How are we doing? Group-based economic assessments and African American political behavior

Using data from the National Black Election Study, this study tests the importance of group-based economic evaluations in driving African American political behavior.¹ Group-based evaluations powerfully influence presidential approval and vote choice, even controlling for national and personal evaluations and a conception of “linked fate.” More importantly, group-based assessments exert a significant and independent influence on turnout, the central variable in black electoral politics. The results extend and reconsider the implications of group solidarity as a motivator of black political behavior and suggest that a revision of traditional notions of economic voting is in order, at least for African Americans.     

The Impact of Psychological Consequences of Rape on Rape Case Attrition: The Police Perspective

This paper examines whether the psychological sequelae of rape relate to rape case attrition by leading police to see the victim as less reliable. A mixed methods approach with two linked studies, one qualitative and one quantitative, was used. In Study 1, the qualitative study, interviews with 12 specialist police officers were analysed using Framework Analysis. In Study 2, the quantitative study, 76 specialist officers completed an online questionnaire to assess the generalisability of Study 1’s findings. In Study 1, officers’ perceptions of victims clustered into three stereotypes, which we label “the real victim”, “the mad discloser”, and “the bad discloser”. Victims who exhibited signs of shame, self-blame, and post-traumatic stress reactions which impeded their ability to give a coherent account of the rape were perceived as less reliable “mad” or “bad” victims. The findings of Study 2 supported these results. Although police interview strategies have improved in recent years, there is evidence that signs of trauma and shame in the victim are sometimes misinterpreted as signs of lying. This may affect attrition by impacting on victim-officer relationships. Further training on recognising trauma and understanding its consequences is recommended both for specialist officers and front-line staff.

This is a translation of a history of the Communist Party of Thailand, written by a leading party member in 1978. The Thai original was published for the first time in early 2003. The document begins with a background analysis of Thai society, then traces the party's history from the 1920s, and ends with the “lessons” learnt. The document is especially detailed on the party's adoption and adaptation of the Maoist strategy of rural armed struggle.     

Brokers and Key Players in the Internationalization of the FARC

The Fuerzas Armadas Revolucionarias de Colombia (Revolutionary Armed Forces of Colombia—FARC) was originally founded to protect Colombian peasants from harsh landowner policies in exchange for food and supplies. Over time, it has evolved into an internationally connected, narco-trafficking organization that displays little concern for the peasants it once vowed to protect. In recent years, Colombian authorities have become more adept at countering the FARC, forcing it to operate increasingly outside of Colombia. The FARC's transformation from a local insurgency into an internationally connected one is the focus of this article. Using social network analysis it identifies key leaders who are tied to this transformation and discusses implications concerning the FARC's future.     

Smart and integrated ticketing in the UK: Piecing together the jigsaw

In its recently published “Smart and Integrated Ticketing Strategy”, the Department for Transport (DfT) set out its vision for a seamless transport ticketing infrastructure across England by 2020, built on smart card ticketing technologies. This article discusses the core aspects of the DfT's strategy, the existing jigsaw of discrete ticketing schemes in the UK, and the challenges of integration. The authors review both legal and commercial risks associated with the procurement of new ticketing infrastructures and outline the key contractual issues to be addressed by operators in smart card ticketing projects.
