This article further elaborates on the “pre-crime society” thesis as developed and examined by Arrigo and Sellers. Specifically, the article focuses on the ultramodern era of digital inter-connectivity and argues that productive psychic desire is held clinically captive. Ultra-modernity is populated by cyber-forms of human relating and of economic exchange that nurture hyper-securitization. We discuss how the maintenance of hyper-securitization supports a pre-crime society, and how hyper-securitization’s object of desire consists of sign-optics (i.e., panopticism, synopticism, and banopticism). We argue that the co-constitutive forces (i.e., relational flows and fluctuations) of this desire represent the sign-exchange values of post-criminology. Post-criminology’s signifiers include, among others, “predictive policing”, “crime mapping”, and “actuarial penology.” Post-criminology’s signifieds (re)produce captivity-generating bio-digital “laws” of human relatedness. Among others, these laws sanction the neurosis of de-vitalization and certify the psychosis of finalization. We explain how the unchecked excess neutralizations of de-vitalization and finalization cultivate clinical captivity. Clinical captivity is a social anxiety in which reciprocal consciousness, inter-subjectivity, and mutual power are limited in existence (the reduction of inter-relatedness) or are denied an existence (the repression of inter-relatedness).
Limiting the attention countries receive from the foreign press is thought to reduce the incidence of deadly foreign attacks, but by how much? We show that the incidence of deadly foreign terrorism increases as a nonlinear function of the level of foreign press attention states receive. As a result, the benefits of reducing foreign press attention to prevent deadly foreign terrorist attacks are uneven: some states stand to benefit more than others. Nevertheless, we also show that reducing press attention produces, at best, only minor reductions in the number of deadly foreign terrorist attacks states experience. These results suggest that reducing foreign press attention may not provide as much security as governments expect. 相似文献
Using historical, theoretical and empirical arguments, this paper puts forth the notion that it was the rise of US national TV networks in the late 1960s that led to the expansion of federal social regulation and a simultaneous decline of federal economic regulation in the 1970s. The paper argues that national TV networks changed the relative position of national versus local and regional producers and sellers of goods and services. Instead of preferring state and local social regulation, the emerging national firms preferred federal social regulation. Since national markets were emerging, the same national firms lobbied for regulatory reform in transportation and communication services. The rise of national markets associated with national TV networks also stimulated a demand for mergers and consolidations. Data describing these various phenomena are provided in the paper. 相似文献
By active citizenship, we [Oxfam] mean that combination of rights and obligations that link individuals to the state, including paying taxes, obeying laws, and exercising the full range of political, civil, and social rights. Active citizens use those rights to improve the quality of political or civic life, through involvement in the formal economy or formal politics, or through the sort of collective action that historically has allowed poor and excluded groups to make their voices heard. At an individual level, active citizenship means developing self-confidence and overcoming the insidious way in which the condition of being relatively powerless can become internalised. In relation to other people, it means developing the ability to negotiate and influence decisions. And when empowered individuals work together, it means involvement in collective action, be it at the neighbourhood level, or more broadly. Ultimately, active citizenship means engaging with the political system to build an effective state, and assuming some degree of responsibility for the public domain.

The protracted war in Iraq has exacerbated existing tensions and dysfunctional elements inherent in American civil-military relations. Many in the national security community were worried that civil-military relations were far from satisfactory well before the war.1 For too long this dimension of “the American way of war” had been allowed to drift without resolution. The Iraq conflict could result in a further deterioration in this crucial component of strategic effectiveness due to mutual “scapegoating, blame-avoiding and willful institutional refusal to recognize and act on the sources of defeat.”2 This essay explores the current precarious nature of civil-military relations in this country. It also explores the emergence of a “stab in the back” thesis among the military community, and various issues raised by the ongoing Long War. Based on this evaluation, the article concludes with some proposals to remedy or lessen the strains that exist today. These remedies seek to better define the compact and code of conduct that governs the overall relationship between the masters of policy and the dedicated servants we ask to carry out those policies. 相似文献
Negative physical and verbal interactions occurring between early adolescents and their closest-spaced sibling were examined. Two hundred forty-four junior high school students provided information concerning their experiences as victims and perpetrators of aggressive and agonistic behaviors. Results confirm earlier studies' findings that siblings engage in numerous hostile interactions and that females and males perform these behaviors to an almost equal extent. Participants' self-reports suggest that parents may underestimate sibling use of physical force to resolve conflicts. Findings indicate there is further need to examine sibling interactions in order to better understand family functioning and family violence. 相似文献
