The median Internet user is concerned about digital advertisers collecting personal information. To address these fears, the European Union passed the Privacy Directive to regulate the common business practice of information collection. This paper investigates the potential effects of this regulation, finding that the law is likely to generate several unintended consequences. Economists and legal scholars acknowledge that personal data serves as the “price” for accessing many digital platforms. I extend this logic to argue that if a regulation enables consumers to stop supplying this information, while continuing to consume the site’s content, it is equivalent to a price control. Next, I discuss unintended consequences that this price control may generate: tie-in sales, investment flight, and altered exchange characteristics. Lastly, I conclude that, just as with traditional price controls, the privacy price control may be a way for government officials to enhance their popularity with the citizenry. In short, my analysis suggests that one of the most well-researched policy interests of economics—the theory of price controls—can shed light on one of economists’ newest interests: digital privacy.  相似文献

This case study uses ethnographic interviews and survey data to explore temporary work migration from Komsomolsk, a rural town in central Ukraine. At the time of the Soviet collapse, experts expected temporary work migrants to orient toward labour markets in Western Europe but our data show that in 2002 the majority of temporary migrants made trips to Russia and parts of the former Soviet Union from Komsomolsk. Women were less likely than men to engage in temporary work migration, yet those women who did migrate for work were more likely to migrate west. Men, particularly older, ethnically Russian men, sought work in the east. Ethnographic data indicate language skills and knowledge of the Russian labour market influenced migrants' choice of destination. Social contacts, such as recruiters from Russian construction firms, helped to bring Ukrainian workers east. Survey data show that younger ethnic Russians and ethnic Ukrainians from all age groups were more likely to seek work within the country or in Western job markets than in Russia.  相似文献

ABSTRACT

This paper reviews the literature regarding the identification and measurement of risk factors considered imminent precipitants of subsequent criminal conduct (i.e. dynamic risk factors). This paper also frames these risk factors against the so-called protective factors that are presumed to mitigate risk. Commonality among recent dynamic risk and protective measures reflects general agreement regarding viable candidate variables. Empirical studies suggest such factors yield incremental predictive validity and should inform case-formulaic understanding of criminal conduct and pathways to desistance, although this is not common practice. As well, definitional and measurement considerations are not well advanced and speak to the need for further conceptual clarity.  相似文献

Whereas policy change is often characterized as a gradual and incremental process, effective crisis response necessitates that organizations adapt to evolving problems in near real time. Nowhere is this dynamic more evident than in the case of COVID-19, which forced subnational governments to constantly adjust and recalibrate public health and disease mitigation measures in the face of changing patterns of viral transmission and the emergence of new information. This study assesses (a) the extent to which subnational policies changed over the course of the pandemic; (b) whether these changes are emblematic of policy learning; and (c) the drivers of these changes, namely changing political and public health conditions. Using a novel dataset analyzing each policy's content, including its timing of enactment, substantive focus, stringency, and similar variables, results indicate the pandemic response varied significantly across states. The states examined were responsive to both changing public health and political conditions. This study identifies patterns of preemptive policy learning, which denotes learning in anticipation of an emerging hazard. In doing so, the study provides important insights into the dynamics of policy learning and change during disaster.  相似文献
