The cliche that ‘one man's terroirist is another man' freedom fighter’ represents the major dilemma of anti-terrorism policymakers and administrators. The conceptual confusion is further complicated by the ideological orientations and policy interests of the observers. The comparative study of terrorism, however, has provided a conceptual underpinning and does provide the tools for sorting out the biases. This article compares the six principal models of political terrorism and suggests that each in fact describes a distinct form of political violence depending upon the perspective of the observer. Each of the forms of terrorism, moreover, may require a unique set of remedies. Using the widely publicized TWA bijacking during the summer of 1985 as an example, the analysis examines the differences in the American, Israeli, and Lebanese government perspectives and how those differences influenced policymaking.  相似文献

The following paper was discovered by Laurence Evans, Professor of History at the State University of New York at Binghamton, during the course of research in the files of the Department of State (to which Department the paper had been made available in 1918 for use as background information by the American Delegation at the Peace Conference), and Professor Evans has kindly communicated it to the Society. Its contents are not included in the book on Mecca which Snouk published in German, and it is not among the scattered articles in Verspreide Geschriften (1923–27). That collection does, however, include another essay about Ahmad Dahlan, in Dutch, entitled “Een rector der Mekkaansche universiteit”, originally contributed to a learned journal and reprinted in vol. 111, pp. 65–122. This study investigated a multi-mediation model of the relationship between bullying behavior, peer victimization, personal identity, and family characteristics to adolescent depressive symptoms in 194 high school students, 12–18 years of age. In the first model, peer victimization mediated the relation between bullying behavior and depressive symptoms. In the second model, personal identity mediated the relation between peer victimization and depressive symptoms. In the final model, the two mediation models were combined. The relative influence of family characteristics on all variables in the two mediation models was studied using structural equation modeling. The results supported both mediation models and confirmed the influence of family characteristics on all variables in the mediation models. This study indicates that victimization by one’s peers has consequences for adolescents’ psychological health when their personal identity is affected. In addition, the study was able to model several processes in which family characteristics were related to adolescent depressive symptoms. Moreover, the final combined model (in which the two mediation models and the influence of family characteristics on all variables were confirmed) explained half of the variance in adolescent depressive symptoms.

In the present article, I propose to determine reform capacity based upon policy outcomes and the governing performance of executives. Both components shall be measured through expert assessments and quantitative data for the 30 OECD member states in order to construct an index of reform capacity. The concepts underpinning the index are explained and compared with existing approaches of performance and governance measurement. Criteria are developed to assess the strategic capacity of governments and the accountability-generating functions of political actors surrounding the government. The envisaged measurement and aggregation methods are described and the potential of the proposed approach is discussed.  相似文献
