Institutional development has become a core component of international development programmes. Yet, institutional reforms have, to date, had a disappointing impact on poverty reduction in the South. The causality of the links between institutions and poverty reduction and how exactly the institutional environment and development outcomes affect each other is still unclear. A lack of analytical consensus has resulted in vague policy recommendations and a dearth of clear operational guidelines for international development practitioners. This article provides an overview of the main current institutional development debates and gaps in existing research, and identifies some key organisations working on institutional issues in the academic and practitioner spheres. Using data from an experimental evaluation of the New Hope project, an anti‐poverty program that increased employment and income, this study examined the effects of New Hope on entry into marriage among never‐married mothers. Among never‐married mothers, New Hope significantly increased rates of marriage. Five years after random assignment, 21 percent of women assigned to the New Hope condition were married, compared to 12 percent of those assigned to the control group. The New Hope impact on marriage was robust to variations in model specification. The program also increased income, wage growth, and goal efficacy among never‐married mothers, and decreased depression. In non‐experimental analyses, income and earnings were associated with higher probability of marriage and material hardship was associated with lower probability of marriage. © 2006 by the Association for Public Policy Analysis and Management 相似文献

Intention des Beitrages ist es, Geschlecht und Familie auf der Basis eines institutionenorientierten Lebenslaufansatzes neu zu durchdenken. Die Zentrierung auf gesellschaftliche Institutionen als Orte der Vermittlung von individuellem Handeln und sozialstrukturellen Bedingungen ermöglicht es, mikro-, meso- und makrosoziale Interdependenzen in den Mittelpunkt zu rücken und bisher zum großen Teil verdeckten, da indirekten Strukturierungen von Geschlechterverhältnissen auf die Spur zu kommen. Aus dieser Perspektive relativiert sich die in der Lebenslaufforschung dominierende Individualisierungs-These zugunsten der Erkenntnis, dass Individuen sich durch institutionelle Eigenlogiken untereinander vernetzt sehen, die sie in neue Zwickmühlen bringen. Der Beitrag von Lebenslauf-Institutionen zur Rekonstruktion einer Geschlechterordnung gerät zwar zunehmend in Widerspruch zu Anforderungen an das individuelle Management der eigenen Biographie, doch der relationale Bezug zwischen Institutionen scheint Familie und Geschlecht weder aus ihren subjektiven Verpflichtungsmustern zu entlassen, noch aus ihrer sozialstrukturellen Vermittlerrolle zwischen biographischen Optionen und inkompatiblen institutionellen Verfügbarkeits-Ansprüchen. 相似文献

This study explored the impact of victim and perpetrator alcohol consumption on police officers' evaluations of an alleged sexual assault and their reported likelihood of charging the perpetrator. Two hundred and twelve police officers were presented with a vignette depicting an acquaintance rape in which the beverage consumption (beer, cola) of both the victim and perpetrator was systematically varied. Results indicated that the officers' perceptions of the complainant's intoxication level, as well as the gender of the officer, influenced officers' evaluations of the alleged sexual assault. The more intoxicated the complainant was perceived to be, the more negatively she was viewed. Female police officers evaluated the victim more favorably than male officers. The only factors related to the officers' likelihood of charging the perpetrator, however, involved their assessment of the complainant's credibility and their perception of the likelihood that the perpetrator would be found guilty in a court of law. 相似文献

Empirical studies have found that policies aimed at reducing youth access to tobacco have been successful at increasing retail compliance, but their effects on actual tobacco use are mixed. This article presents a model of youth access policies that helps explain the apparently conflicting results in the extant literature, provides a framework for future empirical studies, and suggests implications for public policy. Our model highlights the interaction of components in a well-designed policy, including sufficient compliance checks, penalties, and community involvement. It also illustrates why it will be difficult to eliminate all of youth supply. Nonretail sources, such as borrowing or stealing from parents and siblings and purchasing from older peers through black markets, are an important component of youth supply and become more important as retail access is reduced. The analysis is limited to policies that affect the retail supply of cigarettes but suggests the need for other policies that affect the demand for cigarettes, such as taxes and cessation policies, in order to further reduce youth smoking rates. 相似文献
