Practical developments in law science and policy: efforts to protect the traditional group knowledge and practices of the Shuar, an indigenous people of the Ecuadorian Amazon

The purpose of this article is to broadly outline a problem in the context of relatively recent activity in the Amazon Basin. My colleagues and I found the Policy Sciences framework to be a useful blueprint for comprehensive issue analysis. The five intellectual tasks of the policy-oriented approach to solving problems helped us to clarify the apparent goals of the primary actors involved; identify certain trends associated with the problem, including estimations of their magnitude and implications; understand several conditioning factors which could impact (or have already had an impact on) the achievement of the goals identified; recognize several projections anticipated from a normative standpoint in light of the trends examined; and make some observations, including possible strategies and their alternatives, which might enable the Shuar to maximize benefits and minimize costs.     

Rating the Rankings: Assessing International Rankings of Public Service Performance

ABSTRACT

This paper documents the growth of international rankings of governance and public services and seeks to contribute to a second-generation approach to the analysis of this phenomenon. It does so primarily by setting out a method for ranking international ratings, building on and extending earlier work by other scholars, and applies that method to 14 international rankings of governance and public services, to explore the scope and limits of the approach. The final section argues that the development of such a method could form the basis for benchmarking international rankings as they develop in the future.     

One step up, two steps back: The progression of perceptions of women's work in prisons and jails

The corrections workplace has undergone tremendous change during the past quarter century. Judicial intervention, public and media attention, and “get tough on crime” initiatives have all led to a variety of changes. Opportunities to work in corrections, in all positions, have increased dramatically. In an effort to determine how correctional staff today regard the presence and capabilities of women in the work environment, questions were specifically developed that addressed this issue and included in a more broadly conceived questionnaire administered to correctional staff in several prisons and jails in a western state. In this article, findings are reported regarding the gender-related items. It was found that, while jail and prison staffs generally shared similar views regarding most gender-related issues, there were some significant differences between both male and female respondents and those with prior military experience on the items regarding the competency of female staff.
