This article utilising the work of Pearson and Hobbs [1] defines the middle market in counterfeit alcohol. Drugs markets have a resemblance to counterfeit alcohol markets in as much that they share the illicit nature of the product and the need to distribute the product at the ‘street’ level. Drawing on two case studies taken from a European regulator the article details the dynamics of the market, the enterprise actions of the actors and how law enforcement responses can, in certain circumstances, make the task of the distributors easier. The traditional notions of organised crime are challenged and organisation of counterfeit alcohol markets is viewed as being reliant upon those who have legitimate access to the market and are able to develop networks of commercial collaborators who by their position in the legitimate market are able to conceal their illicit actions. 相似文献

After 1984 local law enforcement agences in the U.S. substantially increased arrests for drug offenses relative to arrests for property and violent crimes. This paper explores why this reallocation of police resources occurred, focusing on alternative “public interest” and bureaucratic self interest explanations. The Comprehensive Crime Act of 1984 is shown to have altered the incentives of police agencies by allowing them to keep the proceeds of assets forfeited as a result of drug enforcement activities. The transfer of United States high technology to the Soviet Union shows that, contrary to many assumptions, international
transfer of technology can heighten national rivalries and increase military tensions. Many advanced technologies have important
military applications. The Soviet Union has acquired much such technology from the west and then has used it to strengthen
Soviet military capabilities vis-a-vis the west. This approach to international technology transfer supports general Soviet
priorities in science and technology, which emphasize military power rather than international commercial competitiveness
or domestic social welfare. The United States and its allies have responded by sharing militarily applicable technology among
themselves while denying its export to the Soviet bloc. As of September 1988, neither the Soviet policy of glasnost nor progress

Research on the psychological well-being of refugees has focusedon deficiencies within individuals either in terms of psychiatricsymptoms or feelings of distress. To achieve a more holisticview of the life experiences of refugees, we need to look atthe limitations of our current theoretical models. This articlecritically examines some of the major theoretical approachesthat have guided research on the psychological well-being ofrefugees: the medical model, the psychosocial stress model andBerry's (1997) acculturation framework. It goeson to examine Hobfoll's (2001) Conservation of Resources stresstheory, a model which has important implications for refugeeresearch. Drawing upon the models reviewed, the last sectionoutlines a conceptual framework for adaptation among refugees.At the heart of it lies the concept of resources. However, resourcesmust be understood in terms of the individual's needs, personalgoals and the demands he or she encounters. Each of these conceptsmust be examined in the context of the pre-migration, flightand post-migration phases. The additional concept of constraintson the use of or access to resources is particularly relevantto the post-migration phase. Such a conceptual toolkit couldprove especially useful in going beyond quantitative data topresent the human stories of refugees. The delicate security balance in the Taiwan Strait is threatened on several fronts. In Taiwan, democratization has placed Taiwan independence as one of the most salient issues in its domestic politics, and the rise of the pro-independence Democratic Progressive Party to power has created uncertainty regarding Taiwan's future policy on the Taiwan independence-unification issue. In this paper, we investigate whether external factors such as China's military threat and the United States' security commitment to Taiwan can affect the development of the Taiwan independence movement. An interesting finding from our analysis is approximately one-third of the people in Taiwan can agree simultaneously on two seemingly contradictory issues: to unite with China if China becomes democratic and to declare independence if China will not use force and peace can be maintained. Voters in Taiwan with conditional preferences create opportunities for China and the United States to formulate foreign policy that will restrain Taiwan's drive toward independence. 相似文献

The candidates running during the 2008 presidential campaign were the most diverse in America’s history. Prior to this historic election, female and minority candidates had little success in pursuing the presidency. Barack Obama’s victory signals a decline in those barriers. Yet some groups, especially religious ones, continue to face barriers, including Atheists, Mormons and Muslims. The paper takes a close look at bias in presidential voting. This examination will provide an opportunity to consider new hypotheses about why barriers remain, shedding light on the nature and extent of bias within the American public. We consider social desirability, ideology, social contact, and group threat explanations. To test our ideas, we rely on list experiments using national representative samples in 2007 and in 2008. These data provide a unique opportunity to advance our understanding of the 2008 election, in particular, and the role of bias, in general. AbstractMalawi’s contribution to UN peacekeeping is growing. The development of the Malawi Defence Force was stunted under Hastings Banda, but Malawi’s foreign and security policies were reoriented under multiparty democracy and the Defence Force and police personnel were engaged in peacekeeping missions. Peacekeeping has had a profound effect on Malawi. It has led to the procurement of military hardware, contributed substantial sums to the national economy, and raised the income and living standards of participants. It has encouraged the adoption of UN best practice and contributed to gender integration. However, there are issues around transparency and accountability, and more partnerships with developed countries are desirable. There is also a role for the Commonwealth. 相似文献
