This article explores the impact European Union (EU) integration has had on methods and processes of budgeting in France and Britain from 1970 to 1995. It assesses whether convergence of budgetary institutions occurs and, if so, whether it is promoted by an obligation of compliance or by an hybridization effect. Compliance refers to changes in national budgetary institutions made compulsory by membership in the EU. Hybridization emphasizes that national and EU budgetary processes are increasingly interwoven and indivisible. Public budgeting is no longer purely national because part of the decision-making on national expenditure is made at the EU level and because the national budget is closely linked to the EU budget in financial and policy terms. Based on an institutional analysis, combined with elite interviewing, the article suggests that hybridization is a significant factor contributing to a convergence of budgetary practices in Britain and France. Underlying the argument is the fact that an increasingly important function of departmental actors involves negotiating with their EU counterparts at the EU level, in addition to the conventional budgetary game at the domestic level. Regarding compliance, there is an influence as testified by significant formal institutional convergence. However, compliance seems a less effective factor in influencing convergence than hybridization because it conveys a "negative" approach to convergence, based on enforcement and sanctions. The debate over land law reform in Africa has been framed asa referendum on the market – that is, as a debate pittingadvocates of the growth-promoting individualization of propertyrights against those who call for protecting the livelihoodsand subsistence rights of small farmers. Which European Union actors are most powerful in the governance of the euro crisis? The euro crisis has reignited the classic debate between intergovernmentalists, who tend to stress the coercive power of dominant member states in the European Council, and supranationalists, who maintain that through the use of institutional power, the Commission, and the European Central Bank turned out the “winners” of the crisis. This article argues that euro crisis governance is best understood not just in terms of one form of power but instead as evolving through different constellations of coercive, institutional, and ideational power that favored different EU actors over the course of the crisis, from the initial fast‐burning phase (2010–2012), where the coercive and ideational power of Northern European member states in the European Council was strongest, to the slow‐burning phase (2012–2016), when greater influence was afforded supranational actors through the use of ideational and institutional power. 相似文献

When a policy sector is confronted with a relatively strong and steep decline in legitimacy, we speak of an institutional crisis. We know little about the causes or consequences of these crises. This article explores how institutional crises are managed. It focuses on the effects of management strategies observed in a case study of an institutional crisis in the Netherlands. While we found that policy elites displayed a tendency to maintain the status quo of a policy sector, we also found that the effectiveness of their response strategies was negated by the counter‐response it evoked among freshly energized interest, advocacy and citizen groups. We conclude that the resolution of an institutional crisis is inherently contested. Based on our case study, we develop a theoretical model and formulate propositions that may help to improve our understanding of institutional crisis management. 相似文献

This article explores the role of maps in the construction and development of ethnographic taxonomies in the mid-century Russian Empire. A close reading of two ethnographic maps of “European Russia” produced by members of the Imperial Russian Geographical Society, Petr Keppen (1851) and Aleksander Rittikh (1875), is used to shine a spotlight on the cartographical methods and techniques (lines, shading, color, hatching, legends, text, etc.) employed to depict, construct, and communicate these taxonomies. In doing so, this article draws our attention to how maps impacted visual and spatial thinking about the categories of ethnicity and nationality, and their application to specific contexts and political purposes within the Empire. Through an examination of Keppen’s and Rittikh’s maps, this article addresses the broader question of why cartography came to be regarded as such a powerful medium through which to communicate and consolidate particular visions of an ethnographic landscape. 相似文献
