This paper provides guidance to managers in the corporate public affairs (PA) community for internationalising their professional development and competency acquisition. It is increasingly necessary that PA managers have competencies in the range of global socio‐political matters that impact their organisations. Unfortunately, the provision of this knowledge, skill and ability (KSAs) has mostly come through unsystematic, personal and on‐thejob experience. This paper develops a list of international PA competencies, and calls for improved dedication by all PA leaders, to internationalising the developmental, experiential, on the job and post‐secondary educational ‘curriculums’ for PA managers. Although relapse prevention models have been applied within offender treatment, there has been little controlled outcome research evaluating their effectiveness. This meta-analysis of 40 tests of relapse prevention treatment revealed moderate mean reductions in recidivism (0.15), and certain elements of the relapse prevention model (i.e., training significant others in the program model and identifying the offense chain) yielded stronger effects than others (i.e., provision of booster/aftercare sessions and developing coping skills). Further analyses revealed that the clinically relevant and psychologically informed principles of risk, need, and general responsivity yielded the strongest reductions in recidivism. It is well known that those with higher SES characteristics tend to vote at higher rates in U.S. elections. Over the past several decades many proponents of eased voter registration requirements have predicted that liberalizing voter registration laws will significantly improve turnout, especially among the least well- educated and the poor. In this article we offer a rational choice model of turnout that leads us to expect the greatest turnout gains from virtually eliminating voter registration costs will instead accrue to those with medium income and education. We test this prediction longitudinally over the period 1972–1992 using a vast survey and a natural experiment comparing voters in states that adopted election day registration (EDR) with those residing in states maintaining more traditional closing dates. Contrary to much of the literature, citizens with medium education and medium income voted more under EDR, as the model predicts. We conclude that the methods used here better capture and empirically identify the curvilinear relationship between voter registration laws and the turnout probabilities at various SES levels.  相似文献

In this paper, we take a fresh look at the structure of sociopolitical conflict through confirmatory factor analyses of survey data gathered in Florida during the presidential campaign of 1996. Our analysis shows both stability and change in the electorate. In line with prior research, a single bipolar partisan dimension underlies the mass public's evaluations of political leaders, though national figures fit more comfortably on this continuum than do those at the state level. Citizens' evaluations of key sociopolitical groups reflect orthogonal cultural disputes, class divisions, and conflicts relating to issues of social control. While all three of these dimensions impinge to some degree on voters' conceptions of party and ideology, our findings point to the leading role that cultural issues now play in shaping ideological images and identities.  相似文献

This article examines the nature of the organisational structures found within the Australian Public service (APS). Four basic dimensions of organisational structure are distinguished: the degree of formalisation or bureaucratisation, the degree of differentiation or specialisation, hierarchy and the extent of centralisation. The article will show that variations in the organisational structure of the APS are attributable to a range of factors including the political context, size, task complexity, the grading system, considerations of efficiency and political factors. The relative importance of these factors varies according to which aspect of structure is examined. Mechanistic organisational structures predominate in the APS due to the nature of the tasks performed, the imperatives of political control and the requirements of staff classification.  相似文献

Aqueous ethanol wet‐bath simulator solutions are used to perform calibration adjustments, calibration checks, proficiency testing, and inspection of breath alcohol instruments. The Toxicology Bureau of the New Mexico Department of Health has conducted a study to estimate a measurement of uncertainty for the preparation and testing of these wet‐bath simulator solutions. The measurand is identified as the mass concentration of ethanol (g/100 mL) determined through dual capillary column headspace gas chromatography with flame ionization detector analysis. Three groups were used in the estimation of the aqueous ethanol wet‐bath simulator solutions uncertainty: GC calibration adjustment, GC analytical, and certified reference material. The standard uncertainties for these uncertainty sources were combined using the method of root‐sum‐squares to give uc = 0.8598%. The combined standard uncertainty was expanded to U = 1.7% to reflect a confidence level of 95% using a coverage factor of 2. This estimation applies to all aqueous ethanol wet‐bath simulator solution concentrations produced by this laboratory.  相似文献

Accurately identifying death and its causes is integral to the compilation of mortality data and ultimately to the operation of the criminal justice and public health systems. A clear understanding of who is in charge of such processes is paramount to establishing the quality, or lack thereof, of the information provided in death certificates. Our study provides a comprehensive overview of all state statutes identifying death investigators charged with classifying and certifying death in the United States. We found that state statutes designate a broad range of individuals as responsible for the classification and certification of death. Those vary by state and set of circumstances and can include medical examiners, coroners, pathologists, other physicians, registered nurses, and more. Our findings highlight the important need for a unified standard of qualifications in the medico‐legal system, as well as, regulatory reform at the state level regarding who can complete and sign death certificates.  相似文献
