Neopatrimonialism is a concept that has predominately been applied to describe governance in sub-Saharan Africa. Recently, however, it has also been used to describe governance in states from other world regions. However, scholars have rarely attempted systematically to compare neopatrimonial rule in different regional settings. This paper aims to narrow this gap by examining the effect of neopatrimonialism on the tax administration as a core state function in six countries from three different world regions: Argentina, Venezuela, Indonesia, the Philippines, Kenya and Zambia. We conclude that neopatrimonialism is a valuable concept for comparative area studies with the potential to foster dialogue on the ‘state in operation’ across the regional divide. Nevertheless, several indicators are more valid for some world regions than for others. We find that there is no systematic relationship between neopatrimonial trajectories and the strength of tax administration. Individual actor decisions influence the outcomes of neopatrimonialism substantially. 相似文献

Some very significant policy developments indicate “supranationalisation processes” of EU external relations in counter-terrorism, even in its most significant relationship with the USA. This means that, increasingly, the USA is willing to work with Europe through its institutionalised forum—the European Union. Thus, the EU achieves certain recognition on the world stage in areas previously completely unsuspected—the “high politics” of counter-terrorism. This supranationalisation process proceeds in two stages. Firstly, the construction of an Area of Freedom, Security and Justice (AFSJ) pools a significant amount of national sovereignty at the level of the EU through the establishment of internal EU competences. As a side effect, however, it also constructs an institutionalised structure for external actors, such as the U.S., to deal with. Through dealing within this institutional setting, member states' interests become defined in such a way that increasingly they construct a “European” interest related to counter-terrorism. 相似文献

Terrorists trained on European soil, but originating from the Middle East, attacked the world's only superpower on September 11, 2001. Countering this terrorist threat has become an increasingly significant part of European Foreign Policy. At the same time, the European Neighbourhood Policy (ENP) has become an increasingly important dimension of European Foreign Policy. This article examines the extent to which counterterrorism has occupied a prominent place in the ENP, with a particular focus on the Southern Mediterranean ENP partners. The findings of this article suggest that, despite the commonly held view in the literature that security issues, in particular terrorism, have dominated the ENP agenda, counterterrorism cooperation between the European Union (EU) and its Southern Mediterranean ENP partners has not advanced as much as might have been expected. 相似文献

There are two ways that government activities influence private charitable giving: (1) government spending on the provision of public goods may cause crowding out of private charitable contributions; and (2) tax incentives may boost private charitable giving. From a sample of German income tax returns, we estimate the elasticity of charitable giving relative to tax incentives, income, and government spending. Using censored quantile regression analysis, we derive results for different points of the underlying distribution of charitable giving. Evaluating overall treasury efficiency, the tax deductibility of charitable donations fosters enough private giving to offset foregone tax revenues. 相似文献

Germany’s federalism imposes significant constraints on sub-national parties. They cannot enact their ambitious policy agenda as most legislative powers are concentrated at the federal level. This article demonstrates how sub-national parties use position-taking strategies to escape these constraints. By position-taking, parties try to induce regional voters and interest groups to judge them for what they stand for instead of blaming them for the policies they cannot deliver. This argument is illustrated empirically by analysing all 1,715 announcements of legislative initiatives in the Bundesrat in 562 electoral manifestos and coalition agreements that were published during all 92 regional elections since 1990 and all 1,619 Land bills from the period between 1972 and 2013. It is shown that regional parties and governments that are in opposition at the federal level announce and submit significantly more legislative initiatives that aim at changing federal policies. 相似文献

In a climate of political concern about the deliberate dissemination of pathogenic micro-organisms, this article assesses the nature and scope of the threat to national security posed by actors other than states. Key factors include the motivations and disincentives for carrying out a biological attack and the technical challenges likely to be encountered by a non-state organization that decides to use disease as its weapon of choice. The assessment concludes that non-state organizations do not at present pose a great threat, that biological attacks should generally not be regarded as a ‘WMD’ issue, but also that the conduct of individual scientists engaged in pathogen research warrants careful monitoring. 相似文献

The speed and scale of mobilization in many contemporary protest events may reflect a transformation of movement organizations toward looser ties with members, enabling broader mobilization through the mechanism of dense individual-level political networks. This analysis explores the dynamics of this communication process in the case of U.S. protests against the Iraq war in 2003. We hypothesize that individual activists closest to the various sponsoring protest organizations were (a) disproportionately likely to affiliate with diverse political networks and (b) disproportionately likely to rely on digital communication media (lists, Web sites) for various types of information and action purposes. We test this model using a sample of demonstrators drawn from the United States protest sites of New York, San Francisco, and Seattle and find support for our hypotheses. 相似文献

Previous research has shown that sanctions have a negative impact on the level of democracy in targeted authoritarian countries. This runs counter to substantive comparative literature on democratization which finds that economic stress is connected with regime collapse and democratic liberalization. To solve this puzzle, we focus on the effects of “democratic sanctions” (those that explicitly aim to promote democracy) which have become the most common type of sanction issued against authoritarian states. We introduce a new data set of imposed sanctions in the period 1990–2010 that clearly separates sanctions according to the explicit goal of the sender. Our cross-sectional time-series analysis demonstrates that although sanctions as a whole do not generally increase the level of democracy, there is in fact a significant correlation between democratic sanctions and increased levels of democracy in targeted authoritarian countries. A fundamental mechanism leading to this outcome is the increased instability of authoritarian rule as democratic sanctions are significantly associated with a higher probability of regime and leadership change. 相似文献

This study examines when and why members of the European Parliament (EP) use parliamentary questions as a form of fire alarm oversight. We argue that the multilevel nature of the EU political system allows members of the EP from national opposition parties to use parliamentary questions to alert the European Commission to governments' failures to implement EU policy. Representation in the EP provides the only avenue for such oversight for national opposition parties. Using a new sample of EP parliamentary questions, we demonstrate that MEPs from national opposition parties are more likely to alert the Commission to violations of EU law in their own member states. These parliamentary questions may lead the Commission to take legal action against member‐state governments. 相似文献

Theory and practice in interviewing young children: A study of Norwegian police interviews 1985–2002
Abstract Has the increased public and professional awareness of the challenges of interviewing children in forensic contexts led to changes and improvements in police interviewing practices? A representative sample (n=91) of police interviews conducted during the period of 1985–2002 from a large Norwegian police district was analysed. The results indicated that interviewer strategies have improved; there was a decrease in the use of suggestive, yes/no and option-posing questions and this decrease was accompanied by a comparable increase in the use of cued recall questions. The frequency of open-ended invitations was low and did not change much over time. Factors that might have led to the observed changes are briefly discussed. 相似文献
