This article seeks to determine what light the literature on the political economy of agriculture in Southeast Asia can shed on the analysis that underpins the World Bank's 2008 World Development Report, Agriculture for Development. It argues that work on Southeast Asia highlights gaps and problems in the Bank's account relating to the dynamics of boom crops, to the nature of social and political mobilisation around agriculture, and to the conceptualisation of agrarian transition.  相似文献

There has been increased emphasis in the last three decades on the decentralization of natural resource governance decisions to local government in developing countries as a means of improving environmental quality, public service delivery, and the accountability of local officials. We examine the performance of decentralization of natural resource management services in a large sample of municipal governments in four Latin American countries. Our analysis includes a variety of factors discussed in the literature as important in influencing the responsiveness of government officials to local needs. We provide a nested institutional model in which local officials respond to incentives created by the structure of formal political institutions at both the local and national level. The results provide support for the importance of considering local and national institutional arrangements as these co-determine the political incentives within decentralized systems.

Derek Kauneckis   is an assistant professor in the Department of Political Science, University of Nevada, Reno. His research examines environmental governance, policy design and the development of decision-making structures as they relate to environmental outcomes. Current work focuses on property right arrangements, sustainability and science and technology policy within federal systems. He holds a M.S. in International Development from UC Davis and a Ph.D. in Public Policy from Indiana University at Bloomington. Krister Andersson   is an assistant professor in environmental policy at the University of Colorado at Boulder. His research focuses on issues related to public policy reforms and their mixed effects on rural development and natural resource governance in Latin America. His work has appeared in journals such as World Development, Comparative Political Studies, and the Journal of Policy Analysis, and Management, among others. In the book The Samaritans Dilemma (Oxford, 2005) he and his co-authors examine the institutional incentive structures of development aid.  相似文献

This article unveils the policy agenda of the European Central Bank (ECB) Governing Council as found in the speeches that Governing Council Members gave between 1999 and 2018. Using a dynamic topic‐modeling approached based on non‐negative matrix factorization, we demonstrate how the issues discussed by ECB Governing Council members have evolved over time, and how the general punctuation hypothesis (Jones, B. D. & Baumgartner, F. R. (2005). The politics of attention: How government prioritizes problems. University of Chicago Press) sheds light on what drives this process. We find that unlike policy outputs from many other policymaking systems, ECB communications evolve in a proportional manner. We attribute this finding to the information‐processing capacities of the bank. Our findings speak to the literatures on central bank communications, the evolution of policy agendas, and the application of topic models to speech texts.  相似文献

Forensic entomology uses knowledge of arthropod ecology to help solve crimes. There has been no published forensic entomological research in Alaska. We used one piglet carcass split in half to create two carcass plots in Fairbanks (~64.8°N, subarctic) that were sampled over a period of 59 days in 2019. Four pitfall traps were placed around each carcass, and four similarly arranged pitfall traps were placed 40 m distant as controls. Traps were emptied approximately weekly covering the first four stages of decomposition. We focused on adults of the larger-bodied (>9 mm) families and subfamilies of Coleoptera: Staphylinidae (subfamily Staphylininae), Carabidae, and Silphidae. A total of 621 specimens were collected and processed: 29 staphylinines, 210 carabids, and 382 silphids. A one-way ANOVA showed no significant difference between the mean numbers of staphylinines or carabids caught in carcass versus control traps. Silphids showed significantly greater mean number of beetles caught in carcass traps relative to control traps. Four species of Silphidae were documented, but contrary to similar studies, the vast majority of specimens belonged to two species of Nicrophorus (N. vespilloides Herbst and N. investigator Zetterstedt). Each of the three target taxa showed a peak in the number of specimens collected during the bloat stage of decomposition despite the carabid peak being driven by a phytophagous species.  相似文献

From 1978 to 1994, the Department of Defense conducted more than 2,000 competitions in which private contractors and the government's in‐house team bid to provide a service performed in‐house before the competition. A three‐equation model is constructed, which is used to estimate the in‐house bid, the minimum contractor bid, and the in‐house team's baseline cost. The model accounts for the fact that the in‐house bid is constrained not to exceed its baseline cost. The estimates are used in simulations of the savings from the completed competitions ($1.55 billion annually, 35 percent of the baseline cost) as well as the savings from various alternative policies, including competitively tendering all the functions on the Department of Defense's list of potential candidates ($7.58 billion annually). © 2001 by the Association for Public Policy Analysis and Management.  相似文献

It is over a year since the collapse of the devolved administration at Stormont, which left one region of the United Kingdom without a functioning executive. Reluctance to introduce direct rule from Westminster reduced Northern Ireland to a desiccated form of governance. This article examines the nature and form of government in this political vacuum. The consequences of this system are examined in terms of the absence of legislation, mechanisms for scrutiny, and participation in intergovernmental relations. In the absence of devolution and direct rule, the potential for greater involvement of the Irish government in the affairs of Northern Ireland is also considered.  相似文献

The importance of livestock as a pathway out of poverty is widely recognised, but the effectiveness of pro-poor livestock development projects has been questioned. This study examines a sample of livestock development projects to draw lessons about their effectiveness and identify best practice. A large proportion of projects (60 per cent) were categorised as having not been successful. Project success is found to be positively associated with size of project, diversity of direct project beneficiaries, institution development activities in projects, and effective monitoring and evaluation activities. Lack of reliability of government partners, and inclusion of other agricultural activities together with livestock activities in projects, undermine success.

Résultats en matière de développement pro-pauvres des projets basés sur l’élevage : analyse et enseignements tirés de la documentation de projets

L'importance de l’élevage comme moyen d’échapper à la pauvreté est largement reconnu, mais l'efficacité des projets de développement pro-pauvres basés sur l’élevage a été mise en cause. Cette étude examine un échantillon de projets de développement basés sur l’élevage pour en tirer des enseignements concernant leur efficacité et identifier les meilleures pratiques. Un considérable pourcentage des projets (60 pour cent) ont été catégorisés comme n'ayant pas réussi. Le succès des projets se révèle être positivement associé à la taille du projet, à la diversité des bénéficiaires directs du projet, aux activités de développement des institutions dans le cadre des projets, et à des activités efficaces de suivi et d’évaluation. Le manque de fiabilité des partenaires gouvernementaux et l'inclusion d'autres activités agricoles dans les activités d’élevage dans le cadre des projets ont aussi une incidence négative sur le succès.

Desempeño de los proyectos de desarrollo ganadero en pro de los pobres: análisis y aprendizajes a partir de la documentación de los proyectos

Es ampliamente reconocida la importancia que tiene el ganado como un medio para salir de la pobreza. Sin embargo, se ha cuestionado la efectividad de algunos proyectos de desarrollo ganadero en pro de los pobres. El presente estudio examina una muestra de proyectos de desarrollo ganadero, con el fin de obtener aprendizajes sobre su efectividad y de identificar las mejores prácticas. Un elevado porcentaje (60%) de los proyectos fue clasificado como no exitoso. Se encontró que el éxito del proyecto se asocia positivamente a su tamaño, a la diversidad de los beneficiarios directos, a las actividades de desarrollo llevadas a cabo por las instituciones participantes en el proyecto, así como a actividades de monitoreo y de evaluación efectivas. El éxito de los proyectos se ve disminuido por la falta de formalidad de las contrapartes gubernamentales y por la incorporación de otras actividades agrícolas en los proyectos ganaderos.

Desempenho de projetos sobre gado pra o desenvolvimento dos pobres: análise e lições extraídas da documentação de projetos

A importância da criação de gado como um caminho para sair da pobreza é altamente reconhecida, mas a efetividade de projetos sobre a criação de gado para o desenvolvimento de pessoas pobres tem sido questionada. Este estudo examina uma amostra de projetos sobre criação de gado para o desenvolvimento visando extrair lições sobre sua efetividade e identificar as melhores práticas. Uma grande proporção dos projetos (60 por cento) foi classificada como não tendo sido bem-sucedida. Constatou-se que o sucesso do projeto está positivamente associado ao seu tamanho, diversidade dos seus beneficiários diretos, atividades de desenvolvimento institucional nos projetos e monitoramento efetivo e atividades de avaliação. A falta de confiança de parceiros do governo e a inclusão de outras atividades agrícolas, juntamente com as atividades de criação de gado nos projetos, impossibilitam o seu sucesso.  相似文献

Social services departments have been an integral feature of local authorities in England for delivering social services since 1970 with a distinct identity, a largely uniform set of social service functions and similar organisational structure. This model of a unified social services department has survived major structural reorganisations in local government, the community care initiatives and social services modernisation agendas. This paper reviews recent government initiatives to promote closer collaboration between health and social services and identifies the different models now in place or being put into place. These include formal partnerships, integrated management, integrated care trusts and the example of fully integrated health and social services trusts. The paper considers whether such developments along with the establishment of new children's trusts will finally mean the disintegration of local authority social services departments, whether the Seebohm vision has been abandoned and what future there is for social care within local government.  相似文献
