This chapter focuses on a special type of structural social capital embedded in second-tier indigenous peasant federations in the Andean countries. It first examines the manifestations of this social capital and then goes on to analyze the strategies of the various social actors for its use, mainly to further the interests of poor and oppressed members, but often in the service of broader societal or narrower partisan purposes. Cases are presented to illustrate how such a social capital resource, once created, can be used or transformed for other than the original purposes. Sometimes these spillovers are socially beneficial, confirming the mutability thesis of Hirschman (1984); but in other cases the diversions can be harmful and disempowering. The authors conclude that even considering these varied uses, meso-level peasant federations, when incorporated into rural development policies, can help to achieve equity and sustainability. 相似文献

For many years, the federal accounting system has focused on obligations. Beginning in 1949, several blue-ribbon committees recommended changing the focus to expenses. Focusing on expenses provides more useful information than focusing on obligations for both planning and control purposes. Unfortunately, the House Appropriations Committee continues to make appropriations on an obligation basis. The Federal Accounting Standards Advisory Board (FASAB) has developed a system that focuses on both expenses and obligations that was supposed to be operational in 1997 but in fact will not be operational until 2003 at the earliest. Even then, users will not pay much attention to the expense focus if funds continue to be appropriated on an obligation basis. 相似文献

This article presents an analysis of Al Qaeda in the Arabian Peninsula's English language publication Inspire that was conceptualized and conducted on the basis of the Information-Motivation-Behavioral Skills (IMB) framework. The IMB model has been widely tested, validated, and applied across a range of behavior change interventions, and provides both a conceptual and analytic framework to examine the range and quality of content featured across the 11 issues of Inspire that were published and distributed online starting in July of 2010. Inspire has been implicated in multiple instances of terrorism cases in the U.S. and its impact and potential can be analyzed on the extent to which it effectively targets core attitudes, perceptions of social normative support for violence, and its regular featuring of behavioral skills such as bomb making, weapons training, and emphasizing a creative and do-it-yourself ethos. 相似文献

One of the latest initiatives in Hong Kong's public sector reform is the launch of “performance pledges” in 1992, which have essentially been modelled on citizen's charters in the United Kingdom. While the stated aims of performance pledges, citizen's charters, or similar initiatives, are to raise the standard of public services and to make such services answer better to the needs of ordinary people, hence “empowering” the public service consumers, this latest consumerist trend in public management has more far-reaching implications, both in terms of the organization as well as the legitimation of public service provision. This article examines such implications, with specific reference to the Hong Kong situation, and argues that the outcome of the development seems to point to the empowerment of public managers rather than the consumers as the official rhetoric would imply. 相似文献

East Timor has been the subject of a substantial peace keeping and peace building operation. Will the role of the UN be judged a success? Despite the evident flaws in the operation, there is little doubt that the UN played an essential role in restoring peace and stability to East Timor. Even its most controversial episode, the 1999 ballot and surrounding violence, in hindsight, can be seen as a success given the constraints of the international environment at the time. The statements of leading Indonesian officials during 1999 betrayed an incorrect reading of the East Timor problem, and generally perpetuated the myth of a civil conflict between two politically opposed sides — the reality was that the violence was the near exclusive domain of the pro‐integrationist militia groups. East Timor has now undergone a massive reconstruction of infrastructure and aspects of governance, it has had constituent elections, and full independence is expected by mid‐2002. 相似文献

This article utilizes an English School approach to examine the European colonization of Africa between 1871 and 1908. Drawing upon Clark's framework for understanding the relationship between world society, international society and international institutions, it argues that the colonization of Africa was very much dependent upon the activity of non-state actors who essentially pushed European states into the formal colonization of the African interior. Such a case sheds important light on the destructive role world society has played in international politics, a topic which has received no attention in the English School literature. Moreover the study provides additional empirical insights into the relationship between world society, international society and international institutions, while also bringing much needed empirical discussion of colonization into the English School catalogue. 相似文献
