We calculate the rally 'round the flag effect (Mueller, 1970, 1973) for all 41 U.S. foreign policy crises, 1950–1985, identified by the International Crisis Behavior Project (Wilkenfeld, Brecher, and Moser, 1988). The mean change in the president's approval rating is surprisingly small: 1.4 percent among all respondents. The greatest influences on the rallying effect of a crisis are whether or not the United States is involved in an ongoing war and, especially, theNew York Times's coverage of the president's major response to a crisis. When a major response is reported in the headlines, the rally is more than 8 percentage points greater,ceteris paribus, than when it is not reported on the front page. TheNew York Times's reporting is influenced by the nature of the president's response, the efforts of his administration to publicize his actions, the degree of Soviet involvement, the location of the crisis, and the willingness of opposition leaders to take a newsworthy position regarding the president's performance.  相似文献

This case study examines a form of occupational regulation infrequently examined in academic literature – titling laws. These laws regulate who may legally use a phrase, or title, to describe their work to the public. Focusing on the interior design industry, this article demonstrates how industry leaders use titling laws as the first step in a push for full occupational licensure. In so doing, they allege a need for regulation out of concern for public health and safety, but as data in this case study indicate, there appears to be no threat to public health and safety from unregulated interior designers. Instead, designers advocate for increased regulation of their own industry, through the evolution of titling laws to full licensure, due to the benefits it affords them.  相似文献

The Enlightenment as the origin of modernity and as the foundation of moral universalism has been much invoked by social theory in recent years especially by writers influenced by Michel Foucault's essay on the subject. Postmodernism and cultural anthropology have made the question about Enlightenment universalism ever more pressing. At one level the issue is very simple. By its emphasis on universalism in knowledge and ethics, the Enlightenment made particularity a problem and it resulted in a stigmatization of those social groups that patently departed from its magisterial interpretation of rationality appear to be irrational, premodern and dangerous. Aamir Mufti claims uncontroversially that the Enlightenment idea of universalism set up a series of contrasts between the universalism of the bourgeois world of civility, civilization and citizenship on the one hand and local practices and customs on the other. The result was to construct a classification of social minorities who were deemed to be in need of education, moral reform, modernization and assimilation. Enlightenment in the Colony involves a comparison between “the Jewish Question” and the Partition of India. The particularity of Jews and Muslims is examined in the context of modern assumptions about universalism, especially the notion of universal citizenship.  相似文献

Since segments of the selectorate differently experience costs and benefits from rivalry, the foreign policy choices of leaders reflect these domestic preferences. As a result, shifts in the composition of the domestic coalition of support backing the leader provide a fundamental determinant of rivalry termination. While previous research sought to explore the relationship between domestic political turnover and rivalry termination using regime transitions as a proxy for turnover of the state’s domestic ruling group, in practice this measure exhibits significant disconnection with the quantity of interest. Further, there are alternative pathways through which regime transitions may lead to rivalry termination. I test the relationship using new data from the CHISOLS project, finding that when rivals undergo a change in the source of support that maintains the leader in office, the probability of rivalry termination rises dramatically. I further find that regime transitions have an effect on the probability of rivalry termination that is independent of the effect of ruling coalition turnover. This study thus both asserts the relationship between domestic political turnover and rivalry termination and clarifies the mechanism by which the relationship operates.  相似文献

Many jurisdictions have instituted child protection mediation programs (CPM) for the purposes of reducing the length of children's stays in out‐of‐home care and decreasing court system burden, and numerous studies have shown promising results. However, important implementation and sustainability problems persist. This article presents a case study's findings and retrospectively interprets underlying reasons for challenges the program faced in implementation. Study implications call for a more structured planning process, including early partnership with experienced court‐based evaluators to develop successful marketing and recruitment strategies that may encourage stakeholder endorsement and foster sustainability.  相似文献

The aim of this article is to explore identity dynamics of unit and department leaders in a healthcare setting using both social identity and social exchange theories. In particular, we developed a mediational moderated model in which supervisor trust indirectly influences identification with a subordinate level (i.e., the clinical unit) through its effect on identification with a superordinate level (i.e., the organization as a whole). Furthermore, we predicted and found that this relation is moderated by organizational tenure, contract breach, and the clinical-manager's role (heads of clinical units vs. chairs of departments). We tested our hypotheses with doctors of a large public hospital in northern Italy. A total of 370 doctors completed questionnaires measuring organizational and unit identification, supervisor trust, and contract breach. Results supported our hypotheses: supervisor trust was related to unit identification through its effect on organizational identification. As expected, this relation was stronger for more tenured department chairs, and for those doctors who perceived less contract breach.  相似文献
