Public management is a domain of research that is now roughly three decades old. Researchers in this area have made important advances in understanding about the performance of public organizations. But questions have been raised about the scope and methods of public management research (PMR). Does it neglect important questions about the development of major institutions of the modern state? Has it focused unduly on problems of the advanced democracies? Has it made itself irrelevant to public debates about the role and design of government, and the capacity of public institutions to deal with emerging challenges? This set of eight short essays were prepared for a roundtable held at the research conference of the PMR Association at the University of Aarhus in June 2016. The most important administrative aspect of the George W. Bush presidency was not its formal management reform agenda, but its attempt to extend the politicized presidency. Efforts to assert tighter political control of the federal bureaucracy, revived during the Ronald Reagan administration, were pursued to an extreme under Bush. Loyalty triumphed over competence in selection, and political goals displaced rationality in decision making. However, the strategy of politicization undermined the Bush administration’s own policy goals as well as its broader agenda to restore the strength of the institutional presidency. This apparent failure of strategy signals the urgent necessity for a fundamental reconsideration of the politicized presidency.  相似文献

Increasingly, struggles in the name of citizenship inspire and catch the imagination and support of individuals and groups found in a variety of locales within a nation as well as transnational spaces. At the same time, their consequences may be quite different from the assumptions and dreams of those involved in perpetuating and imagining these struggles. To analyse how new social citizenship claims can embolden and channel struggles in particular directions with varied results – the promise and perils of citizenship more broadly – I suggest that one should pay attention to the promulgators of such visions of citizenship, the techniques of promoting their claims and the cultural politics and political economies of belonging in the locales of mobilization. Drawing on an ethnographic example of a farm labour struggle in the late 1990s in Zimbabwe, I explore the importance of attending to wider shifts in the political importance of citizenship as well as its entanglement in particular localities. Through examining how farm workers are situated through such struggles, I show the promise and limits of citizenship in addressing social justice concerns of a group historically marginalized through racialized, classed and gendered processes.  相似文献

This analysis examines the effects of political culture on the nature and practice of professional local government management by comparing the structures, responsibilities, and relationships of city administrative executives in the democratic countries of the United States and Norway. The findings suggest that, despite fundamental differences in societal institutions and settings, American and Norwegian city managers serve similar roles in their respective local government organizations. However, the notable variations in the processes of municipal management identified between the two nations appear to reflect the contextual influence of divergent political foundations on the operational environment of professional public administrators.  相似文献

Abstract

This paper discusses the development of a filter model for prioritizing possible links in dwelling burglary. The filters utilize the central aspects of crime scene information that is available and accessible to investigators in burglary, namely geo-spatial, temporal, behavioural, and dwelling information. The proposed filters were analysed using a sample of 215 dwelling burglaries committed by 43 serial burglars (i.e. 5 offences each) in order to determine the sequence in which the filters should be considered in prioritizing possible linked offences. The results indicated that the following order (i.e. better performance to worse performance) was most effective at linking offences, utilizing: (1) geo-spatial information, (2) temporal aspects, (3) behavioural information and, lastly, (4) dwelling characteristics. Specifically, the results indicated that offences in close proximity to one another should be given priority. Further, any offence occurring within a 28-day span before or after the index offence should be given priority. The paper argues that behavioural and dwelling characteristics are less effective for linking than geo-spatial and temporal information because the former two aspects are influenced significantly by situational and contextual cues on offender decision-making.  相似文献

List and endorsement experiments are becoming increasingly popular among social scientists as indirect survey techniques for sensitive questions. When studying issues such as racial prejudice and support for militant groups, these survey methodologies may improve the validity of measurements by reducing nonresponse and social desirability biases. We develop a statistical test and multivariate regression models for comparing and combining the results from list and endorsement experiments. We demonstrate that when carefully designed and analyzed, the two survey experiments can produce substantively similar empirical findings. Such agreement is shown to be possible even when these experiments are applied to one of the most challenging research environments: contemporary Afghanistan. We find that both experiments uncover similar patterns of support for the International Security Assistance Force (ISAF) among Pashtun respondents. Our findings suggest that multiple measurement strategies can enhance the credibility of empirical conclusions. Open‐source software is available for implementing the proposed methods.  相似文献

To study risk factors for perpetration of spousal violence among men in Bangladesh, self-reported Demographic and Health Surveys data from 2,780 married men using bivariate and multivariate techniques are analyzed. Of the respondents, 74% report having ever been violent toward their wives; 37% report violence in the past year. Nonnormative behaviors increase the risk for violence: Men who marry more than once, men who use drugs, and men who are unfaithful to their wives are all significantly more likely to report violence against their spouses. Egalitarian attitudes toward women do not decrease the risk for violence. However, attitudes explicitly about wife-beating are the strongest predictor of violence: Men who believe wife-beating is acceptable are more than 4 times as likely to report recent violence against their wives. While men's self-reports of spousal violence indicate that wife-beating is prevalent in Bangladesh, the results indicate opportunities for programmatic intervention.  相似文献
