Current explanations of effective voter mobilization strategies maintain that turnout increases only when a potential voter is persuaded to participate through increased social connectedness. The connectedness explanation does not take into account, however, that registered voters, by registering, have already signaled their interest in voting. The theory presented in this article predicts that impersonal, noticeable messages can succeed in increasing the likelihood that a registered voter will turn out by reminding the recipient that Election Day is approaching. Text messaging is examined as an example of an impersonal, noticeable communication to potential voters. A nationwide field experiment (n = 8,053) in the 2006 election finds that text message reminders produce a statistically significant 3.0 percentage point increase in the likelihood of voting. While increasing social connectedness has been shown to positively affect voter turnout, the results of this study, in combination with empirical evidence from prior studies, suggest that connectedness is not a necessary condition for a successful mobilization campaign. For certain voters, a noticeable reminder is sufficient to drive them to the polls. 相似文献

The progressivity and equity of both state and federal individual income taxes, as well as the combined system of both taxes, are examined before and after the federal Tax Reform Act of 1986 using a variety of measures applied to federal Statistics of Income individual income tax data; state taxes are calculated using TAXSIM. Our findings are as follows: First, in both 1985 and 1987, state personal income taxes were generally less progressive and more horizontally equitable than the federal system. Second, in moving from 1985 to 1987, state personal income tax systems generally displayed decreased progressivity and horizontal inequity. The combination of the two systems displayed generally lower progressivity and horizontal equity scores when we compare 1987 to 1985. Last, the after-tax income distribution became more unequal when we compared 1987 to 1985. 相似文献

ABSTRACT The main focus of the argument presented in this (the first of two) article(s) is directed towards an investigation into the uniqueness and irreducibility of language and communicative actions. It is done on the basis of the distinction between what is ontically given and what can be articulated through the theoretical endeavours of an ontology. The argument unfolds with reference to the inherent anatomical limitations of animals in the articulation of truly human language, and by mentioning the fact that, strictly speaking, the human being does not possess a single 'speech organ.' It also takes into consideration what Plessner has called the 'mediated immediacy' of language, and the inherent ambiguity and choice present in linguistic meaning (Cassirer, Nida and de Klerk). A brief explanation of the transition from the rationalistic epistemic ideal of Enligthenment to the historicism of the nineteenth century and to the eventual linguistic turn (end of the nineteenth and the beginning of the twentieth centuries) serves to elucidate why language as such eventually became a new horizon for reflection during the twentieth century (Heidegger and Gadamer). It is mentioned that Hegel provided a starting-point for communication theory and also that the dialogical principle in the thought of Buber aimed at subject–subject relations at the cost of subject–object relations. Against this background the discussion returns to the problem of uniqueness and multivocality. Examples of primitive (indefinable) terms in mathematics, the discipline of kinematics and the science of linguistics are mentioned. As a first example of the analogical employment of terms, the multivocality of causality is assessed – with specific reference to communicative and historical causality. The brief assessment of the positions taken by Jaspers and Habermas, and the objection against (unfounded) reductionism should be seen as a transitional introduction to the follow-up article (in a later issue of Communicatio) in which the ontic interconnectedness and interdependence of language and communicative actions will be examined in more detail. 相似文献

This study investigates the relationship between substance use and partner abuse among women (N = 1,025) who entered drug-treatment programs through the criminal justice systems in New York City and Portland, Oregon. Self-report data on substance use and partner abuse indicate that although the rate of partner abuse in both cities is well above the national average, the less substance-involved women in Portland reported more abuse than their New York counterparts. Our analyses suggest that the relationship between partner abuse and substance use during conflicts varies within the population of women offenders who are heavily drug-involved, with women in Portland reporting a greater direct link between partner abuse and substance use. The findings indicate that there is a need for drug-treatment providers to understand their clients' victimization histories and the relationship between partner abuse and substance use in order to engage clients in the treatment process and help them learn how to avoid being victimized in the future. 相似文献
