As part of a human rights education campaign, the Bangladesh Rural Advancement Committee fixed 700,000 posters throughout Bangladesh. This met with opposition from the religious organizations. This paper investigates the nature and cause of the backlash and sets out strategies for how development organizations can achieve their objectives in the face of opposition. The opposition was found to be in response to interpretations of the posters based on the Holy Koran and Islamic practices, and a perceived intrusion into the professional territory of religious organizations, which affected the socioeconomic interests of these organizations' representatives. It was therefore concluded that development organizations should pre-empt such opposition by spelling out their objectives to potential critics, and formulating programs that do not provide scope for opponents to undermine their development activities.  相似文献

The Boston Gun Project is a problem-solving policing initiativeaimed at reducing homicide victimization among young peoplein the city of Boston. It represented an innovative partnershipbetween researchers and practitioners to assess the city's youthhomicide problem and implement an intervention intended to havepowerful impacts in the near term. In early 1996, a workinggroup representing a variety of law enforcement and social serviceagencies implemented an intervention that strategically respondedto gang violence, focused enforcement efforts on gun trafficking,and emphasized communication of the strategy to generate deterrence.The intervention is associated with a 60% decline in youth homicidevictimization (i.e., two fewer victims per month). There aresmaller declines in other measures of violence. The declinein youth homicide is sharp and occurs coincident with the introductionof the intervention. Competing hypotheses appear unable to accountfor the decline.  相似文献

First sexual intercourse is an important experience in the young adult life course. While previous research has examined racial, gender, and socioeconomic differences in the characteristics of first sexual intercourse, less is known about differences by disability status. Using a racially diverse (27% Black, 20% Hispanic, and 53% non-Hispanic white) sample of 2,729 adolescent girls aged 12–24 at first sexual intercourse from the National Longitudinal Survey of Youth 1997, this article examines the association between disability and type of first sexual relationship, degree of discussion about birth control, and pregnancy wantedness. Regression analyses indicate that girls with mild or learning or emotional disabilities experience first sexual intercourse in different types of relationships than girls without disabilities. Adolescents with learning or emotional conditions have greater levels of discussion about birth control with their first sexual partners than those without disabilities. In addition, among those who do not use birth control at first sexual intercourse, girls with multiple or seriously limiting conditions are more likely to want a pregnancy—versus not want a pregnancy—at first sexual intercourse. Findings indicate that disability status is important to consider when examining adolescent sexuality; however, not all youth with disabilities have equal experiences.  相似文献

With the ruefully anticipated breakdown of the Mullaperiyar dam in Kerala as the central issue, this article debates the decommissioning of large dams in India. Drawing on other examples of dam breakdown and decommissioning cases from India and the USA, the author argues that dams that have failed to deliver on their promises or are in an unsafe condition should be selectively decommissioned.

En prenant comme prétexte le démantèlement prévu, à regret, du barrage de Mullaperiyar dans le Kerala, cet article discute du démantèlement des grands barrages en Inde. En s'inspirant d'autres exemples de cas de pannes et de démantèlement de barrages en Inde et aux États-Unis, l'auteur soutient que les barrages qui n'ont pas tenu leurs promesses ou qui sont en état précaire devraient être démantelés sélectivement.

El desmantelamiento de represas en India: una evaluación comparativa de Mullaperiyar y de otros casos

Utilizando como pretexto la avería de la represa Mullaperiyar en Kerala, el presente artículo analiza el desmantelamiento de las grandes represas de India. Apoyándose en ejemplos de averías y desmantelamiento de represas localizadas en India y en Estados Unidos, el autor propone que aquellas represas que no hayan cumplido con las expectativas que se tenían de ellas o que se encuentren en condiciones que generen inseguridad sean desmanteladas de manera selectiva.

Desativando barragens na Índia: uma avaliação comparativa de Mullaperiyar e outros casos

Diante do rompimento, tristemente previsto, da barragem de Mullaperiyar em Kerala, este artigo debate a desativação de grandes barragens na Índia. Studies of counterterrorism have argued for the importance of bolstering, or “mobilizing,” moderates in the confrontation with violent extremists. Yet the literature has not elucidated when states seek to mobilize moderates and marginalize extremists, how they do so, or when they prove successful. The received wisdom is that states should cultivate and strengthen moderate allies by reaching out to them. This approach, however, fails to grasp the political challenges confronting potential moderates, whose priority is to build and retain legitimacy within their political community. Inspired by network approaches, we maintain that moderates can more easily emerge when their political interactions with the authorities are relatively sparse. We further argue that the state's strategies, including crucially its rhetorical moves, can bolster the moderates' local legitimacy. At times, this will entail not reaching out to moderates but isolating them. Before moderates can be mobilized, they must be made, and the state's criticism, more than its love, may do much to help moderate political forces emerge. This article explains why mobilizing moderates is critical, when it is difficult, and how authorities can nevertheless play a productive role in moderates' emergence. We establish our theoretical framework's plausibility by examining two cases—India's ultimately triumphant campaign against Sikh extremists and Spain's gradual marginalization of Basque extremists. We then suggest what lessons these campaigns against ethnonational terrorism hold for the so-called War on Terror.  相似文献

In the ordinary conduct of prosecutions, challenges are faced when, especially, discretionary decisions need to be made. That situation arises at many stages of the process, some of which are identified in this paper. Many legal and factual circumstances will operate to determine the outcome of such situations. The aim of this note has been to show that Marlow and Manage's (1987) paper suffers from serious methodological problems due to the non-stationary data series used and the arbitrary lag lengths employed. Use of appropriate stationarity tests and optimal lag lengths of the variables change some of the basic conclusions of their paper. Contrary to their suggestion, the presence of a feedback between local tax receipts and expenditures imply that local governments should be concerned with the implication of their spending and revenue-enhancing decisions on their budget. Decisions to increase current expenditures may lead to higher future taxes. Similarly, efforts to impose higher taxes to reduce budget deficits at the local government level may be futile due to a subsequent increase in spending.  相似文献
