Although many police departments use Special Weapons and Tactics (SWAT) teams, surprisingly there is very little research on them. This study examined the use of force by SWAT and non-SWAT police officers. SWAT officers may be socialized to use force as a result of the dangerous situations they frequently encounter, and thus more likely to use force in non-SWAT situations. The results of this research note, however, indicated there was a statistical nonsignificant relationship between SWAT status and the use of force. This article focuses upon one particular aspect of new institutionalist thinking – that which analyses the scope for, and constraints upon, deliberate interventions in institutional change. New institutionalist insights are used to illuminate the challenges faced by the British Labour government in its programme for modernizing local government. The focus is upon two core concepts: robustness and revisability – a pairing which highlights the potential contradictions that exist within the new institutionalist approach to design. It is argued that New Labour struggled to achieve a balance between these key design criteria during its first term, with revisability increasingly sacrificed in favour of robustness. In its second term in office (since June 2001), Labour has sought to rebalance robustness and revisability, largely through the principle of 'earned autonomy'. In this context the values informing the institutional redesign of local government have become less clear and more contested, and there has been a progressive shift from commitment-based to control-based strategies for change. 相似文献

Many readers will be familiar with the work of Robert Chambers, including his six 'biases' of the development professional--namely spatial, project, person, seasonal, diplomatic, and professional--and with his suggestions for overcoming them. Many will also be familiar with the challenge of putting his advice into practice, notably on short-term assignments. The question asked here is whether the consultant can do anything constructive about those who are 'last' on the development ladder; and in so doing render the invisible just a bit more visible. This article provides four illustrations taken from the author's experiences in Mozambique, Malawi, Bangladesh, and Zimbabwe. All involve attempts to partially apply Chambers' ideas. All are modest in ambition, scale, and scope. The main purpose of describing these cases is to stimulate discussion of the possibilities of incorporating the ideas of participatory and inclusive development processes within the unpromising confines of the two- or three-week assignment. 相似文献

Abstract: Recently the European Court of Justice has been shedding a new light on the limits of Community competence for defence. This article analyses the rulings in Sirdar, Kreil, and Dory with regards to two interrelated issues. First it discusses the effect of Community law on the equality of men and women in the armed forces of the Member States. Second, it deals with the impact of these decisions on the constitutional order of the European Union. The article argues that Community law has a considerable impact on defence‐related national law.
