In the 1980s, governments around the world adopted New Public Management ideas about inserting competition into government as a way to improve the performance of public organizations. In many nations, contracting out was one method of making governments more businesslike. Yet, there have been few studies of how government contracting behaviors have changed since the early 1980s. We replicate Ferris and Graddy's classic 1986 study of local government production and sector choice to assess how public procurement has changed over the past 35 years. Our findings show that today, contracting out is more commonly used across 25 local government service areas. In contrast to the original study, much of the growth has been in government-to-government contracts. For profit firms are also winning more contracts for high transaction cost work, while nonprofits are receiving fewer government contracts in nearly every service area. Our analysis suggests that contracting out remains of the highest importance in 21st-century governance and that additional research is needed on how to manage contracts to achieve the best value. 相似文献

Given the myriad of policy instruments aimed at enhancing water quantity conservation available to municipalities, what drives them to opt for a market-based instrument (MBI)? MBIs can be effective and efficient policy instruments to enhance water quantity conservation, but there is little known about why municipalities utilize them. This study hypothesizes that three contextual elements influence a municipality's use of an MBI: the natural, political, and structural environment. The results from two logistic regression models suggest that in a municipality suffering a higher drought level, both a conservative political environment and operating under a council-manager form of government (with the effect more pronounced under a non-council-manager form) will increase the likelihood that it will use an MBI to address water conservation. 相似文献

Is policy representation in contemporary Westminster systems solely a function of programmatic national parties, or does the election of legislators via single‐member districts result in MPs whose policy positions are individually responsive to public opinion in their constituencies? We generate new measures of constituency opinion in Britain and show that, in three different policy domains and controlling for MP party, the observed legislative behavior of MPs is indeed responsive to constituency opinion. The level of responsiveness is moderate, but our results do suggest a constituency‐MP policy bond that operates in addition to the well‐known bond between voters and parties. 相似文献

In 2017, Russian President Vladimir Putin declared that whichever country becomes the leader in artificial intelligence (AI) “will become the ruler of the world.” Yet Russia lags competitors like China and the United States substantially in AI capabilities. What is Russia's strategy for boosting development of AI technologies, and what role do groups within the Russian elite play in shaping this strategy? Russia's AI development strategy is unique in that it is led not by the government, nor by the private sector, but by state-owned firms. The government's distrust of Russia's largest tech firm, Yandex, has sidelined the company from national AI planning. Meanwhile, Russia's defense conglomerate Rostec publicly appears to focus less on artificial intelligence than on other high-tech priorities. As a result, Russia's AI development has been left to a state-owned bank, Sberbank, which has taken the lead in devising plans for government-backed investment in AI. 相似文献

Abstract: Pyrodex ® and Triple Seven ® are black powder substitutes that often find use as fillers in improvised explosive devices, such as pipe bombs. These propellants have essentially the same overall appearance and oxidizers, but different fuels. For example, Pyrodex ® contains sulfur, sodium benzoate, and dicyandiamide (DCDA), whereas Triple Seven ® lacks sulfur but also contains 3‐nitrobenzoic acid. In this method, intact particles and postblast solid residues were reacted with bis(trimethylsilyl)trifluoroacetamide + 1% trimethylchlorosilane in acetonitrile for 30 min at 60°C. The resultant trimethylsilyl derivatives of the organic fuels were then analyzed by gas chromatography–mass spectrometry. Each derivative was clearly resolved from other components, and high‐quality mass spectra were obtained. In addition, characteristic fragments resulting from loss of a methyl radical from the molecular ion (m/z 163 for sulfur, m/z 171 for DCDA, m/z 179 for benzoic acid, and m/z 224 for nitrobenzoic acid) were able to be monitored. 相似文献

This article explores the health problems experienced by victims of trafficking in persons in Australia and analyses the domestic support schemes established to assist these victims. It focuses specifically on the health of adult, female victims who constitute the majority of identified victims, and who are the principal recipients of government support services. Domestic experiences and support schemes are reviewed in the light of international law and best practice guidelines. Abstract: Tool mark identification relies on the premise that microscopic imperfections on a tool’s working surface are sufficiently unique and faithfully transferred to enable a one‐to‐one association between a tool and the tool marks it creates. This paper presents a study undertaken to assess the validity of this premise. As part of this study sets of striated tool marks were created under different conditions and on different media. The topography of these tool marks was acquired and the degree of similarity between them was quantified using well‐defined metrics. An analysis of the resulting matching and nonmatching similarity distributions shows nearly error‐free identification under most conditions. These results provide substantial support for the validity of the premise of tool mark identification. Because the approach taken in this study relies on a quantifiable similarity metric, the results have greater repeatability and objectivity than those obtained using less precise measures of similarity. 相似文献

Abstract: A procedure for automated bullet signature identification is described based on topography measurements using confocal microscopy and correlation calculation. Automated search and retrieval systems are widely used for comparison of firearms evidence. In this study, 48 bullets fired from six different barrel manufacturers are classified into different groups based on the width class characteristic for each land engraved area of the bullets. Then the cross‐correlation function is applied both for automatic selection of the effective correlation area, and for the extraction of a 2D bullet profile signature. Based on the cross‐correlation maximum values, a list of top ranking candidates against a ballistics signature database of bullets fired from the same model firearm is developed. The correlation results show a 9.3% higher accuracy rate compared with a currently used commercial system based on optical reflection. This suggests that correlation results can be improved using the sequence of methods described here. 相似文献
