The relativity of decline: a reappraisal of French leadership and influence in a time of global crisis

This article is an attempt, in the context of the Eurozone crisis that has shaken Europe since 2008, to explore and deconstruct two pieces of conventional wisdom on French leadership in Europe and the world. The stereotypical image of a country in decline and denial, out of touch with today’s globalised world, is reproduced so often in the Anglo-American media and even in scholarly discourse, that is has become a self-evident truism. The article examines this truism in two different perspectives: there is, on the one hand, the axiom that France has lost influence in Europe and that the balance of power has shifted inexorably to Germany and, on the other hand, the axiom that Europe does not matter in the global ‘power shift’ and that, as part of Europe, France does not count any more either. In questioning the origins and validity of these axioms, the authors argue that a strong perception bias persists and is constantly perpetuated even though reality has changed. Not only has France rather successfully adapted to globalisation in both political and economic terms, but it has also found new ways and discourses about its role as Germany’s partner in leadership in the European Union. The paper goes on to show that both France and the EU retain and use significant levers for action in three dimensions of power—coercion, agenda-setting and attraction. It concludes that going into 2012, France remains an active and important actor, both in the EU and on the global scene. It is present and influential in major international institutions, effectively builds international coalitions and floats important ideas on reforming laissez-faire capitalism.     

Implicit judgments of rape cases: an experiment on the determinants and consequences of implicit evaluations in a rape case

Implicit evaluations reflect people’s gut response toward an attitude object and are based on associative processes. They are the starting ground for more reflective processes and subsequent explicit evaluations. The present research examined determinants and consequences of implicit evaluations in a rape case. Situational (i.e. specifics of the rape case) and personal factors (i.e. rape myth acceptance) were demonstrated to influence both explicit and implicit judgments of the rape case. Moreover, sex of participant influenced participants’ implicit evaluations but affected explicit judgments only indirectly via the implicit evaluation. People’s gut response was shown to affect their explicit judgment of the case, and this effect was particularly pronounced for people with a low need for cognition (i.e. people who do not like to engage in effortful processing). The discussion focuses on the role of implicit cognition and implicit biases in judicial decision-making.     

Accidental autoerotic deaths between 1978 and 1997. Institute of Legal Medicine, Medical School Hannover

Between 1978 and 1997 the Institute of Legal Medicine of the Hannover Medical School examined 17 fatal autoerotic deaths. The incidence for the Hannover region was 0.49 cases per million inhabitants per year. The victims included 17 men with an average age of 36.8 years; a peak in the age distribution was seen between 20 and 29 years. Twelve of the men were found by friends or family in a domestic environment, while other situations in which the victims were found included the victim's own car, a hotel room, a canal embankment, a public parking lot as well as the holding cell of the youth detention center. The men were of varying socioeconomic status and held a number of different types of jobs or still attended school. Five of the men were found completely nude, while five were only undressed below the waist. Four men wore women's clothes and two were fully clothed with exposed genitals. Besides women's clothes, other objects found at the scene included various types of sexual aids, including ropes, chains, metal bars, locks, sex magazines, condoms, plastic bags, rubber items, etc. In four cases blood alcohol levels between 0.1 and 2.5 per thousand (urine alcohol levels between 0.2 and 2.5 per thousand ) were found. Toxicologic examination revealed chloroform, ketamine, a propane-butane gas mixture in one case each, and in two cases cocaine and morphine. Causes of death included central paralysis after strangulation (seven cases), asphyxiation (4), subarachnoid hemorrhage (2), intoxication (1), hypothermia (1), left heart failure (1), and drowning (1). The history, findings at scene, and autopsy findings and, in individual cases, other investigations are of utmost importance to accurately reconstruct a fatal autoerotic accident.     

Practicability of the mobile one-finger scanner Cross Match MV5 in fingerprinting of corpses: are mobile fingerprinting scanners suitable for use in mass disasters?

Dactyloscopy is a special field in the police records department and a suitable means for identifying unknown dead persons as well as solving crimes by taking fingerprints from living persons. Apart from the conventional methods of dactyloscopy, mobile and more compact instruments are to facilitate taking prints of fingertips and palms also at the scene of mass disasters. In the presented study, living persons and corpses were examined to find out the possible uses and limits of mobile one-finger scanners. The concrete issue of the investigation was whether the mobile one-finger scanner Cross Match MV5 is suitable for application in mass disasters. The device was used in 12 corpses aged 5 weeks to 76 years (mean postmortem interval 5.5 days) and in 28 living persons aged 6 weeks to 87 years. In summary, the scanner produced qualitatively good prints in all age groups of the living individuals. In the corpses, the prints were only partly evaluable. In particular, fingers and fingertips with soot blackening and livid discoloration were difficult to analyse. Postmortem rigidity also complicated the handling of the scanner. In fresh corpses, the scanner can be recommended without reservation. Even if the epidermis was detached, the scanner was able to produce evaluable prints of the dermis of the hypothenar.
