The study of the processes and effects of internationalization has become a major field of inquiry in the social sciences. This article takes stock of corresponding research efforts in the field of public administration (PA) to understand the internationalization phenomenon by analyzing studies that were systematically sampled from major PA journals over recent decades. After delineating, sampling, categorizing, and subsequently examining the scholarly production of PA regarding what can be understood as the internationalization of domestic PA, three major themes of PA-related debates are identified: diffusion, resistance, and the transformation of bureaucratic power. The article concludes that PA has developed neither genuine research questions nor a coherent theoretical framework able to come to grips with the internationalization challenge. It ends with an appeal for PA to become aware of this deficit and recommends PA scholars liaise more intensively with other social sciences to overcome the current state of affairs.  相似文献

What is the discipline of Public Administration (PA) ultimately for? The German community has recently entered new deliberations on this recurrent question, with several papers and workshops addressing the present and future of their national discipline. This article uses original survey data to introduce the views of the German community at large and analyzes intellectual commonalities against a background of institutional fragmentation. It scrutinizes preferences for epistemological positions, research aims, and publication strategies, while also investigating potentials for cooperation through interdisciplinary exchange and theoretical or thematic concordance. The results show a community in intellectual crisis. Faced with fears of decreasing reputation and influence, German PA is still divided about its purpose and separated by disciplinary borders.  相似文献

In American politics, legislative compromise is often seen as a necessary and desirable aspect of policymaking, yet people also value politicians who stick to their positions. In this article, we consider these conflicting expectations of legislators and ask two intertwined questions: what conditions lead people to punish legislators for not compromising (when legislative action is at stake) and, conversely, what conditions leave people more willing to overlook a legislator’s unwillingness to engage in compromise? Relying on previous research, we suggest that legislator gender, legislator partisanship, and issue area may all affect which legislators are punished for not compromising. Relying on two national experiments, we demonstrate that the extent to which lawmakers are punished for not compromising is conditional on the intersection of the three factors in this study. In general, our results suggest that people may be most willing to overlook unwillingness to engage in compromise when party, gender and issue ownership align than when party, gender, and issue ownership are at odds.  相似文献

BACKGROUND: Though information about involuntary psychiatric hospitalizations (IPH) is crucial for the planning of Israel's National Mental Health Care Policy, very few studies have been carried out to date on this subject. AIMS: To identify trends in first IPH to all inpatient psychiatric settings in Israel. METHOD: The sample included all admissions of adults (18 years and older) over the ten-year period, 1991-2000, according to the registration of such admissions in the National Psychiatric Case Registry. RESULTS: A 2.4-fold increase was found in first IPH over the decade studied. The typical profile of the involuntarily admitted patient was that of a native-born Jewish male, aged 18-24 or 65 and older, single, with less than 8 years of education, and with a diagnosis of schizophrenia or delusional psychosis. CONCLUSIONS: These findings suggest the need for improving the interfaces between hospital and community services, and for preparing specific guidelines to extend the use of involuntary ambulatory treatment orders. Further study is needed to explore the respective roles of involuntary inpatient and outpatient treatment.  相似文献

This article contributes to the literature on representation by examining how the ideological polarisation of the electorate affects parties’ programmatic positions in multiparty systems. The main argument is that parties face incentives to adopt more extreme positions when the electorate becomes more ideologically polarised and the share of non-moderate voters is higher. The reason is that by adopting moderate positions parties will prompt their non-moderate core constituents to sit out the election. This risk is conditioned by voters’ propensity to abstain. A higher (lower) propensity to abstain means that parties alienate a larger (smaller) share of their core constituents when adopting a moderate position. Parties therefore respond to greater voter polarisation by adopting more extreme positions, but the effect declines as voters’ propensity to abstain decreases. An empirical analysis of parties’ programmatic positions in 11 Western European countries between 1977 and 2016 strongly supports this expectation.  相似文献

At our predominantly white university, students often shy away from controversial conversations. How can the classroom encourage students to value and engage in potentially explosive conversations? We develop a concept of “empathic scaffolding” to articulate an approach that integrates diversity and inclusion into the classroom. Empathic scaffolding structures content and pedagogy in a way that strategically expands students’ zones of comfort, starting with very personal experiences with the material and expanding to include broader groups of people and course concepts. Understanding and engaging with these concentric circles of students’ relationships to the course material is crucial if students are to hear and engage with voices to which they may have limited exposure. This article documents the best practices of implementing empathic scaffolding in the realms of content and pedagogy, offering a toolkit for professors to critically engage conversations about race and social justice.  相似文献
