How do we explain high rates of investment in the production of oil palm in Indonesia under conditions of legal uncertainty and uneven protection of property rights? This article argues that what are commonly seen as deficiencies in the formal institutional environment actually enabled investment, but only when informal institutions were able to provide investor assurances. Although the finding that informal institutions provide investor assurances is not new, this study addresses outstanding questions about how such informal institutions work. An examination of the micro-level details of informal institutions in the oil palm industry shows that informal institutions frequently grouped under umbrella terms such as ‘patronage’ or ‘relational ties’ are not uniform. Rather, two types of informal relational tie operate to provide investor assurances: clientelistic and co-investment. Although they serve similar purposes, clientelistic ties work well only under restrictive conditions and are vulnerable to decay. Co-investment, in contrast, is a more robust informal institution, especially when political power is fragmented. Although co-investment provides investor assurances under conditions of legal uncertainty, it remains a particularistic solution and does not guarantee generalized public interest protections.  相似文献

The American tradition of experimental investigation of electoral phenomenon indicates that the medium, as well as the message, is important. Highly controlled experiments give insight into the nature of voter decision making. The importance of partisanship is especially pronounced. Field experiments probe the effectiveness of the mediums of telephone, mail, and personal contact as well as the message dimensions of moralistic and rational appeals in actual electoral campaigns. Collectively, these experimental studies allow strong inferences about electoral behavior.  相似文献

Despite the importance of European Union negotiations, the majority of scholarly attention has not been directed towards the means by which policy is coordinated in member states. This article addresses one aspect of this gap by focusing upon the structures which existed for UK policy making during the 1990–91 IGC negotiations. Particular emphasis is attached to the key role of officials, who often proved crucial to the extraction of compromises at the European level, and the manner by which policy was constrained by the inability of the Prime Minister to dominate Cabinet.  相似文献

Abstract

Sturidsson et al. (Psychology, Crime & Law, 12, 221–230, 2006) published an article on the replicability of early multidimensional scaling (MDS) behavioural research by Canter and Heritage (Journal of Forensic Psychiatry, 1, 185–212, 1990). Sturidsson et al. were unable to find a ‘readily apparent, simple interpretation’ of their MDS solution and therefore suggested that the MDS approach may be flawed as a device for interpreting sexual assault. The current paper explains how the methods employed by Sturidsson et al. represent an incorrect use of MDS, specifically in their input of Jaccard similarity data into the MDS (ALSCAL) procedure in SPSS as opposed to the correct MDS (PROXSCAL) procedure. A comparative example is used to illustrate how adopting the ALSCAL procedure will result in an inverse MDS solution, where objects appearing closer together are more dissimilar, making interpretation of the MDS plot meaningless in this context. The current paper discusses this methodological flaw in greater depth and in the context of behavioural investigative research using MDS in general. It concludes with some general guidelines in utilizing the MDS procedure in SPSS specific to criminal profiling research.  相似文献

ABSTRACT

The 9/11 attacks demanded a response from the U.S. government, but designing and executing that response was not easily done. The United States is an advanced market society in which power is highly dispersed. Federal policymakers were confronted with challenges that we now regard as typical of the network form of governance. Their ability to act decisively was constrained by public law, by the political influence and superior knowledge of private industry, and by widespread skepticism about the legitimacy of federal authority. While many commentators worried about the excessive concentration of power in the federal executive branch after 9/11, it might be more accurate to say that the post-9/11 period was typified by a prolonged, and often unsuccessful, effort to induce cooperation and coordination by a range of public and private actors.  相似文献

The emergence of four essentially new social groups within the Soviet Union is examined in terms of its potential impacts on economic restructuring. The argument is advanced that groups of predominantly urban, professional or paraprofessional, and well educated workers will be more favorably disposed than the population as a whole to increases in material incentives, to glasnost', and to heightened participation in workplace decision making embodied in Gorbachev's reforms. It is suggested that the growing importance of these new groups in an economy undergoing structural change may strengthen the base of political support for perestroyka. Sudden infant death syndrome (SIDS) still accounts for considerable numbers of unexpected infant deaths in many countries. While numerous theories have been advanced to explain these events, it is increasingly clear that this group of infant deaths results from the complex interaction of a variety of heritable and idiosyncratic endogenous factors interacting with exogenous factors. This has been elegantly summarised in the "three hit" or "triple risk" model. Contradictions and lack of consistencies in the literature have arisen from diverse autopsy approaches, variable applications of diagnostic criteria and inconsistent use of definitions. An approach to sudden infant death is outlined with discussion of appropriate tissue sampling, ancillary investigations and the use of controls in research projects. Standardisation of infant death investigations with the application of uniform definitions and protocols will ensure optimal investigation of individual cases and enable international comparisons of trends.  相似文献

It is now over a year since the Working Time Regulations entered force in Britain on 1 October 1998, during a period when the government also introduced the minimum wage. But whereas that piece of legislation appears to have faded away into the background of British industrial relations, the Working Time Regulations continue to remain a central topic. Based on a survey of British companies and organisations, this article reviews the implementation of the legislation and examines the scope of coverage. It finds that the failure of the Labour government to consult the social partners – employer and employee representatives – resulted in business being unprepared for the Regulations. The article also notes that the manner in which this legislation was introduced has meant that many of the employees who were working excessive hours continue to do so.  相似文献
