Joan McCord’s follow-up study of the Cambridge–Somerville Youth Project showed that even well-intentioned, well-implemented prevention programs sometimes have harmful effects on participants. She reported that peer reinforcement of delinquent behaviors or bragging about delinquent behaviors that occurred during summer camp experiences provided as part of the project might explain the negative outcomes observed for treatment boys. We explored this “deviancy training” mechanism in the context of an evaluation of an after-school program. The study found that peer deviancy training does occur in the context of after-school programs, that it is more likely to occur during less structured activities, and that more violent behavior also occurs during these less structured times. Also, the amount of adult supervision that is afforded in after-school programs did not counteract the reinforcing effect of peers. Finally, we showed that while teaching a prevention curriculum that was part of the after-school program, the most effective group leaders provided positive reinforcement for students’ pro-deviancy expressions. A scale assessing beliefs that illegal, violent, and risky behaviors are common and acceptable in the peer group favored the control students in the programs in which group leaders were observed providing this positive reinforcement. Implications for prevention programming are discussed.  相似文献

This study examines the features of effective school-based prevention of crime, substance use, dropout/nonattendance, and other conduct problems. It summarizes, using meta-analytic techniques, results from 165 studies of school-based prevention activities that ranged from individual counseling or behavior modification programs through efforts to change the way schools are managed. The results highlight several inadequacies in the existing research for guiding policy and practice, the most notable of which is that many popular school-based prevention approaches have not been well studied to date. The study shows, however, that school-based prevention practices appear to be effective in reducing alcohol and drug use, dropout and nonattendance, and other conduct problems. The size of the average effect for each of the four outcomes was small and there was considerable heterogeneity across studies in the magnitude of effects, even within program type after adjusting for measured method and population differences. Non-cognitive-behavioral counseling, social work, and other therapeutic interventions show consistently negative effects, whereas self-control or social competency promotion instruction that makes use of cognitive-behavioral and behavioral instructional methods show consistently positive effects. Also effective are noninstructional cognitive-behavioral and behavioral methods programs. Environmentally focused interventions appear to be particularly effective for reducing delinquency and drug use.  相似文献

This article analyzes the evolution of teleworking and hybrid work policies in the public sector over the last two decades. It focuses on the Government of Canada, concentrating on the paradigmatic shifts brought about by COVID-19, particularly the impact on the development of teleworking and the transformation of the workplace into a hybrid model. Based on a historical neo-institutionalism approach, this article suggests that the pandemic has propelled the expansion of telework reforms, becoming a key driver in altering the application of both telework and hybrid policies. However, this article argues that, despite the general recognition in the effectiveness of telework and hybrid policies, there are still headways to be made, predominantly because there is still disagreement as to how these policies should be defined and ultimately applied in the federal public sector.  相似文献

In the past decade, China has increasingly resorted to top‐down, “blunt force” solutions to environmental problems; officials forcibly shutter or destroy factories to reduce pollution, at immense cost to local growth and employment. Why would a high capacity state like China resort to such a costly method of pollution control? I argue that blunt force enforcement is targeted at overcoming principal–agent problems in the bureaucracy. When institutions are too weak to hold bureaucrats accountable, political leaders increase oversight by drastically reducing the number of steps and resources required to produce a regulatory outcome—resulting in blunt force measures. I illustrate this logic through case studies from China's multiyear war on pollution. Using original data on blunt force measures, I then show how localities with lower bureaucratic compliance face greater blunt force pollution enforcement. These findings reveal that when bureaucratic accountability is weak, states pay a very high cost for cleaner air.  相似文献

The purpose of expert reports is to support the judge in his decisions, by providing technical information. However, it remains uncertain as to what extent the content of these reports is used, and if they are effectively associated with judicial decisions. The aim of this study was to perform a qualitative analysis of case reports in relation to the judicial decisions rendered in association with these reports, by determining the connection between causal nexus and aspects of fault. The case reports included lawsuits against dentists, issued by the Medical Justice Department of the State Court of Appeals of Rio Grande do Sul, Brazil, between 2010 and 2013. Comparing the percentage of agreement between case report and judicial decision, causal nexus was 79.9% and fault was 86.7%. The high percentages of agreement found in relation to fault and causal nexus highlight the relevance of expert reports in weighing the judge's decision.  相似文献

LEGAL CONTEXT: This paper reviews some of the recent leading decisions of theOHIM's Boards of Appeal, interpreting Article 7(1) (f)–(k)of Council Regulation (EC) No. 40/94 of 20 December 1993 onthe Community trade mark (CTMR). KEY POINTS: Issues of public morality are considered in Grand Board's decisionin ‘Screw You’ and trade marks that deceive thepublic as to the nature, quality, or geographic origin of thegoods and services they cover are looked at in the ‘WineOh!’ case. The application of the public interest conceptunderlying heraldic signs, emblems, and geographical indicationsappearing on alcoholic beverages is also reviewed.
