A case of paraquat poisoning in a pack of foxhounds is reported. The incident provided a unique opportunity to compare residues levels of paraquat in dogs showing symptoms of acute and sub-acute poisoning. Paraquat was detected in the urine up to six days after exposure. A high performance liquid chromatography method for determining paraquat in tissue is described. 相似文献

Despite several post-Cold War reforms which have promised far-reaching change, the Bundeswehr faces a set of deficits in force structures, capabilities, doctrines and military adaptation, which leave it in danger of slipping permanently behind its European partners. The study examines the extent to which reforms proposed by the Commission on Structural Reform of the Bundeswehr will remedy these deficiencies. It finds that the proposals of the Commission include several important measures which will accelerate German convergence with the reforms of its European partners. However, the Commission fails to address several fundamental problems which impair the Bundeswehr's capacity to adapt to ongoing operations. The article critically engages with the existing theoretical literature on German defence policy and highlights the utility of neoclassical realism in explaining the process and outcome of German defence reform. The study also points to the urgent requirement for further comparative scholarship on post-Cold War European military adaptation and civil–military relations in defence planning. 相似文献

The US intelligence community prepares occasional psychological profiles of foreign political leaders. The origins of these practices lie in frantic and ad hoc attempts to understand the character of Adolf Hitler during the latter stages of the Second World War. The US Office of Strategic Services (OSS) commissioned profiles of Hitler, contracting with a titan of personality theory in Professor Henry A. Murray and practicing psychoanalyst Walter C. Langer. Reconstructing the history of these profiles grounds the contemporary analysis of foreign leaders in the lessons of the pioneers. Useful insights on the challenges of profiling leaders, the relationship of academic theories – and academic personnel – to government, and the role of intelligence in policy abound. 相似文献

Abstract The article analyses the processes and outcomes of military reforms during the two Schröder governments (1998–2005). These reforms are the litmus test for Germany's willingness and ability to play an important role in crisis-management tasks as part of NATO, CESDP and the UN. The study argues that, despite its strengths, the concept of strategic culture provides only a partial explanation of military reform in Germany. The article illustrates the strongly self-referential nature of Bundeswehr reform, despite adaptational pressures from the EU and NATO and the role of ‘international structure’. The domestic politics of base closures, ramifications for social policy, economic and financial restrictions consequent upon German unification and commitment to EMU's Stability and Growth Pact were critical in determining the outcomes of the reform processes undertaken by Defence Ministers Rudolf Scharping and Peter Struck. The study also draws out the important role of policy leaders in the political manipulation of reform as entrepreneurs, brokers or veto-players and in controlling the extent of adaptational pressure from NATO and the EU. In doing so, the article shifts the focus of leadership studies in Germany away from the Chancellor to an examination of the role of ministerial and administrative leadership within the core executive. 相似文献
