This paper had two objectives. First, to examine the association between gun availability, gun homicide, and homicide in a manner that better accounts for potential simultaneity than previous cross-national research. Second, to examine the manner that the relationship between gun availability and violence is shaped by socio-historical and cultural context. The results lend little support to the notion that gun availability operates uniformly across nations to influence levels of violence. Rather, these results suggest that the nature of the relationship between gun availability and violence is shaped by the socio-historical and cultural processes occurring across nations.  相似文献

In this paper, we explore the connections between intepretivism's core and its peripheries in both geographical and epistemological terms, by tracing the relationship between interpretivism and Australian political scholarship. In this task, we draw on some of the most celebrated and influential work on Australian politics—by political scientists but before them historians and anthropologists—to show how the approach typically undertaken by these researchers echoes key tenets of interpretivism, especially through an interest in subjective beliefs and experiences, a desire to uncover and bring to life richly contextualised detail, and a commitment to the abductive linking of theory and practice. As such, we suggest that the spread of this counter identity to interpretive researchers in Australia risks manufacturing a sense of methodological antipathy, marginalising the work of interpretivists from mainstream political scholarship.  相似文献

During the twentieth century, American governments progressed from essentially no use of government budgeting to experimentation with a host of budgeting strategies designed to improve the control, efficiency, and decision making capacity of governing agencies. In 1984, the Government Finance Officers Association of the United States and Canada sought to synthesize many of these approaches into a broad definition of budgetary excellence by the establishment of an Award for Distinguished Budget Presentation. Recent years have seen a “wave” of national climate assemblies, which bring together randomly-selected citizens to deliberate and make recommendations on aspects of the climate crisis. Assessments of the legitimacy of these interventions and their capacity to improve climate governance have focused on their internal design characteristics, but the fundamental question of how they are integrated into complex constellations of political and policy institutions is underexplored. This article constructs a framework for understanding their integrative design characteristics, drawing on recent work on “robust governance.” The framework is used to explore the connection of six national-level climate assemblies with political institutions, public debate, and civil society. Our findings highlight significant variety in the integrative design of these climate assemblies. This variety challenges the view of assemblies as a standardized object with predictable effects on legitimacy and governance capacity, while also refining deliberative systems theory's highly abstracted conceptions of integration and impact.  相似文献

Key actors engaged in debate on obesity in Australia and the UK subscribe to radically different narratives about the nature, extent and even existence of this public health problem. Yet there is a common thread to these clashing narratives: evidence. All are emphatic that their story is ‘evidence-based’. In this paper, I seek to examine this state of affairs by looking at how actors think about, use and interpret evidence across a range of sites of policy debate on this issue. In doing so, I contribute to academic inquiry about the place of evidence in democratic deliberation. Firstly, I find that there is a high degree of consensus among actors who promote differing interpretations of the issue on what evidence means and entails in the abstract. Secondly, I find that the differing narratives on obesity are underpinned by different interpretations of the evidence, but that internal inconsistencies affect each of these competing narratives as well. As such, I argue that policy actors should not be seen just as strategically marshalling convenient evidence to support a preconceived cause. Overall, I suggest that these findings have mixed implications for democratic deliberation on the issue, enhancing the deliberative side of the equation but undermining the democratic. I then point to ways in which the goals of evidence-based and democratic policymaking on this issue may be further reconciled.  相似文献

The Competition Policy Reform Bill 1995 is part of a national policy package which aims to free up competition in Australian markets. The objective is to systematically remove anti-competitive behaviour so that efficiency is improved to the public benefit.
While one can endorse the concept that economic efficiency is best served in a purely competitive market, where businesses can get on with their responsibilitiy to maximise profits, concerns exist as to whether it is possible to impose legislatively and unilaterally an economic principle or philosophy on a nation that will achieve its lofty objectives.
