Economic and Monetary Union offers a useful case study for critically examining Europeanisation and conditionality as explanatory variables for the euro entry strategies of east-central European states. This article highlights the paradoxes of extreme and limited Europeanisation and of extreme ‘formal’ and ‘informal’ conditionality with multiple sources of uncertainty. These paradoxes have provided the context within which east-central European governments have evolved political strategies for the temporal management of euro entry. These strategies reflect in turn different ‘clusters’ of convergence in the Baltic States, the Visegrad states, and Slovenia. Euro Area accession in east-central Europe offers insights not just into how Europeanisation works in a central political issue area but also into the temporal management of EU policy and ‘clustered’ convergence.  相似文献

This article argues the value of models of policy analysis which focus on the role of endogenous variables in explaining policy change. Studies of EMU and studies of German public policy in general have tended to be preoccupied with contextual variables as explanations of change. Whilst such variables are important in identifying necessary conditions of policy change, they underestimate the dynamics within the policy process. Policy change in EMU is explored as a negotiation process with two interacting dimensions: a ‘nested’, ‘two‐level’ bargaining game, involving creative linkage politics and sophisticated bargaining strategies, and a cognitive dimension of individual policy entrepreneurship and learning in the process. The conclusions deal with the character of economic governance in this sector and with the prospects for EMU in 1998–99.  相似文献

ABSTRACT

Which organisational activities promote effective military emulation? Which variables facilitate and impede the emergence of these activities? Drawing upon the academic literatures on military change and management studies, as well as semi-structured interviews within the British and German militaries, this article identifies five key organisational activities which promote effective inter-organisational doctrinal learning. In doing so, the article improves understanding of the contribution that management studies can make to multi-disciplinary scholarship on military learning. The article examines the variables which facilitate the emergence of activities which support effective inter-organisational doctrinal learning through a case study of Bundeswehr doctrinal absorptive capacity during ISAF. It also explores the impact of these activities on doctrine development. The article demonstrates the crucial importance of active and well-informed civilian oversight of the activities which support military learning.  相似文献

This article addresses the role of demographic factors in contributing to the emergence of democracy. It maintains that, other things being equal, progress in the demographic transition promotes democratization. The argument is developed with reference to the effects of interrelated changes in mortality, natural increase (i.e. population growth), fertility, and population age structure. Suggestions are also made with respect to how demographic and democratic trends should be gauged. An analysis of data for the period 1970–2005 for 77 countries that were initially non-democratic provides substantial support for the argument. Some implications are discussed, as are future trends in democratization from a demographer’s perspective.  相似文献

Post-Cold War military reforms in Britain, France, and Germany have been characterized by patterns of convergence in the objectives, instruments, and institutional forums of defense policy but by divergence in temporality. These patterns of convergence and divergence cannot be fully explained by cultural approaches. Neither can they be explained solely by a focus on the role of international structure, as neo-realism posits, although the post-Cold War distribution of capabilities is driving Britain, France, and Germany toward policy convergence. Instead, the analysis builds upon the insights of neoclassical realism. Culture emerges not so much as a cause of action as instrumental and a resource for policy leaders in the domestic political and temporal management of reform.  相似文献

This paper focuses on ‘prefigurative politics’ – embodying in the present one's vision of the future – among young people in north India. In so doing it contributes to wider debates on oppositional politics, temporality, India and youth. Building on recent fieldwork in Uttarakhand and Uttar Pradesh, we highlight the ubiquity of civic-minded everyday forms of prefigurative politics among a subset of young men and young women. We examine the temporality of this politics, which, like other recent prefigurative action across the world, emphasizes acting in the present. Young people in north India tend to view the future not as a point on the horizon but as the precipitate of their daily activities. By identifying the energetic attempts of young people within and beyond India to engage in social action, we also provide a counterpoint to negative stereotypes of youth circulating in the media and some scholarly circles.  相似文献

This article examines the impact of German dependence on Russian gas supplies for Europe's ability to apply effective sanctions against Russia. It demonstrates that by focusing on the environmental dimensions of energy policy and a policy of rapprochement with Russia, Germany has neglected the security of supply implications of its dependence on Russian gas. The article argues that Germany's excessive energy dependence on Russia has limited the ability of the EU to challenge Russian revisionism by targeting its energy sector through sanctions. The article makes a number of energy policy recommendations which will be essential for Germany to avoid undue Russian influence on its foreign and security policies. The article concludes by exploring the utility of Neoclassical Realism in understanding Germany's approach to energy security. In doing so it highlights the dangers of allowing ideology to cloud a sober assessment of the imperatives of the balance of theat.  相似文献
