This paper focuses on the distribution of sectoral unemployment risks and the role of political regimes in the foundational moments of unemployment compensation. The institutionalization of unemployment compensation is a function of two factors. First, it depends on the distribution of unemployment risks by economic sectors. Second, the effect of risk inequality is conditional upon the political regime type. I employ event history analysis of 144 countries throughout the world for the long historical period from 1880 to 2000. The results show that an overall societal level of unemployment risk and inequality of sectoral unemployment risks in a society are positively associated with the likelihood of the institutionalization of unemployment compensation. In addition, the effect of risk inequality is much higher under democracy than under dictatorship. A broader implication is that the creation of unemployment compensation is not only a function of homogeneous working class power but also a function of working class conflict that stems from the heterogeneity of unemployment risks among workers.  相似文献

In the May 2014 general elections in India, the Bharatiya Janata Party (BJP) emerged as the majority party. The BJP has formed a coalition with regional parties (the National Democratic Alliance), but many view the event as a “critical election,” presaging the realignment of Indian politics along Hindu nationalist values. This article reviews the approaches used to understand the BJP-led NDA government’s policies toward religious minorities and argues that far from marking a radical departure, there are more continuities than discontinuities in these policies with previous administrations.  相似文献

Manufacturing plant closure has been the subject of much national concern, and an extensive literature principally focused on the developed world. This study extends the findings on plant closure with an analysis of export-oriented manufacturers (maquiladoras) in Mexico, 1996–2006. The foci of this research are hypothesised variables of maquiladora closure: product manufactured (value-added), size of plant, plant location, and size of urban place. The results of a logistical regression model indicate that plant size and value-added are highly probable determinants of plant closure; large, high value-added product maquiladoras have low rates of plant closure. Maquiladoras manufacturing low value-added products have high rates of closure; however, these manufacturers also have significant numbers of surviving plants. This suggests that multiple manufacturing platforms are viable among Mexico’s export-oriented industry. The findings also suggest that much plant closure is a result of exogenous factors,exiting plants in a global search for cheap labour. Mexico, however, has a geographic comparative advantage that, for many maquiladoras, trumps wages in more distant locations.  相似文献

Courts of modern democratic societies have generally implemented appeal procedures to correct potential errors in ruling. However, considering the time and effort that both litigants spend, availability of an appeal cannot be better than reaching the correct judgment in the original case. This difficulty raises the policy issue of how to reduce the rate of appeals and improve welfare of litigants. In this paper, we assert that lower caseloads allow judges to expend more time and effort on each case, contributing to lower appeal rates. Analysis of court-level data from Korea corroborates our inference.  相似文献

Prices in illegal drug markets are difficult to predict. Based on qualitative interviews with 68 incarcerated drug dealers in Norway, we explore dealers’ perspectives on fair prices and the processes that influence their pricing decisions. Synthesized through economic sociology, we draw on perspectives from traditions as different as behavioral economics and cultural analysis to demonstrate how participants in illicit drug distribution base their pricing decisions on institutional context, social networks, and drug market cultures. We find that dealers take institutional constraints into consideration and search for niches with high earnings and low risks. The use of transactions embedded in social networks promotes a trusting form of governance, which enables strategic network management and expedient distribution but also uncompetitive pricing. Finally, dealers’ pricing decisions are embedded in three different cultures narratives: business, friendship, and street cultural stories, with widely varying implications for prices. Our findings demonstrate how an economic sociology of illicit drug distribution can extend insights from behavioral economics and cultural studies into a coherent criminology of illegal drug markets.  相似文献

Electronic commerce has brought about business and technological changes globally, and these global changes have given rise to major legal reforms across nations. In the fast-changing global digital economy, states need strategies to maintain competitiveness of their markets while simultaneously ensuring the secure and effective use of technologies involved in conducting electronic transactions. This paper examines how the use and recognition of electronic signatures are regulated in Southeast Asia – the region that has shown the most significant growth in global e-commerce in past few years. Based on a comparative analysis of the laws of four representative ASEAN member states – namely Singapore, Thailand, Malaysia, and Vietnam, this paper argues that there is a regional trend towards adopting more liberal and technology-neutral standards for electronic signatures. Electronic signature regulation in Southeast Asia is now built upon limited technological neutrality (or the so-called “two-tiered” approach) as a shared regulatory understanding, but this approach is operationalized differently in each state due to distinctive national contexts. Within the common legal framework, each state has developed its own system of control and management with respect to higher-level signatures (using advanced technologies). The principle of technological neutrality, a concept originally developed for the regulation of technologies in response to the liberalization of telecommunications market, has been the central theme of discussions on the e-transactions policy-making scene. As the author shows, in the process through which states localize the global standards of technological neutrality, ASEAN as a vehicle of regulatory change has played an essential role in translating this principle to the national context.  相似文献
