This article examines the role of ethnicity in the formation of political cleavage and is based on the analysis of the political agenda of the Polish national minority in Lithuania after the re-establishment of the independent state in 1990. It analyzes the political performance of the Electoral Action of Poles in Lithuania (EAPL), an ethnic-based “niche” political party that tends to keep a monopoly over the representation of interests of the Polish minority in Lithuania and collects a vast majority of the votes of citizens of Polish origin. The article considers how specific in comparison to the titular nation the interests of the Polish national minority are, and how different in comparison to the political agendas of other political parties the political agenda of the EAPL is. 相似文献

Recognition is what makes science move forward. Yet, late recognition has been an existing phenomenon in the scientific community for centuries. Does this phenomenon of “Sleeping Beauties”, as these works are sometimes called in academic literature, exist in Political Science? The bibliometric analysis we applied showed a positive answer. Our paper is the first case study of “Sleeping Beauty” that is not an article but a book. The book by A. F. Bentley, The Process of Government, serves as an example of “Sleeping Beauty” in the Political Science domain. What put this work to “sleep”? And why, at some point, it has been suddenly “awakened” by a large number of citations? Acemoglu and Robinson (in The American Economic Review 90(2):126–130, 2000) argue that historically economic rents have been less of a barrier to regulatory reform and innovation than political rents. Contrary to this conclusion, I argue that the important margin of distinction for factors preventing deregulation is not whether rents are economic or political, but rather what alternative profit opportunities are available and how innovation has changed the entrepreneurial opportunity set. Using the example of medieval Cologne, I show that the transitional gains trap framework, as developed by Tullock (in The Bell Journal of Economics 6(2):671–678, 1975), applies in a static environment and can successfully prevent reform over long periods of time, but that neither political nor economic entrepreneurs will ignore an opportunity for increased profitability in the long run. State control of land plays a critical role in producing land dispossession throughout the Global South. In Myanmar, the state’s approach towards territorial expansion has driven the country’s system of land governance, resulting in widespread and systemic land grabbing. This article investigates ongoing land governance reforms as key terrains for contesting such abuses of power. Employing a relational land governance approach, we view reform processes as shaped by changing power-laden social relations among government, civil society, and international donor actors. Legal and regulatory reforms in Myanmar potentially act as sites of meaningful social change but in practice tend to maintain significant limitations in altering governance dynamics. Civil society organizations and their alliances in Myanmar have played an important role in opening up policy processes to a broader group of political actors. No shared haplotypes were observed, demonstrating the usefulness and informative power of these Y-STRs in male lineage identification in Cartagena. This article reflects on the real world relevance of rational approaches to grantmaking. The characteristics and environment of foundation work are outlined, then both traditional and newer funding practices are analysed. Unpacking implicit assumptions of a rational approach, eight costs to foundations and their grantees are identified. The final sections of the paper consider what grantmaking for a complex and disorderly world might encompass. In conclusion, while rational approaches to grantmaking provide a comfortable aura of certainty, funders need to adapt to a little discomfort. 相似文献
