This article evaluates potential mechanisms for facilitating increased private-sector engagement in agricultural research for development and technology transfer (ARDTT), with particular emphasis on Bolivia. It reviews the mixed results of efforts, in developed and developing countries alike, to decentralise ARDTT and to encourage private-sector investment. Potential mechanisms for Bolivia are considered within three broad categories: taxation schemes; co-funding arrangements; and output-based approaches. The constraints to participation in ARDTT by the private sector that arise from concerns over high transaction costs, intellectual property rights, and the legal and regulatory environment are also assessed. The article concludes that compliance, or a hybrid of compliance and a competitive co-funding scheme, is most suited to Bolivia's needs. A flexible approach to intellectual property rights systems is required, although it remains a challenge to identify appropriate taxation regimes. 相似文献
Federal programs have consistently encouraged ever-lower-income households to buy homes, despite concerns about the long-term sustainability and desirability of homeownership from the perspective of wealth-building, especially since the recent housing market collapse and the epidemic of mortgage foreclosures. We ask in this paper: can very low-income households build wealth through sustainable homeownership, with the aid of an innovative public program? We answer this question by examining 122 very low-income households who purchased their homes between 1996 and 2007 after completing an extensive asset-building and homeownership education/counseling program offered by the Housing Authority of the City and County of Denver (DHA), called HOP. We analyze our own longitudinal surveys and focus groups, as well as data compiled from administrative agency sources, real estate records, and longitudinal census data from the Neighborhood Change Database and the Piton Foundation's Neighborhood Facts Database. We find that homeownership attained through HOP typically did provide very low-income households with opportunities to build home equity (both absolutely and relative to generic homeowner cohorts in Denver) and net wealth, although this was contingent on time of purchase and ethnicity. Our multivariate analyses revealed that changes in annualized home equity appreciation were associated with the ethnic composition of the neighborhood and age of property. Annualized wealth accumulation was associated with annualized home equity appreciation, being married throughout the tenure of homeownership, and year of home purchase. HOP homebuyers received exceptionally favorable initial mortgage terms and conditions, often enhanced with down-payment assistance from their own DHA escrow account or from local housing and neighborhood development organizations, resulting in a dramatically low rate of default and foreclosure to date. Moreover, HOP homebuyers were not immune to financial stresses, and the continuing lack of wealth for many makes them vulnerable to future interruptions in primary wage earner's employment or health. The purpose of this article is to organise and simplify the concept of brand response. It is a development of the authors' semiotic approach to the concept of brand, which uses a triadic model based on the Peircean levels of analysis of the sign. The original model distinguishes three levels: identity, object and response. This article briefly describes the first two levels and goes into more depth with regard to brand response. From the theoretical point of view, the authors' approach inverts the survey method used to ascertain positioning, image and value of the brand. Firstly, brand response is associations occurring in the minds of the reporting agent. Associations create awareness, and not the other way round, which is the concept underlying the current theory of brand equity. From the point of view of practice, it is the authors' belief that the main contribution made by the triadic semiotic model applied to brand response is that of the importance of “firstness”, i.e. the most immediate response possible. It is with a concern for ease of application that this article hopes to contribute by making brand analysis and assessment more intelligible. This article should be seen as an exploration into the possibility of simplifying the analysis of brand response. Its originality lies in the effort to return to the very reason for the existence of branding. The authors are convinced that by choosing differentiation as the guiding principle of their approach they have valorised what is essential, which is sometimes lost in more complex modelling. 相似文献
This paper addresses the question of whether microfinance and conditional cash transfers can be effective in alleviating poverty in the Latin American region, and provides a comprehensive assessment of each of these programmes using data and evaluation reports from 19 countries in the Latin American region, analysed in the context of six operational and impact criteria. The research shows that microfinance may be better suited for those living on US$2 per day or higher, while conditional cash transfers may be more beneficial for those living in extreme poverty. Neither programme offers a ‘magic bullet’ solution for poverty eradication, but they can provide positive outcomes when prescribed in combination.

Ce document se penche sur la question de savoir si le microfinancement et les transferts conditionnels d'argent peuvent être efficaces au moment d'atténuer la pauvreté et il fournit une évaluation complète de chaque programme, en utilisant des données et des rapports d'évaluation provenant de dix-neuf pays de la région, analysés dans le contexte de six critères opérationnels et relatifs à l'impact. D'après les résultats des recherches, il est possible que le microfinancement convienne mieux à ceux qui vivent avec 2 dollars EU par jour ou plus, tandis que les transferts conditionnels d'argent pourraient profiter davantage à ceux qui vivent dans des conditions de pauvreté extrême. Aucun de ces deux types de programmes ne fournit une solution « balle magique » pour l'éradication de la pauvreté, mais ils peuvent donner des résultats positifs lorsqu'ils sont prescrits en tandem.

Este artigo busca examinar se as microfinanças e as transferências condicionais de dinheiro podem ser eficientes para aliviar a pobreza e oferece uma avaliação abrangente de cada programa utilizando dados e relatórios de avaliação de dezenove países da região, analisados no contexto de seis critérios operacionais e de impacto. A pesquisa mostra que a microfinança pode ser mais adequada para aqueles que vivem com US$2 por dia ou mais, enquanto que as transferências condicionais de dinheiro podem ser mais benéficas para aqueles que estão vivendo em condições de pobreza extrema. Nenhum programa oferece uma solução “mágica” para a erradicação da pobreza, mas eles podem oferecer resultados positivos quando prescritos em conjunto.

La investigación demostró que las microfinanzas pueden funcionar mejor para las personas que sobreviven con US$2 o más por día, mientras que las transferencias de efectivo pueden beneficiar más a las que viven en extrema pobreza. Work content is adversely affected by precarious employment conditions, with consequences for workers and clients/customers. Three examples are taken from professions involving long-term relations between workers and clients. Adult education teachers hired on short-term contracts to teach primarily immigrant populations prepare their courses under less favorable conditions than regular teachers and their employment context foments hostility among teachers. Special education technicians are hired on a seasonal basis which interferes with their ability to coordinate and plan their efforts in collaboration with teachers. Workers in shelters for women suffering conjugal violence who were hired on a casual or on-call basis were unable to follow up with women they helped during their shifts and more rarely engaged in one-on-one counseling. Precarious work contracts can affect mental health not only through employment insecurity but also through negative effects on the ability to do one's job and take pride in one's work, as well as weakening the interpersonal relationships on which successful, productive work depends. 相似文献
Chemistry plays a leading role in crime investigation. In the study of bloodstains, chemical reactions provide the means for the detection. All these procedures have been thoroughly studied. However, recently, a new source of error has been found: washing stains with "active oxygen" detergents abrogates presumptive and human hemoglobin tests for bloodstains (although visible). The aim of this investigation was to evaluate the ability of pure sodium percarbonate-main component of detergents-to abrogate presumptive and human hemoglobin tests. Then, a solution to this problem could be found. The results demonstrate that pure sodium percarbonate-itself-is able to abrogate all tests, as well as the different degrees to which each of them is affected by the product. Consequently, faced with a stain of bloody appearance, even the preliminary tests are negative; it is advisable to analyze the DNA. Otherwise, the opportunity of obtaining valuable information is lost. 相似文献
