This article examines activities undertaken by civil society organisations in Zambia to create gender-transformative change in customary tenure systems. It is based on primary data collected through interviews and group discussions with NGO representatives, lawyers and women’s rights advocates, chiefs, women leaders, and local community members. The findings show that organisations pursue change by leveraging global and national frameworks and discourses and working with traditional authorities, local magistrates, men and women at the village level. Promoting gender transformative change requires multi-level networking and working across hierarchies of power that extend from the household to the state. 相似文献

Solving complex problems is a challenge faced by many governments. Academic and practical discussions on how to solve said problems look at policy integration as a solution to the negative implications that fragmented government actions have on addressing public problems or providing public services. Notwithstanding important recent contributions, we still lack a precise understanding of what policy integration is, an explanation of how it differs from other “solutions” to complex problems, such as coordination or policy coherence, and a practical operationalization. In this paper, we argue that coordination, coherence, and integration are related but substantively different concepts. We offer a new way of understanding and observing policy integration in a manner that is theoretically distinguishable from policy coordination and coherence and empirically observable. We argue that policy integration is the process of making strategic and administrative decisions aimed at solving a complex problem. Solving this complex problem is a goal that encompasses—but exceeds—the programs’ and agencies’ individual goals. In practical terms, it means that, at every moment of the policy process, there is a decision-making body making decisions based on a new logic—that of addressing a complex problem. 相似文献

What do Americans know about their local judges and how do they know it? One of the central arguments in the debate over judicial elections is whether voters know enough about judicial candidates to make an informed democratic choice. The vast majority of criminal and civil matters in the U.S. begin with and filter through the local state courts. But judicial scholars know little about what explains the variance in voters’ knowledge of their courts and judges. This paper draws on survey data from the 2012 Cooperative Congressional Election Study to investigate the origins of voter knowledge of local judges. A central finding of this study is that rural voters are a lot more knowledgeable about their local judges than are urban voters, ceteris paribus. This finding has significant consequences for the debate over the ways in which states structure their elections for local judges. 相似文献

The collection of gunshot residue on fabric can be an arduous task due to the microscopic size of particles (blind collection) and sheddability of some fabrics. The introduction of luminescent markers and consequent formation of luminescent gunshot residue (LGSR) can facilitate this analysis. In this study, different fabrics were analyzed in order to verify the persistence of the LGSR on them, the possibility of collecting and analyzing particles by video spectral comparator (VSC) and SEM/EDS. Also, different colored fabrics were used as targets in order to investigate influence of fabric color on LGSR visualization. Furthermore, the influence of the fabric type in the distribution of the LGSR deposited around the projectile´s hole entrance was evaluated. The fabric sheddability did not alter collection of the particles or analysis. It was possible to observe and collect LGSR on all tested fabrics, even after the fabric had been shaken, or in colored fabrics. 相似文献

In today's law enforcement community, one of the most vital tools an officer can possess is personal body armor. However, a recent Department of Justice investigation has raised important questions regarding the protection actually afforded officers through the use of personal body armor, and the current test methods used to assess the armor. Test results show that most Zylon-containing vests showed deformations in excess of the 0101.04 Standard's 44 mm backface signature limit. Such increased deformation can lead to serious injuries, including backface signature injuries, which have occurred in the field. Although the vest is successful in containing the round, it is not effectively dissipating the energy enough to prevent large amounts of vest deformation at the area of impact. Therefore, open, penetrating wounds occur even though the bullet did not penetrate the vest. The objective of the current study was to further define the backface signature injury through the use of case studies and laboratory experiments. Following the case study investigation, backface signature testing was conducted using a clay medium based on the NIJ 0101.04 Standard. The final component of this research involved the use of post-mortem human specimens (PMHS) for further investigation of the backface signature injury. Although the underlying cause of backface signature injuries is unknown, energy density is likely to play a role in the mechanism. Energy density (E/a) is defined as the energy per unit area and has been previously used in less lethal skin penetration research. Further research into the underlying causes of backface signature injuries is necessary. In addition to armor testing, the study of law enforcement personnel who have been shot while wearing soft body armor is also a valuable tool for determining the effectiveness of certification standards. Finally, it is important for medical personnel to recognize the backface signature injury and document this as a type of injury separate from blunt trauma or penetrating trauma behind armor injuries. American Indian and European American women’s definitions and perceived causes for domestic violence were examined. Attitudes
towards violence and battering as it relates to the self were measured with two scales. As predicted, results indicated American
Indian women and European American women held different conceptualizations of what constitutes domestic violence and different
notions concerning the cause of domestic violence. Also, American Indian women were more attuned to external causes for violence,
while European American women referred to internal explanations for such violence. Differences in social and psychological
histories of violence and attitudinal orientations toward violence were indicated. Legal and health system changes are recommended
in order to combat violence in Indian country.

Following the example of the private sector, the public sector in the United States has been undergoing process-reengineering, most notable in the Federal Government with the National Performance Review (NPR). The United States Agency for International Development (USAID) asked its overseas missions for volunteer participation as Country Experimental Laboratories (CELs) during USAID's NPR efforts. USAID/ Senegal, in French West Africa, became a CEL in the spring of 1994. The reengineering, occurring over a two-year period, created multi-disciplinary teams centered around Strategic Objectives (SOs). This article describes the experience and lessons learned from developing and implementing financial management policies and procedures to support the SO Teams, while concurrently ensuring that accountability requirements were met. The article uses the case study format, delineating the strengths, weaknesses, opportunities and threats faced by the Mission Controller, the trade-offs between the decentralization of program management and accountability, and the organizational relationships established to reengineer the financial management processes at USAID/Senegal. 相似文献

The relations between an empirically derived syndrome of Anxiety-Depression and an analogue measure of Major Depressive Disorder (MDD) are examined in a longitudinal study of a nationally representative sample of adolescents. Analyses of parents' reports and adolescents' self-reports indicate that there is moderate correspondence between scores on the Anxious-Depressed syndrome and symptoms of the MDD Analogue. Furthermore, scores on the syndrome predicted MDD Analogue symptoms 3 years later with sensitivities ranging from .69 to .71 and specificities from .69 to .93. Meeting criteria for either the Anxious-Depressed syndrome or the MDD Analogue was associated with low social or academic competence and high scores on other syndromes of psychopathology. Implications for integration of empirical/dimensional and categorical/diagnostic approaches are highlighted. 相似文献

Differences in voters' fiscal preferencesare examined taking advantage of theexceptional Swiss institutional setting.Empirical evidence suggests thatpreferences are determined by strictlycultural patterns (cultural area measuredby language). Thus, fiscal preferences canbe considered as being largely exogenous.This implies that, except for specialcases, it is not possible to find simpleproxy variables for fiscal preferences.
