A noted British economist and specialist in the affairs of the former USSR discusses the economic consequences of the disintegration that followed the coup d'etat in August 1991. The assessment begins with a look at inter-republican economic flows in an attempt to indicate the benefits, if any, derived by the individual republics from membership in a unified state. It follows with a brief overview of the “invisible” components of the balance of payments, deals with the gains and losses traced to the so-called common economic space, and sketches implications for the rest of the world. In this article I discuss the failure of most democratic countries to accept or properly implement the UN Convention on the Rights of the Child, despite, except in the case of the United States, having ratified it. I consider the domestic implementation of treaties. I discuss, from an Australian perspective, that country's failure to enact a Bill of Rights and argue that children in Australia have suffered as a result. I also discuss judicial approaches to international law and compare the situation in countries such as the United States, the United Kingdom, Canada, and New Zealand and suggest that even in those countries that do have a Bill of Rights, it is not oriented toward children and therefore does not properly recognize their rights.  相似文献

Climate change research relating to “co‐benefits” suggests that the facilitation of social‐welfare outcomes through environmental policy offers a powerful means of incentivising climate change action. Concerns about social‐welfare, however, are often used to undermine climate change policies, typically through political claims that low‐to‐middle‐income households should not shoulder the costs of greater policy alignment between social and environmental objectives. Integrating the social into the environmental can therefore, on the one hand, lead to “co‐benefits” as each agenda promotes the other in political discourse, or alternatively to collateral damage if the policy objectives are framed as incompatible. This article explores both scenarios through two case studies of energy policy in Australia. The findings show that social‐welfare concerns can be a powerful discursive tool with the potential to facilitate political consensus, but also that this potential is not being fully realised, primarily because environmental concerns suffer when attempts are made to integrate the two areas discursively.  相似文献

Leaders face multiple threats to their political survival. In addition to surviving the threats to tenure from within the existing political systems, which is modeled using Bueno de Mesquita and colleagues' (2003) selectorate theory, leaders risk being deposed through revolutions and coups. To ameliorate the threat of revolution, leaders can either increase public goods provisions to buy off potential revolutionaries or contract the provision of those public goods, such as freedom of assembly, transparency, and free press, which enable revolutionaries to coordinate. Which response a leader chooses depends upon existing institutions and the structure of government finances. These factors also affect the likelihood and direction of institutional change. Tests of leader survival indicate that revolutionary threats increase the likelihood of deposition for nondemocratic leaders. Leaders with access to resources such as foreign aid or natural resource rents are best equipped to survive these threats and avoid the occurrence of these threats in the first place.  相似文献

This paper presents an English translation from the original Tamil of the canonical Saivite hagiographical work, the Tiruttoṇṭar Tiruvantāti of Nampi Āṇṭār Nampi. The date of this work is disputed, but it was probably composed at some point between 870 and 1118 CE. This classical Tamil poem gives in summary form the lives of the sixty three Saivite saints of the sixth to ninth centuries known as the Nāyaṉmār, or Tiruttoṇṭar (“holy servants”, sc. of the Lord Siva). The paper also includes an Introduction, setting out the context of the poem and its place in the Saivite literary tradition from which the Saiva Siddhanta philosophy subsequently developed, and Notes which explain the mythological and other references which the poem contains.  相似文献

In the period from 1997 to 2009 Australia experienced a severe drought, which significantly affected the Murray‐Darling Basin. The drought has broken but state governments are still in conflict over water allocations. The establishment of the Murray‐Darling Basin Authority (MDBA) in 2007 was intended to address these issues but the management of the Basin remains complicated by constitutional ambiguity. This paper addresses the question of whether it is possible to implement effective policies for the health of the Murray‐Darling Basin without the present danger of a drought. We suggest that the MDBA has encountered what Beck refers to as the ‘boomerang effect’. The MDBA's plans seem to have produced new challenges and the Authority might find the Basin is exposed to risks it has created.  相似文献

Conventional wisdom in Malawi holds that seasonal food deficits force smallholders to hire out their labour to buy food during the critical first six weeks after planting, thereby reducing maize yields on their own fields and reinforcing poverty. This model was tested empirically for the Blantyre Shire Highlands using evidence from a panel survey and household case studies. Results showed no significant relationship between the supply of hired labour (ganyu) and the timeliness of weeding for maize, and that timely weeding was not a significant determinant of household maize deficits. This puzzle is explained by the diversification of the rural economy that has allowed households to develop alternative livelihood strategies to cope with maize deficits. Livelihood diversity helped poor households avoid the seasonal poverty trap and also helps explain the paradox of why the poorest region in Malawi escaped the 2001–2002 famine.  相似文献

The food sovereignty movement has been gathering momentum in advocating the rights of individuals and nations to control their own food systems. Alongside this is a mounting critical engagement regarding its privileging of local food production as the means through which to achieve this goal. Adopting a place-based approach, we explore the foodways of diverse communities across a small island archipelago – the Turks and Caicos Islands in the West Indies. Based on interviews and focus groups, we unpack narratives relating to islanders’ changing food practices and aspirations. These are understood as two competing but inter-related themes of disruption and reification of current practices shaped by wider food regimes in interaction with ecological challenges. Given that conditions of historic dependency implicate the islands in a myriad of dependent trade relationships, we argue that small island economies offer, and require, unique cases for understanding how sovereign conditions for trade might be developed in line with a food sovereignty framework. We underline the importance of an inter-disciplinary focus for bringing forth a nuanced understanding of what might be required to shape more sustainable, sovereign and secure food futures. Doing so is necessarily rooted in an appreciation of islanders’ accounts of social, economic, political and ecological change over time.  相似文献
