This article examines Mongolia's and North Korea's bargaining with the People's Republic of China to provide insight into Northeast Asian regional dynamics and weak state bargaining behavior. The article demonstrates how both Mongolia and North Korea (which it demonstrates are weak states) employ a variety of tactics within the categories of capitulation, neutrality and confrontation when managing their respective relations with China. The article also argues the applica`bility of the two case studies to a better understanding of the diplomatic challenges China faces as it continues its development and to China's relations with the various weak states on its periphery.  相似文献

New to Beijing in the 1910s, actresses, especially opera stars and members of large all-female troupes, were active agents of theatrical innovation. Competing with actors in a rapidly commercializing theater business, certain privileged actresses developed a different repertoire and performance style for female roles by adapting regional opera traditions. As the characters they played onstage boldly sought the thrills of courtship and pursued their personal desires, these actresses fashioned a new flirtatious female subjectivity, different from that associated with heroines in the cult of qing in Ming literature, the sentimentalism of Butterfly fiction, and the May Fourth ideal of free love. However, as they assumed female roles that transgressed traditional expectations and catered to a male-dominated audience, actresses found their own commodification as sexual objects was inevitable.  相似文献

This study sets out to analyze and evaluate the implementation of a system for the regulation and control of social policies ("Social Comptrollership") involving civil society so as to reinforce the mechanisms for ensuring transparency and responsibility in the government's operation of social programs and the execution of public works Here is presented the analysis of the Federal Rural Housing Program (in Spanish: "Programa de Vivienda RuraF') that is aimed at providing accommodation to families in situations of severe poverty living in communities described as suffering from "high or very high levels of marginalization". The main conclusion of this research, which is based on a series of interviews with aid recipients, the officials and the social organizations involved, is that the regulatory aspects of this system for controlling social policies are not effective, since they lack mechanisms for enforcing the sanctions set down for participants who do not respect the agreements they have entered into.  相似文献

This paper provides a constructivist explanation of the political weakness of the EU in East Asia. By examining the corporate identity of the EU as well as its social identities towards ASEM, China and Japan, I argue that the identities which the EU has constructed towards the outside world and in relation to the region, based on self recognitions of its superpower status and the defence of certain political values, is disliked by both China and Japan for different reasons. Without the support of the two regional superpowers, the EU is not capable of getting involved in the resolution of East Asian hard political affairs.

This article analyzes the domestic drivers of regulatory state formation in India and Brazil and its consequences for the global rules governing pharmaceutical patents. We first analyze Indian and Brazilian politics of regulatory state formation; then, in light of the extent to which the two countries have built regulatory capacity and capability in the field of patent regulation, we explore whether and how they have been able to influence the existing intellectual property regime in health. We look into India's Section 3(d) and Brazil's prior consent requirement. Whereas India's Section 3(d) regulation has gained international regulatory influence by diffusing to other developing countries, the same cannot be said for Brazil's prior consent regulation, which has been caught by policy-reversals. The transition toward regulatory states in emerging countries is a bulky road and does not progress in linear ways. However, once regulatory capacity and capability have been solidified, domestic policy innovations can become internationally influential.  相似文献
