This article examines why some state legislators run for Congress and others do not. Our main argument is that there are differences in the expected value of a state legislative seat and the expected benefits of being a member of Congress. One key component of this value is how closely the candidate fits with her party. We find that the probability of seeking congressional office increases among state legislators who are distant from the state party and proximate to the congressional party and decreases among those who are distant from the congressional party and proximate to the state party. 相似文献

This paper uses the official juvenile offenses among delinquent girls in the 1958 Philadelphia Birth Cohort to investigate the two overarching questions. This research investigates the nature of delinquency conduct, offense-by-offense, and its relationship to adult crime status. Although it is convenient to think of an offender’s delinquency career as a whole, such a career actually consists of one or more specific offenses, and offense conduct can be worth studying in its own right. Thus, it is necessary to determine whether the timing, type, severity, court disposition, and so on, of these juvenile offenses can be used to predict adult career pathways. An extensive review of the literature revealed that investigations of early offense conduct and its connection to adult crime are exceedingly scarce. This study indicates as follows. First, the way a delinquent begins her criminal career is predictive of the adult trajectory that will be followed. Second, we also found that aspects of the first few offenses doe influence whether delinquent girls do continue committing crimes as adult. State‐funded scholarship programs are transforming the way citizens and policymakers think about higher education. Advocates see these programs as a remedy to problems facing the state workforce such as “brain drain” and “unequal opportunity” for a sound education. Opponents see low retention rates and the number of already‐privileged students receiving benefits as signs that these programs are not reaching their maximum potential. This article traces the development of state‐funded college scholarships from earlier need‐based programs to current merit‐based programs and outlines current debates on policy effectiveness. Currently, 14 states have a state‐funded scholarship program. Differences between programs revolve around the political and economic circumstances of each state. 相似文献

Comparison in legal education matters. In its mission statement, the International Society of Public Law suggests that, “a full explication and understanding of today’s ‘constitutional’ [law] cannot take place in isolation from other branches of public law or in a context that is exclusively national”. Not only is comparative content of itself enlightening, but this paper argues comparison as a teaching method has at least four virtues. First, teaching in a comparative paradigm better prepares graduates for an interconnected and global legal marketplace. Second, it helps illuminate curriculum content. Third, it makes for good citizenry. And, fourth, it enhances the research/teaching nexus. In so doing, this paper explores the use of comparative law as a teaching methodology in core public law subjects rather than by way of additional curriculum content. As with all things, however, where there are virtues, there are also vices. In this context, such vices include questions of relevance and threats to space, time and coherence in legal education. To that end, the disadvantages of comparative approaches in teaching public law are also considered. 相似文献

Divorce and the resultant process of child custody decision making impact heavily on the lives of children. Increasingly, parents and professionals have realized the importance of encouraging shared responsibility in child rearing following separation and divorce. This shared responsibility must continue throughout a child's life and into young adulthood. This article introduces a comprehensive child-and family-focused model of decision making. The goal of this model is to assist professionals in their work with parents and to help parents formulate parenting plans that reflect the ever-changing developmental needs of each child and that specify how each parent will meet the particular needs of each child in the family. Through the use of educational parenting seminars and the completion of a Needs Assessment for each child, flexible parenting plans are created and positive co-parenting skills develop. 相似文献

In the current study we hypothesized – and found – that coercive interviewing increased the incidences of false accusations made by eyewitnesses. Fifty-nine university students participated in a laboratory study in participant-confederate pairs and were later interviewed about whether the confederate stole a research assistant’s cell phone. Participants interviewed using a Coercive Interview were significantly more likely to falsely accuse the confederate of stealing a cell phone than were participants interviewed using a non-coercive, Control Interview. Our findings raise questions regarding why participants gave false accusations and whether coercive methods could result in more accurate testimony from reluctant witnesses. We suggest the need for potential safeguards, such as the electronic recording of interviews of non-suspect witnesses to prevent or document the use of coercive methods. 相似文献

How do leaders develop reputations for resolve across repeated interactions? While scholars find that leaders can acquire individual reputations for resolve, we know relatively little about how these leader-specific reputations form to begin with. This article examines how leaders develop reputations for resolve from the very beginning of their tenures and present three key hypotheses regarding these leader-specific reputations. First, statements are more influential to reputational assessments during initial interactions. Second, statements create expectations of future behavior, which interact with a leader’s subsequent actions to influence reputation development. Third, initial perceptions of resolve significantly condition later assessments. Through a process tracing survey experiment, I find evidence that resolute statements are more substantively influential during early interactions. I also find early perceptions of resolve do significantly influence later perceptions. Furthermore, statements create expectations of future behavior, and it is by meeting or defying these expectations that a leader’s reputation for resolve is improved or injured within the experiment. These results remain robust even when controlling for contextual factors, including state characteristics. The implications of these findings for both scholars and policy makers are discussed, and this study illustrates how individual leaders develop these reputations for resolve across interactions. 相似文献
