We reviewed the case records of all fatalities due to gunshot wounds in children and adolescents under 19 years of age in New York City from 1996 to 2000. The epidemiological profile, circumstances, toxicology results, location, and injuries were examined. There were 263 deaths: 242 homicides, 17 suicides, and 4 accidents. Among the homicides, 96% involved Black or Hispanic and 68% involved 17 and 18-year-old decedents. There were 11 times as many male as female homicides. The detection of ethanol and/or illicit drugs was 56% in the homicide and 53% in the suicide groups. Suicide notes were found in 18% of suicides, and an additional 35% verbally expressed a plan to commit suicide. Most suicides (77%) were in the home and half of the homicides occurred on the street.  相似文献

Various forces have led to new thinking about approaches tointergovernmental regulation, emphasizing a shift from the heavyhand of coercive mandates to more cooperative approaches. Thisresearch examines the implementation of cooperative policiesaddressing aspects of environmental management in New SouthWales, Australia, and in New Zealand. Analyses are undertakenof the cooperative policy designs, government agencies' implementationefforts and styles, and local government officials' perceptionsof intergovernmental cooperation. Bringing about intergovernmentalcooperation is not automatic, nor does it appear to be easy.An empirical modeling shows that high levels of agency commitmentand capacity are required in order to foster facilitative implementationstyles. The design of policy mandates is important in signalingcooperative desires and structuring implementation to fosterappropriate agency implementation styles.  相似文献

Others have investigated the role that DNA profiling could play as a method for identifying the perpetrator of manual strangulation. These studies have demonstrated that it is possible to collect offender DNA from the skin surface of a victim following physical contact. It is not known whether nonself biological material is normally present on the skin surface due to adventitious transfer occurring during innocent everyday interactions. To test the hypothesis that detectable amounts of nonself DNA are normally present on the skin surface of healthy adult individuals due to the adventitious transfer of DNA occurring during normal day-to-day social interactions, we designed an experiment in three phases. Phase 1 was used to deduce which DNA collection, extraction, and amplification methods were suited to investigating this question. During phase 2, the neck surface of 24 healthy adult volunteers was swabbed. DNA was extracted using the QIAamp DNA mini kit and amplified using the SGM Plus PCR amplification kit, using 28 PCR cycles. The work carried out during phase 3 involved a simulated assault to investigate primary and secondary transfer of DNA during physical contact. It was found that 23% of neck areas swabbed during phase 2 of this investigation showed nondonor alleles in the resulting DNA profile, with 5% of areas showing six or more nondonor alleles. The results of phase 3 showed that primary, secondary, and zero transfer of victim and/or offender DNA could be observed after physical contact and that alleles from an unknown source could still be detected in this more controlled experiment. The data presented in this paper demonstrate that DNA profiles generated after swabbing the skin surface of healthy adults can include components of an unknown source, present due to adventitious transfer. These components, if present in large quantities, have the potential to interfere with DNA profile interpretation of swabs taken for the investigation of physical assault by DNA profiling.  相似文献

Official apologies and truth commissions are increasingly utilized as mechanisms to address human rights abuses. Both are intended to transform inter-group relations by marking an end point to a history of wrongdoing and providing the means for political and social relations to move beyond that history. However, state-dominated reconciliation mechanisms are inherently problematic for indigenous communities. In this paper, we examine the use of apologies, and truth and reconciliation commissions in four countries with significant indigenous populations: Canada, Australia, Peru, and Guatemala. In each case, the reconciliation mechanism differentiated the goal of reconciliation from an indigenous self-determination agenda. The resulting state-centered strategies ultimately failed to hold states fully accountable for past wrongs and, because of this, failed to transform inter-group relations.

‘Illegals’ are extensively trained individuals dispatched abroad under false identities with no observable links to their operating country. Technology has made possible a new kind of ‘virtual illegal,’ one that extends beyond the operating country’s borders without putting a human at risk. When this is done in a targeted manner by a sophisticated attacker it is called an Advanced Persistent Threat (APT). This article draws from historical illegals cases to identify parallels in the preparation, insertion, and control of malware by APTs. Ultimately, the methods for countering the two parallel phenomena can also be similar, despite their physical differences.  相似文献

The experimental approach has begun to permeate political science research, increasingly so in the last decade. Laboratory researchers face at least two challenges: determining who to study and how to lure them into the lab. Most experimental studies rely on student samples, yet skeptics often dismiss student samples for lack of external validity. In this article, we propose another convenience sample for laboratory research: campus staff. We report on a randomized experiment to investigate the characteristics of samples drawn from a general local population and from campus staff. We report that campus staff evidence significantly higher response rates, and we find few discernible differences between the two samples. We also investigate the second challenge facing researchers: how to lure subjects into the lab. We use evidence from three focus groups to identify ways of luring this alternative convenience sample into the lab. We analyze the impact of self-interest, social-utility, and neutral appeals on encouraging study participation, and we find that campus staff respond better to a no-nonsense approach compared to a hard-sell that promises potential policy benefits to the community or, and especially, to the self. We conclude that researchers should craft appeals with caution as they capitalize on this heretofore largely untapped reservoir for experimental research: campus employees.

Comparisons were made between self-reports from 382 men and 51 women who had experienced sexual coercion while incarcerated. Victim data were obtained from a sample of 1,788 male inmates and 263 female inmates who responded to an anonymous written survey distributed in 10 midwestern prisons. Men reported that their perpetrators in worst-case incidents were inmates (72%), staff (8%), or inmates and staff collaborating (12%). Women reported that their perpetrators were inmates (47%) and staff (41%). Greater percentages of men (70%) than women (29%) reported that their incident resulted in oral, vaginal, or anal sex. More men (54%) than women (28%) reported an incident that was classified as rape. Men and women were similar in feeling depression; however, more men (37%) than women (11%) reported suicidal thoughts and suicide attempts (19% for men, 4% for women). Implications of results for prevention of sexual coercion in prison are discussed.  相似文献
