The making of plasma medicine. Strategy driven clusters and the emerging roles of cluster management and government supervision

In this paper we discuss the new generation of German innovation clusters as a model that reflects the paradigm of a supervising and even entrepreneurial role of government. The model evolves alongside a predominant programmatic design that postulates strategy driven clusters or virtual regional organizations consisting out of research laboratories, university departments, and SME. The cluster design implicates the management of strategic implementation, alignments, and the settlement of conflicts as well as the enabling of trust formation. The findings outlined in this paper draw on action research and expert interviews, carried out at the German cluster Campus PlasmaMed 2008–2011 and with stakeholders. The analyzed cluster is funded by German Ministry of Education and Research, BMBF Innovation und State of the Art Research in the New Bundeslander which stands in the tradition of the Entrepreneurial Regions’ Program. The backbone of our research is the cluster’s strategy to develop the interdisciplinary science plasma medicine, a hybrid of low temperature plasma physics and life sciences and to market innovative PlasmaMed products. Innovation policies, programmatic designs, and evolving cluster management schemes are discussed regarding their significance in fostering the current cluster paradigm in German federal science policy. We outline the relevant factors for a transformation of trust-based scientific networks into strategy driven clusters or virtual organisations and provide new criteria for government intervention.     

Gendered Pathways to Bullying Perpetration via Social Achievement Goals – Mediating Effects of Sense of Belonging and Non-inclusive Group Norms

ABSTRACT

This study investigated the gender-specific effects of social achievement goals – i.e., social development goals, social demonstration approach goals, and social demonstration avoid goals – on bullying perpetration in a sample of 788 adolescents (53.3% girls), taking into account the mediating role of sense of belonging and non-inclusive group norms. Two-group structural equation modeling results indicated that social demonstration approach goals positively predicted bullying perpetration for both genders. For girls, higher social development goals and for boys, higher social avoidance goals decreased bullying perpetration. Gender-specific effects of belonging and non-inclusive group norms on bullying perpetration occurred. For boys, non-inclusive group norms mediated the relation between all social achievement goals and bullying perpetration. Implications for future research and (gender-sensitive) bullying interventions are discussed.     

Secured debt and the likelihood of reorganization

Theory suggests that secured creditors may increasingly oppose a debtor’s reorganization as the value of their collateral approaches the amount of their claims. If reorganization occurs and the value of the firm appreciates, the secured creditor receives only part of the gain. But if the firm’s value depreciates, the secured creditor bears all of the cost. Secured claimants, thus, often have more to lose than to gain in reorganizations. This study of Finnish reorganizations filed in districts that account for most of the country’s reorganizations finds that creditor groups most likely to be well-secured are most likely to oppose reorganization. We also find a negative correlation between how well-secured banks and other institutional lenders are and the likelihood of a confirmed reorganization plan. Limiting the priority of secured debt might stimulate reorganizations.     

Media as political actors? Issue focusing and selective emphasis in the German quality press

This article examines media's active role in the political process. By selecting and emphasising certain issues in their editorials media outlets communicate their particular political position to the audience and establish a distinct ideological profile. It is assumed, however, that the impact of editorials on the political system depends on the degree of issue focusing in the media system. Only if different newspapers assign relevance to the same issues the political system is likely to respond. A content analysis of German quality press editorials between 1994 and 1998 is employed in order to assess the ideological distances between papers and investigate the circumstances under which high degrees of focusing nevertheless develop. Results indicate considerable differences among newspapers paired with highly consonant attention for certain polity and politics issues throughout the media system.
