European environmental policy has been long characterised by traditional regulatory policy approaches. In recent years, however, the EU has begun experimenting with new forms of governance. In particular, the task of environmental policy integration (EPI) into sectoral policies has invited more flexible and participatory regulatory forms, emphasising at the same time the role of procedural guidance. This article traces the history of the EPI principle and links its effectiveness to specific governance characteristics. It argues that effective EPI is dependent on a combination of political leadership and public participation. While both terms appear in the EU's vocabulary on sustainable development and new governance, the EU is only slowly finding the appropriate forms to put them into practice. Coming from a tradition of governance by political élites, EU policy-makers are still relying too naïvely on the mobilisation capabilities of societal groups and on the power of 'good ideas'. 相似文献

Traditional strain theory received substantial empirical attention for a prolonged period of time, but it currently occupies a marginal position in criminology. Efforts to revitalize and elaborate it have occurred under the rubric of Agnew's general strain theory. These theories share a focus on how contextual factors, in particular what are commonly referred to as opportunity structures, affect the relationship between stresses and strains and delinquency. Using national-level data, this study considers empirically the impact of several illegitimate opportunity structures conceptualized at the school-level on the association between strain, stressful life events, delinquency, and self-concept. The results indicate that both stress and strain affect changes in delinquency and self-concept over time. Yet there is little evidence that these relationships are conditioned by access to illegitimate opportunity. These results suggest that strain and stress affect delinquency uniformly across a variety of illegitimate opportunity structures. 相似文献

The federal government subsidizes lending to a number of borrowers—notably students, farmers, and homeowners. Government‐sponsored enterprises issue the securities that channel capital to many of these privileged borrowers. One of the largest of these enterprises, the Student Loan Marketing Association (Sallie Mae), is scheduled to be wholly privatized by September 30, 2008. What explains the privatization of this enterprise? To identify distinctive features of Sallie Mae that permitted or abetted privatization, we investigate the structure, related capital market innovations, and growth of three government‐sponsored enterprises. We conclude that a unique structural feature of Sallie Mae may explain the pace of privatization. The core asset of Sallie Mae, the student loan, is guaranteed and subsidized by the government. The case of Sallie Mae is an instructive yet poorly understood example of how the federal government can leverage private‐sector assets and incentives to achieve public policy missions. 相似文献

The relationship between attitudes for casual sex and casual sex behavior was investigated for a group of older adolescents between the ages of 17 and 19. In addition, factors that influence casual sex orientations were studied. Models of behavior that emphasize disease issues as a primary determinant of casual sex behavior were compared with models that emphasize a broader range of social-psychological motivations. Results showed that the relationship between attitudes and behavior was stronger for females than males. In addition, disease-related variables were found to be correlated with behavior in a direction opposite to what traditional disease models would predict. The results were interpreted in the context of a behavioral inference model. It was found that casual sex behavior is more heavily influenced by a broad range of social-psychological motivations as compared to disease-based variables. ABSTRACTHow much do Italian interest groups undertake their advocacy/lobbying activities at the EU level? How often have groups gained access to different EU level institutions? This paper presents an original conceptualisation for the concept of ‘interest group Europeanisation’, which takes into account both the percentage of EU lobbying and access to EU institutions, and assesses the role of national centrality (i.e. access to national institutional venues and self-perceived influence in national policy-making) in determining whether there is more or less interest group Europeanisation. Original data from a national survey conducted on around 500 Italian interest groups are provided. Groups that are at the core of the national interest system are less likely to undertake a large part of their lobbying activities at the EU level, but more likely to gain EU access. 相似文献

Factors that influence the development of adolescent autonomy were examined in a longitudinal study of 30 learning handicapped and 30 nonhandicapped adolescents. Autonomy was represented by three separate measures: distance from parental supervision, responsibility, and deviance. Findings suggest that handicapped adolescents lag behind their nonhandicapped peers in achieving separation from parental supervision, in part because of more restrictive parental rules. But the gap appears to be shrinking as the handicapped adolescents are making strides to catch up during the high school years.
