths, and bigonial breadth of the mandible and sagittal diameter of the FM may be used on CBCT images.     

The Three Major Earthquakes in the International System and Turkey

Three earthquakes have shaken the main pillars of the global system – security, economy and politics – over the past two decades. The foreign policy Turkey has pursued throughout these three major earthquakes draws on principles that are in line with the challenges of the enormous transformations underway. The fall of the Berlin Wall, 9/11 and, most recently, the Arab Spring and the euro crisis have had tremendous implications for the international order. With its international position and historical depth, Turkey has shown that it has the potential to contribute to the transformation of the international system, and it will continue to maintain its determined stance in the future.     

The View from Next Door: Greek-Turkish Relations after the Coup Attempt in Turkey

ABSTRACT

Turkey’s recent slide into authoritarianism will have implications for its close neighbours in the West. Especially Greece cannot avoid negative spill-over effects. A coalition government comprising Syriza and Independent Greeks does not have an unconstrained set of policy choices in responding to this. Maintaining effective working relations is a paramount interest but achieving this is easier in principle than in practice especially considering the issues of asylum seekers and Turkish revisionism on the Lausanne Treaty. Unlike the two parties that dominated the Greek political scene after 1974, PASOK and New Democracy, the current government has little experience navigating choppy diplomatic seas with Turkey.     

On the relationship between democratic institutionalization and civil society involvement: new evidence from Turkey

This study uses a nation-wide representative survey from 2004 to explore the link between civil society involvement and civic attitudes in Turkey. The article argues that, besides civic attitudes, political attitudes are also significant in explaining membership in ‘Olson type’ institutions, while membership in ‘Putnam type’ institutions does not depend on attitudinal variables. The article concludes that low civil society participation with a gender gap and intolerance of rural participants raises significant questions about the democratic potential of civil society in Turkey.
