This paper reexamines the role of Lord Cunliffe, traditionally cast (by Lloyd George, among others) as one of the villains of the Paris Peace Conference for his extremism on reparations. It argues that Lloyd George used Cunliffe as a stalking-horse to conceal his own intention of exacting maximum reparations in the face of American opposition. Lloyd George's refusal to agree a final sum, despite the pleas of almost all his senior colleagues, reflected both Cunliffe's advice and his own fears of underestimating Germany's capacity by setting too low a figure, which would be largely consumed by French claims.  相似文献

Offender profiling postulates that crime scene behavior should predict certain offender characteristics. The aim of this study is to investigate the relationship between offender characteristics, situational factors, and body disposal patterns. Sequential logistic regression analysis on a sample of 85 sexual murderers shows that those who were in a relationship at the time of the crime and who present organized psychological characteristics are more likely to move the victim’s body after the homicide. However, when the victim is older and a conflict with the offender occurred prior to the crime, the body is more likely to be left at the crime scene. Implications for offender profiling are discussed in light of the results.

It is essential to understand the concept of the 'new terrorism', since it has fostered a paradigm shift in the way that academics, policy makers and counter-terrorism professionals conceive of the contemporary threat. Capturing the notion that there has been a revolutionary change in the nature of terrorism, it now plays a pre-eminent role in shaping counter-terrorism policy. However, despite the attractive simplicity of the concept, there are good reasons to question the assumption that the actual behaviour of terrorist groups has fundamentally altered. Indeed, an analysis of the history of terrorism shows that many of the supposed hallmarks of the 'new terrorism' have been seen in the past. As a consequence, the concept of the 'new terrorism' should be viewed with some scepticism, as it unduly exaggerates the unprecedented nature of the contemporary terrorist threat and needlessly leads policy makers to reject the relevance of historical counter-terrorism lessons.  相似文献

This paper investigates collective memory of the Soviet experiment in the narratives of the Communist Party of the Russian Federation (CPRF), in the period of 1993–2004. My research finds that ideological differences within the CPRF led to the creation of multiple and contrasting depictions of the Soviet past in the discourse of its leaders. Challenging dominant assumptions, I argue that these differences did not conflict and undermine one another, but were structured to strengthen the public appeal of the CPRF. The paper adds empirical findings to the study of the CPRF and of collective memory at the (so far underdeveloped) level of public organizations. The paper also challenges the prevailing assumption that diverging historical narratives necessarily imply conflict and contestation.  相似文献

Budget reform had been on the Malaysian government agenda for over two decades. The first major effort at budget reform was the introduction of the Malaysian version of Programme and Performance Budgeting System (MPPB) in 1969. Another major restructuring of the budget process took place in 1989 to modify MPPB. The package of modifications was titled the Modified Budgeting System (MBS). This article reviews the development of budget reform over the past decades. It documents the modest progress of MPPB and examines the rationale of the recent reform. The article then surveys the objectives and elements of the latest initiative in greater depth to assess the extent of its improvement over the previous effort. The article also illustrates, based on the lessons learnt from the implementation of MPPB, that an appropriate administrative structure, culture and implementation strategy are all-important for reform success.  相似文献

This article examines the Malaysian experience with public management reform to verify arguments about various reform models. Drawing on empirical data, it investigates reforms that have worked and those that have had limited impacts on public service improvements. It identifies critical success factors that determine reform outcomes and concludes that for reforms to succeed a combined top–down and bottom–up approach is crucial. It argues that while diagnostic and problem-oriented reforms have a better chance of being successful, the value of best-practice reforms should not be discounted. The cumulative impact of such reforms can be significant, as the Malaysian case demonstrates.  相似文献
