The new security in democratic South Africa: a cautionary tale

The broadened and deepened notion of security has been evolving in two dimensions, one primarily intellectual and the other concerned more with political practice and policy. This paper briefly describes these dimensions, and then critically examines the acceptance of the new notion of security in the form a security-is-development thesis in South African security policy. This case shows how the security-is-development thesis affects the functions of security agencies and legitimates their anti-democratic behaviour. The case serves as a cautionary tale about how an intellectual construct, movement and school, originally intended to be a critique of state behaviour, can become a tool of state power at the expense of democracy.     

Guiding Principles for Family Justice Programs

The Association of Family and Conciliation Courts and Relate, UK, co‐convened a 24‐hour consultation at St George's House, Windsor, UK, on modern family justice issues across Europe. This article identifies a preliminary set of guiding principles for family justice programs developed by consultation participants.     

Current understandings of suicide survivor issues: research, practice, and plans. Report of the 1st International Suicide Postvention Seminar, September 8, 2006, Portoroz, Slovenia

The goals of the Postvention Taskforce of the International Association for Suicide Prevention (IASP) are to increase awareness of postvention and survivor issues. One of the strategies is to organize meetings. We report on the 1st International Suicide Postvention Seminar, held as a 1-day preevent at the 11th European Symposium on Suicide and Suicidal Behavior in Portoroz, Slovenia, September 2006. The seminar provided a state of the art review of the postvention field, with plenary presentations on research, psychotherapeutic care, development of national networks, and of postvention materials. We summarize the presentations below.     

Rechtliche Anforderungen an die Eingriffsbilanzierung und deren naturschutzfachliche Umsetzung am Beispiel von Abgrabungsvorhaben

Zur naturschutzfachlichen Bewertung und Bilanzierung von Eingriffen in Natur und Landschaft sind seit der Einführung der naturschutzrechtlichen Eingriffsregelung im Jahre 1976 durch Wissenschaft und Praxis zahlreiche Bewertungs- und Bilanzierungsverfahren entwickelt worden, deren praktische Anwendung jedoch nach wie vor erhebliche rechtliche Probleme aufwirft. Diese resultieren unter anderem daraus, dass zur Ermittlung der mit einem Eingriff verbundenen Beeinträchtigungen häufig ausschließlich auf—zufällige—aktuelle faktische Gegebenheiten und deren Wirkungen auf Natur und Landschaft (Ist-Zustand) abgestellt wird. Der Beitrag weist nach, dass diese Vorgehensweise in bestimmten Fallgestaltungen den Grundprinzipien der naturschutzrechtlichen Eingriffsregelung zuwiderlaufen kann, und zeigt für diese Fallgestaltungen rechtskonforme naturschutzfachliche Lösungsmöglichkeiten auf. *) Die Verfasserin ist Mitarbeiterin der Anders u.
