This article explores a missing link in the recent literature on the formation of social policies: that between democracy and universalism, one desirable yet elusive feature of these policies. We base our argument on a case study of Costa Rica, the most successful case of universalism in Latin America. We proceed by first depicting Costa Rica's peculiar policy architecture, based on the incremental expansion of benefits funded on payroll taxes. Then we reconstruct the policy process to stress the key role played by technopoliticians in a democratic context. Backed by political leadership and equipped with international ideas, technopoliticians drove social policy design from agenda setting to adoption and implementation. Third, we argue that key aspects of the policy architecture established in the early 1940s were fundamental building blocks for a distinctive and seldom explored road to universalism. This article, building on the emerging theoretical corpus of “reputation theory” provides an alternative explanation about how successful policies are obtained in contexts of bureaucratic weakness and volatile politics. The argument is that politicians choose to intervene in delivering successful policies based on how contributable such policies are to construct their political reputations. The findings suggest that in both countries, less tenured politicians face higher incentives to build their reputations, so they choose to deliver better policies to accumulate “successful experiences” as vitae for electoral purposes. Tenured politicians, in turn, opt for inaction or strategic delivery, to preserve their already won political reputations. The present article brings evidence from the education sector of Peru and Bolivia, a sector that has been at the core of these countries' priorities for decades. Through a mixed methods approach involving a panel regression and in-depth interviews, results obtained largely confirm this article's claims.  相似文献

Evidence from twin, adoption, and family studies suggests that there is strong aggregation of suicidal behaviors in some families. By comparison, the role of social modeling through peers has yet to be convincingly established. This paper uses data from four large studies (the WHO/EURO Multicentre Study on Suicidal Behaviour, the WHO/SUPRE-MISS, the CASE study, and the Queensland Suicide Register) to compare the effects of exposure to fatal and nonfatal suicidal behavior in family members and nonfamilial associates on the subsequent suicidal behavior of male and female respondents of different ages. Across all studies, we found that prior suicidal behaviors among respondents' social groups were more important predictors of suicidal behavior in the respondents themselves than previous research had indicated. Community-based suicide attempters in the WHO SUPRE-MISS had higher rates of exposure to prior suicide in nonfamilial associates than in family members. In an adolescent population, exposure to prior fatal suicidal behavior did not predict deliberate self-harm when exposure to nonfatal suicidal behavior (both familial and social) were controlled for, but exposure to nonfatal suicidal behaviors in family and friends was predictive of deliberate self-harm and suicide ideation, even after controlling for exposure to fatal suicidal behavior. The potential impact of "containment" of information regarding suicidal behaviors as a prevention initiative is discussed, in light of information behavior principles of social marketing.  相似文献

This article analyzes the factors that directly influence levels of debt in Spanish local governments. Specifically, the main objective is to find out the extent to which indebtedness is originated by controllable factors that public managers can influence, or whether it hinges on other variables beyond managers’ control. The importance of this issue has intensified since the start of the crisis in 2008, due to the abrupt decline of revenues and, simultaneously, to the fact that the levels of costs these institutions face has remained the same or, in some cases, increased. Results can be explored from multiple perspectives, given that the set of explanatory factors is also multiple. However, the most interesting finding is the varying effect of each covariate depending on a municipality's specific debt level, which suggests that economic policy recommendations should not be homogeneous across local governments.  相似文献

During the 1880s, a significant number of Chilean administrative services were reformed following the characteristics of the Weberian bureaucracy. From the analysis of two cases of administrative reform (the so-called Prussianization of the Chilean Army and the creation of institutions in the field of public health), this article seeks to understand why bureaucracy gained ground in nineteenth century Chile. Specifically, the article discusses how social conditions led policy makers to choose bureaucracy as a model for administrative organization. Through this analysis, the article aims to contribute to the theoretical discussion on the causes of bureaucratization.  相似文献

The economic voting literature shows that good economic performance bolsters the electoral prospects of incumbents. However, disagreement persists as to whether voters in vulnerable economic conditions are more likely to engage in economic voting. It is argued in this article that a crucial factor in explaining individual‐level variation in economic voting is the degree of exposure to economic risks, because risk exposure affects the saliency of the economy in voting decisions. In particular, the focus is on job insecurity and employability as key determinants of economic voting patterns. The article hypothesises that the extent of economic voting is greater in voters who are more vulnerable to unemployment and less employable in case of job loss. Support for these hypotheses is found in a test with a dataset that combines survey data on incumbent support with occupational unemployment rates and other measures of exposure to economic risks.  相似文献

After declining from the mid-1970s to the mid-1980s, inequality in monthly earnings in Costa Rica stabilised from 1987 to 1992 and then increased from 1992 to 1999. In this article, we use recently developed techniques to measure the extent to which these changes in earnings inequality were the result of changes associated with the distributions of personal and workplace characteristics of workers or the earnings differences associated with those characteristics. We present evidence that the most important cause of the fall in inequality prior to 1987 was a decline in returns to education. Inequality stopped falling in Costa Rica in the 1990s in part because returns to education stopped falling. The most important cause of rising inequality in monthly earnings in the 1990s was an increase in the proportion of workers working a non-standard work week (part-time or over-time).  相似文献

To date, there is no synthetic, general theory of violence able to integrate the less complete theories of violent behaviour. There is little agreement among researchers about the causes of violence (not to mention what to do about it) and the field has become vast in terms of literature. This paper reviews theories of violence, mostly from sociology, political science and psychology both at the level of the individual and the collective. The paper is divided in two parts: the first deals with theories that see violence as a reaction, the second deals with those theories that see violence as a mean to attain goals.  相似文献
