By focusing on the consequences of the dismantling of regulations over the financial sector, the current debate on the causes of the global economic meltdown obscures the cyclical occurrence of speculation in capitalism, as the accumulation of more capital than can be profitably invested in the production and sale of commodities results in financial expansion. Historically financial expansion has signalled the end of one world-scale system of accumulation and the transition to a new system as capital flows from declining powers to rising powers. However, the contemporary period is distinguished by capital flows from rising powers to declining ones. An analysis of the current crisis suggests a reversal of this anomaly as it reduces the ability of China and other East Asian states to support the US dollar. At the same time ‘emerging market economies’ have begun to forge new relationships that could provide the framework for a new system of partnership between states and enterprises to reconstruct a new cycle of accumulation if two hurdles are overcome: 1) absorption of labour that is being displaced because of the high organic composition of capital and 2) dampening of the growing inequalities in income which has not only restricted the growth of markets but is also fuelling increasing social conflict. 相似文献

Little is known of the postmortem distribution of ?9‐tetrahydrocannabinol (THC) and its major metabolite, 11‐nor‐9‐carboxy‐?9‐tetrahydrocannabinol (THCCOOH). Data from 55 pilots involved in fatal aviation accidents are presented in this study. Gas chromatography/mass spectrometry analysis obtained mean THC concentrations in blood from multiple sites, liver, lung, and kidney of 15.6 ng/mL, 92.4 ng/g, 766.0 ng/g, 44.1 ng/g and mean THCCOOH concentrations of 35.9 ng/mL, 322.4 ng/g, 42.6 ng/g, 138.5 ng/g, respectively. Heart THC concentrations (two cases) were 184.4 and 759.3 ng/g, and corresponding THCCOOH measured 11.0 and 95.9 ng/g, respectively. Muscle concentrations for THC (two cases) were 16.6 and 2.5 ng/g; corresponding THCCOOH, “confirmed positive” and 1.4 ng/g. The only brain tested in this study showed no THC detected and 2.9 ng/g THCCOOH, low concentrations that correlated with low values in other specimens from this case. This research emphasizes the need for postmortem cannabinoid testing and demonstrates the usefulness of a number of tissues, most notably lung, for these analyses. 相似文献

Important developments have taken place in Afghanistan.On May 1,2012,U.S.President Obama and Afghan President Hamid Karzai signed a Strategic Partnership Agreement (SPA),which signaling the end of U.S.combat role in Afghanistan after 2014 and providing the outline of U.S.-Afghanistan ties in the post-2014 period.According to the summary of the SPA provided by the White House,the U.S.will not be seeking permanent military bases in Afghanistan but will continue to provide security assistance to the country.The U.S.has also designated Afghanistan as a major non-NATO ally.It is understood that the U.S.may maintain some troops in the country to train and equip the Afghan security forces and help them in combating A1 Qaeda remnants. 相似文献

The Indian subcontinent was under British colonial rule for over two centuries until 1947. To administer the large country
and its diverse population, the British designed a criminal justice administrative system which played a key role in maintaining
their dominance and hegemony. In particular, the police organization, largely composed of natives, furthered the goals of
colonial dominance through its functions of order maintenance, crime control, and surveillance. This paper, using Gramsci’s
conception of hegemony and Foucault’s study of disciplining and control, analyzes the important role that the police played
in maintaining British rule in India.

Aluminum phosphide is one of the commonest poisons encountered in agricultural areas, and manner of death in the victims is often suicidal and rarely homicidal or accidental. This paper presents an unusual case, where two humans (owner and housemaid) and eight dogs were found dead in the morning hours inside a room of a house, used as shelter for stray dogs. There was allegation by the son of the owner that his father had been killed. Crime scene visit by forensic pathologists helped to collect vital evidence. Autopsies of both the human victims and the dogs were conducted. Toxicological analysis of viscera, vomitus, leftover food, and chemical container at the crime scene tested positive for aluminum phosphide. The cause of death in both humans and dogs was aluminum phosphide poisoning. Investigation by police and the forensic approach to the case helped in ascertaining the manner of death, which was accidental. 相似文献

The attacks on 11 September 2001 were not a major security threat to the United States, but they did create the political conditions for the implementation of an aggressive agenda by the Bush administration to assert U.S. dominance over the global control of oil and to establish an arc of military bases to contain China. Responding to Gowan, this article suggests that bid is unlikely to succeed because the concentration of military strength in the United States is paralleled by a concentration of financial strength in East and Southeast Asia. Though its Asian allies have been more supportive of the U.S. invasion of Iraq than their European counterparts, growing economic integration along Asia's Pacific coasts is likely to lead to a reduction in capital inflows to the United States and thereby aggravate the consequences of its high current accounts deficits and its low rates of domestic savings. The Bush administration's conservative social policies and anti-foreigner zeitgeist is also sapping the competitive edge of the U.S. economy in new technologies. 相似文献
