广东社会组织发展分析

广东社会组织发展具有数量大、种类全、政会分开、日益完善、在流动人口中较为活跃、境外渗入等特点,其发展既促进了经济社会进步、行业管理、社会福利公益和教科文等事业繁荣以及流动人口的和谐稳定,也存在社会认识模糊、缺乏资金人才、管理不规范等问题。广东社会组织建设取得多项新进展,整体水平处于全国前列,要继续走广东特色的发展道路,有必要针对问题进一步采取一些政策和措施促进广东社会组织规范、有序地良性发展。     

Significance of Convention on the Rights of Persons with Disabilities and Its Impact on Matters Related to Persons with Disabilities in China

On December 13, 2006, the 61th UN General Assembly adopted the Convention on the Rights of Persons with Disabilities. This is the first legally binding international instrument dedicated to the protection of the rights of persons with disabilities and the latest effort by the international community     

检察机关减刑、假释同步监督的路径化构建

在我国＂执检分离模式＂①下,减刑、假释的执行权和审批决定权分别归属监狱和法院,减刑、假释的整个提请和审批环节检察机关都无从监督介入,监督缺位引发权力恣意,而事后监督的效果也差强人意。构建＂从监督真空到三点一面＂,＂从单线行政审批到等腰三角对抗＂,＂从监督手段单一到方式方法多元＂的事前、事中和事后同步检察监督格局,并辅之以相应的配套措施予以资源和制度上的支持,是保证减刑、假释公正运行,完善检察监督权的必然选择。

Knowledge Sharing in a Third‐Party‐Governed Health and Human Services Network

The rapid growth of knowledge in disease diagnosis and treatment requires health service provider organizations to continuously learn and update their practices. However, little is known about knowledge sharing in service implementation networks governed by a network administrative organization (NAO). The author suggests that strong ties enhance knowledge sharing and that there is a contingent effect of third‐party ties. Two provider agencies’ common ties with the NAO may undermine knowledge sharing because of resource competition. In contrast, a dyad's common ties with a peer agency may boost knowledge sharing as a result of social cohesion. Finally, the author posits that third‐party ties moderate the relationship between strong ties and knowledge sharing. These hypotheses are examined in a mental health network. Quantitative network analysis confirms the strong tie and third‐party tie hypotheses and provides partial support for the moderating effect of third‐party ties. The implications for public management, including the implementation of HealthCare.gov , are discussed.     

史学视角下的科技与侦查

纵观整个侦查学史,从其创立至今的百年时间里,科技对侦查学的萌芽、诞生和发展起到了重要的影响和推动作用。当然不容否认,科技本身的误差以及功能的有限性也对侦查学自身的完善起到了负面作用。因此,缜密梳理科技对侦查学正反两方面的影响,明确科技在侦查学研究中的基本定位,是实现侦查学科技化进程中不断成熟完备的关键一环。

Madam Chairwoman, Mr. Rapporteur, Distinguished Members of the Committee,
First of all, I would like to extend, on behalf of the Chinese delegation, our heartfelt greetings and respects to all the distinguished members of the Committee. The Committee has made enormous efforts and played an important role in promoting the objectives and principles of the International Convention on Elimination of All Forms of Racial Discrimination. The Chinese Government appreciates your endeavour and will continue to support the work of the Committee.     

高效液相色谱法测定三七及三七片中人参皂苷Rg1的含量

目的:建立三七及其制剂三七片中人参皂苷Rg1的含量测定方法。方法:采用反相高效液相色谱法,色谱柱为Teknokroma Kromasil C18(5μm,2.1 cm×15 cm),以乙腈∶0.5 g/L磷酸水溶液(21∶79)为流动相,流速为0.3 ml/min,检测波长为203 nm,柱温为30℃。结果:人参皂苷Rg1浓度为21.4~534μg/ml时,线性关系良好(r=0.9991);平均回收率为99.3%,RSD=1.47%(n=6)。结论:本方法准确、快速、稳定、重现性好,可用于三七药材及其制剂的质量控制。     

对有组织犯罪的抗制

对于日益猖獗的有组织犯罪,不仅要予以重点打击,而且还要针对其特点,做好有组织犯罪的抗制。对有组织犯罪的抗制是一项系统工程,不仅需要刑事立法和司法实践的完善,同时还要从社会入手,构筑多层次的预防体系以减少、遏制有组织犯罪。具体而言,涉及社会抗制,即完善社会治安综合治理,加强对社会的控制力,严厉打击腐败行为,做好流动人口和重点地区、行业的管理;经济抗制,即努力消除贫富差距,规范市场秩序,防止非法致富,同时扩大就业,减少有组织犯罪的人员来源;司法抗制,即尽快建立反有组织犯罪的专门队伍,完善侦查机制,从而有效控制有组织犯罪的发生,以维护社会和谐稳定。
