Medical involvement in mass casualty incidents requires proper planning and preparedness. In disaster situations, legal aspects concerning the dead add to the general problem of a lack of time, place and resources to maintain routine working conditions, and demand authority and competence. The aspects of planning the recovery of the dead, transportation and morgue facilities, establishment of cause of death, identification, and the final disposition of the dead are discussed. The premise of political priming is that public evaluations of political leaders are made on the basis of issues that are on the top of citizens' minds. This study investigated the impact of a national referendum campaign about a European integration issue on the evaluation of the incumbent government, the prime minister, and the opposition leaders. Drawing on a content analysis of news media and a two-wave panel survey, the results showed that as the topic of the referendum (the introduction of the euro) became more visible in the media during the campaign the importance of the euro issue for formulating general evaluations of political leaders increased. The incumbent government that was seen to handle the referendum poorly was penalized by the referendum. Exposure to news media outlets that covered the referendum extensively and offered negative evaluations of political leaders boosted the decline in the overall performance rating of political leaders by politically less involved respondents. These results stress the necessity of considering the campaign and the specific content of the media to understand fluctuations in public opinion during a referendum campaign. The study concludes with a discussion of the implications of a referendum campaign for political leaders. 相似文献

The objective of the present study was to examine the effects of parental bonding and cognitive coping in the relationship between negative life events and depressive symptoms in adolescence. A sample of 1310 adolescents attending an intermediate vocational education school filled out a questionnaire. Adolescents with a poor parental bonding relationship seemed to be more vulnerable to depressive symptoms in the face of adverse life events than adolescents with more optimal bonding styles. Cognitive coping strategies seemed to play an even more important role. The use of self-blame, rumination, catastrophizing, positive refocusing, and positive reappraisal appeared to be related to depressive symptoms. In addition, self-blame, rumination, and positive reappraisal seemed to have a moderating role in the relationship between the amount of stress experienced and depressive symptoms. Developing prevention and intervention programs aimed at the formation of optimal bonding relationships and teaching adolescents adaptive cognitive coping strategies seems advisable. 相似文献

Sommaire: Les marchés publics constituent pour le Gouvernement du Québec un précieux instrument de développement socio-éonomique et un puissant levier dans la réalisation de certains objectifs bien particuliers. Aussi, afin de stimuler et de favoriser le développement de l'économie québécoise, la politique d'achat du Gouvernement du Québec révèle plusieurs mesures préférentielles. Elle tente explicitement de maximiser l'utilisation de produits québécois, de canaliser une part substantielle des achats publics vers les entreprises québécoises. Cette politique d'achat préférentielle a été récemment raffermie et ce, malgré le mouvement international de plus en plus vigoureux visant l'élimination des obstacles à la libre circulation des biens et services. Toutefois, au niveau interprovincial, ce même Gouvernement, dans une volonté d'emboîter le pas et de s'aligner sur l'actuelle tendance à la libéralisation des échanges commerciaux, a spontanément souscrit à l'Accord intergouvernemental sur les marchés du secteur public qui prône l'abolition des barrières au commerce interprovincial. Le Gouvernement du Québec doit désormais tenter de concilier l'existence des principes et objectifs de ces deux textes conflictuels. La présente étude offre une vision globale, suggère un survol de la politique d'achat du Gouvernement du Québec et de son champ d'application, dam le contexte de la libéralisation des échanges commerciaux interprovinciaux. Elle souligne que l'Accord ne sonne pas le glas de la politique d'achat du Québec mais en implique une sérieuse et profonde remise en cause. En effet, la politique d'achat devra nécessairement débouher sur une façon originale d'utiliser les marchés publics tout en s'insérant dans le cadre de l'Accord. Abstract: For the Government of Quebec, public contracts are an invaluable tool for socio-economic development and a powerful lever for the achievement of some quite specific objectives. In order to stimulate and promote the development of the Quebec economy, the purchasing policy of the provincial government involves several preferential measures. It explicitly attempts to maximize the use of Quebec products, and to channel a substantial portion of public purchases to Quebec firms. This preferential purchasing policy has been strengthened recently, in spite of the growing international movement towards eliminating impediments to the free trade of goods and services. However, at the interprovincial level, in order to fall in step and align itself with the present trend towards freer trade, the Government of Quebec spontaneously subscribed to the Intergovernmental Accord on Public Sector Contracts, promoting the elimination of interprovincial trade barriers. The Government of Quebec must now aim to reconcile the principles and objectives of these two conflicting approaches. This study provides an overview and suggests a survey of the provincial government's purchasing policy and its field of application, within the context of the liberalization of interprovincial trade. It stresses that the accord does not negate Quebec's purchasing policy, although it does involve a thorough review of it. In recent theoretical and empirical research the variation in political and institutional arrangements which may affect the process of national policy formation is examined, in order to explain cross-country differences with respect to fiscal policies pursued. In this paper we build upon this literature and examine whether and how cross-country differences in debt accumulation and public sector size of Member Countries of the European Community during the 1980s can be explained. We conclude that the growth of government debt is positively related to the frequency of government changes and negatively to sound budgetary procedures. In countries with left-wing governments the growth of the share of government spending in total output generally tends to be higher. 相似文献

In Tullock's rent-seeking model, the probability a player wins the game depends on expenditures raised to the power R. We show that a symmetric mixed-strategy Nash equilibrium exists when R>2, and that overdissipation of rents does not arise in any Nash equilibrium. We derive a tight lower bound on the level of rent dissipation that arises in a symmetric equilibrium when the strategy space is discrete, and show that full rent dissipation occurs when the strategy space is continuous. Our results are shown to be consistent with recent experimental evidence on the dissipation of rents. 相似文献
